It is important that the index be able to be benchmarked against other states and over a period of time. The Technical Advisory Committee (TAC) of the GRDC proposed that the set of variables selected should represent the most important human and economic factors of the state. Furthermore, the TAC proposed 1980 as the benchmark year. The Economic Vitality Index and the Human Vitality Index would be calculated for 1980, 1990, 2000 and forward as the latest data available allows. Specifically, the Technical Advisory Committee recommended the following process to form the benchmarks used to compare Georgia’s counties to seven Southeastern States and the United States. The calculations were performed for both the Human Vitality Index and the Economic Vitality Index. 2 Calculations used in Determining Grades: Economic Vitality and Human Vitality Indices 1. Choose the variables that best describe economic conditions of Georgia’s Counties as well as the South Eastern states. The following variables were chosen due to their economic significance: Per Capita Income Unemployment Rate Population Percent Below Poverty Employment Average Weekly Wage (PCI) (Unemp) (POP) (POV) (Emp) (AWW) 1977-2002 1977-2002 1977-2002 1979, 1989, 1999 1977-2001 1977-2001 US Census Bureau Bureau of Labor Statistics US Census Bureau US Census Bureau Bureau of Economic Analysis Bureau of Economic Analysis *Titles of worksheets are noted by “name”. *The raw numbers can be found in worksheet “data”. 2. The first step in the process is to make sure each set of data is in the appropriate form. Some variables be cannot used in the raw data form. For example, Rate Changes and Moving Averages for Employment “Emp”, Average Weekly Wage “AWW”, and Population “Pop” need to be calculated before being used. However, Unemployment “Unemp” and Per Capita Income “PCI” can be used to find MAVG’s by averaging three years already given in the data set (1978-1980, 1988-1990, 19982000, 1999-2001). Poverty Rates were used as given in “data”. In order to create Moving Averages (MAVG) for the years 1980, 1990, 2000, 2001, the rate changes first need to be calculated between those four years. The result will be three numbers. The average must then be taken of these three rate changes to get the actual MAVG. For example, for Appling County’s 1980 Employment Moving Average data was taken from 1977-1980. Find the rate change for 1977-’78, 1978-’79, 1979-’80. Rate Change: 1978 –1 , 1979 –1 , 1980 –1 1977 1978 1979 ⇓ ⇓ ⇓ 5177 -1 , 4837 –1 , 4828 –1 4933 5177 4837 ⇓ ⇓ ⇓ = -.006 = -.60% Moving Avg: (.0495 + -.0657 + -.0019) 3 This is the 1980 MAVG for Appling County. Continue this process for the other years and repeat for AWW and POP. To find Appling County’s 1980 Unemployment MAVG we only need to average the numbers given in the data set “data”, as they are already in proper form. 3 1980 MAVG: average(1978,1979,1980) = (6.3+5.4+7.4) = 6.4 3 Continue for the other years and repeat process for PCI. Remember for Percent Below Poverty just use the number given: Appling County 1979 POV = 29.0% 3. Take these Moving Averages and copy/paste them into a new worksheet by referencing them to the first sheet: “emprank” “poprank” “povrank” “unemprank” “awwrank” “pcirank”. The data must be ranked first before assigning quintiles. Use this Excel Tool: Tools/Data Analysis/Rank and Percentile Example: “emprank” Input: MAVG (all counties, one year at a time) Input: (highlight all of 1980’s county MAVG) The table should be sorted by ‘Percent’ in descending order. Next, assign Quintiles by setting up a formula in the column to the right of the Percent. The Quintiles are assigned 0-4 by 20% cutoffs. In the Percent column, the values >= to 80% are given 4’s, >= to 60% are given 3’s and so on. Do this for Employment, PCI, AWW, and Pop. For Unemployment and Poverty, 4 is considered bad, so the cutoffs will go like this: values >= 80% are given 0’s, >= to 60% are given 1’s and so on. Example: “emprank” 1980 4’s are assigned at a cutoff of 80.30% and above, 3’s are 60.10% and above, 2’s are 40.50% and above, 1’s are 20.20% and above and everything below receives a 0. “pov” 1980 start with 0’s given to 80.30% and above, 1’s are 60.70%, 2’s are 41.10%, 3’s are 20.20%, and everything below receives a 4. Each rank will be slightly different as for the percentages. Do this for each year and variable; again keep in mind if the variable should receive a 4 or 0 for the top cutoffs. Finally, highlight the ranked columns including the new quintiles and sort by ‘Point’, ascending. The Point corresponds to the order of the counties and we want them to match up. (***When the Rank and Percentile is first performed, the numbers do not match up correctly with the county names.) Now that we have started to copy/paste numbers from one worksheet to another, try to reference all of the numbers from the page you are copying from. This is so if you need to change or update numbers it will make the changes in all the worksheets that have used that number. For example, if we need to update a number in “emp” for Appling County’s 1990 MAVG in step 2, it will automatically update the number in step 3 and so on. 4 4. The next step it to find each county’s MAVG as a percent of the average of the Southeastern (SE) states and the United States. First you need to take the average of the seven Southeastern States’ MAVG. These numbers should be a part of every calculation so far except they will not have been a part of the ranking and assigning Quintiles in step 3. There will be SE state and US numbers fro each year. In same worksheet create a comparison of each county to the state averages and the US averages. Name the columns ‘% of SE states’ and ‘% of US’. Examples are from Appling County “emprank” 1980. A. Find the Georgia County as a percent of the South Eastern State average -.0060 = -21% = County MAVG Æ SE AVG .0284 B. Find the Georgia County as a percent of the U.S. Average = County MAVG Æ -.0060 = -20.99% US AVG .0287 Do this for each year and each variable!! 5. Take all the Quintiles from the ranking and put them into a new worksheet- “80scores” On this sheet you will see the FIPS code, metro codes, and econ_regs. Starting with 1980, all six variables should be listed with the Quintile values from the original rankings from “---rank” worksheets. Average these Quintiles across for each county. These averages will be used to assign grades for each county. Example: Appling County “80scores” Unemp 1 Emp 0 Pop 0 AWW 0 PCI 1 POV 0 Average 0.33 Somewhere on the sheet there should be the Scoring Ranges that give the numerical values for the grades. The grade is a three-part formula. A.) Interim 1: assigns grades to counties with Averages >= 1.8333 = C up to A. If the average is less than 1.8333 it is given ‘other’. B.) Interim 2: assigns grades to counties with Averages < 1.8333 from C- to F. If the average is greater than 1.8333 it is given ‘other interval’. C.) Interim 2’s formula then sees that 0.33 is less than 0.5 and gives the county an ‘F’. Finally, the column with Grade will pull the actual letter grade from Interim 1 or Interim 2. Transfer the column of ‘% of SE states’ for each variable from 1980 onto a new worksheet “SE1980” (reference the numbers to the original). This worksheet should have all the 1980 numbers for each variable. • For each variable, rank the data using the same procedure in 3. Sort by Percent, descending. • Assign Quintiles 0-4 same as before (using the 20% cutoffs) • Scroll down through the columns and find where the Quintiles end at 4 and 3 begins. The number in ‘Column 1’ that is in the same row as the very last 4 will be the new benchmark for assigning 4’s for this specific variable in all other years. Copy this number in a new worksheet just for your reference. Do the same for 3,2,1,0 and each variable (each variable will have different benchmarks that will be used for each year.) • All six variables from 1980 will be on this one worksheet with all of the ranks and quintiles. • When finished sort back by Point, ascending! 6 Example: from “SE1980” Employment. The cells have been sorted by Percent, descending. The number in ‘Column1’, which corresponds to the very last 4 in ‘Quintile’, is 152.91%. This number will be used in the rankings in worksheets “SE1990” and “SE2001” as the cutoff for 4’s. This replaces 80%. Somewhere in the same worksheet copy (by referencing) all quintiles from each variable in 1980’s rankings (by 20%’s) so that they are side by side. Do not include any of the rankings; Quintiles only. Find the average of Quintiles across each variable for each county and assign grades as we did in 5. Always use the same Score Range. (You may find it easier to copy the Score Range to each sheet as you work). **** Do all of 6. and 7. for ‘County as a % of US’: “US1980” Æ you will have different benchmarks for US numbers!! Record all the benchmarks on one worksheet so that they are easier to reference in the formulas “SEbchmrk” “USbchmrk”. 8. Go back to worksheets with original ranks “Empranks” etc. where the SE and US numbers were calculated. Next to each column of 1990 and 2001 ‘% of SE’ and ‘% of US’ values assign Quintiles using the new benchmarks from “SE1980” and “US1980” referencing the worksheets “SEbchmrk” and “USbchmrk”. For example: in “Emprank” (Employment only) for 1990 county as a ‘% of SE states’, assign quintiles using benchmarks: If >= 1.5291, 4 >= 0.926, 3 >= 0.573, 2 >= 0.033, 1 0 7 Values above 152.914% are assigned 4’s, above 92.63% are given 3’s, above 57.32% are given 2’s, above 3.3% are given 1’s everything below are given 0’s *** See how these are not the 80%, 60%, 40%, 20% cutoffs as used previously in “80scores” or “SE1980”. The numbers above are different for each variable! You will use the same variable benchmark for each year. 9. Now transfer (by referencing) all of these new Quintiles to new worksheets “SE1990, SE2000, SE2001” respectively. Do the same for the US worksheets. Follow the process in step 5. to assign grades to each county. You will use the same Scoring Range and formulas for Interims 1 and 2 and to pull the final grade out. You will want to end up with grades for each county from SE1990, SE2001, US1990, and US2001. The grades for SE and US 1980 are used from the step 5. They will always be the same because we used 20% cutoffs. Use 1980 as a Benchmark to compare the other years to.
