INTRODUCTION
Review of academic programs is a common practice in many colleges and universities around the world. It is an opportunity for the department to assess its objectives and operations with the ultimate goal of improving the program. The University Council issued on 26 th May 2014 Decision No. 32/2013-2014 approving the Academic Program Review
(APR) Policy for Sultan Qaboos University (shown in Appendix A). The Deputy Vice
Chancellor for Academic Affairs & Community Services through the APR Office administers the Academic Program Review process. Moreover, APR is important for institutional accreditation purposes as the Institutional Accreditation Standards (Draft) of
Oman Academic Accreditation Authority (OAAA) (www.oaaa.gov.om) requires that institutions carry out review of their academic programs in order to be accredited. These
APR guidelines explain the APR process and provide a consistent approach for the academic departments to examine and review their performances and the effectiveness of undergraduate academic programs.
According to SQU Academic Program Review Policy, the objectives of the APR:

Align academic programs with SQU mission and objectives
•
Appraise the effectiveness of academic programs in achieving student outcomes
•
Assist in enhancing and improving the program
•
Assist in planning the future of the program
•
Comply with national and international quality standards
The APR process will bring many benefits, such as:
•
Disseminate good practice amongst SQU academic programs
•
Assure the public of SQU graduates’ qualification
•
Identify areas for improvement
•
Prepare academic programs for accreditation

ACADEMIC PROGRAM REVIEW PROCESS (overview)
Every academic programs at SQU will undergo a review process every 6 years. The
Academic Program Review (APR) process comprises the following major activities:
1. The department writes a Self-Study Report (SSR) for the program
2. A panel of reviewers visits the department and provides an assessment report
3. Preparation of a plan of action
An assigned committee in the department prepares a (SSR) in accordance with these guidelines. The College Dean after his approval forwards this SSR to the Director of APR
Office who sends it to the appointed members of the review panel. The Deputy Vice
Chancellor for Academic Affairs & Community Service (DVCAA-CS) appoints this review panel, which shall consist of three members (including chairperson) of whom two, at least, must be from outside SQU. Some or all members of the review panel are drawn from a list submitted by the College Dean. The review panel studies the SSR and may coordinate with the program head for any queries/questions to clarify the information included in the SSR. The review panel visits the department on campus for a period of two days to verify the information in the SSR, carry out a number of meetings with staff and representative students in order to assess and evaluates the program. The review panel at the end of the visit highlights their main findings during a short exit meeting with the Dean and the program head. Within two months after conclusion of the visit, the chairperson of the review panel sends to the DVCAA-CS a report of the review panel findings. The department prepares an action panel that is discussed between DVCAA-
CS, Dean and program head. The panel review report and the program owner’s action plan are forwarded to the Academic Council for appropriate decision as per university rules and regulations . Timeline for the APR process is outlined in Appendix B.

SELF STUDY REPORT
The self-study is the most important document on which the Academic Program Review is based. It is therefore important that the self study be well organized and concise. The responsibility of its preparation rests with the program head. It is prepared by an assigned committee in the program owner’s unit, reviewed and approved by the Dean.
The Self Study Report after Dean’s approval is forwarded to DVCAA-CS and reviewed for consistency with these guidelines by the Academic Program Review Office.
Appendix C provides detailed criteria on which the self study should be based and the format for the self-study document.
REVIEW PANEL
Review Panel Membership:
The external review team should be experts in the specialization of the program. Team members should not have any conflict of interest with Sultan Qaboos University. The
Dean provides the names and short curriculum vitae of six nominees to the APR Office.
The Deputy Vice Chancellor for Academic Affairs & Community Service appoints the review panel members for the program including the panel chairperson from this list and another list that may be supplemented by the APR Office.
Review Panel Visit:
During the visit, the panel should examine, among other things as it sees appropriate:

The quality of undergraduate academic programs
•
The quality of staff and students
•
Student outcome assessment
•
Teaching and academic efforts of the academic staff
•
Financial and physical resources

•
Recruitment and retention of academic staff, support staff and students
•
Academic and administrative organization
During the visit, the external review activities include the following:
•
An opening meeting with the dean and DVCAA&CS
•
Meetings separately with the department head, academic staff, representatives of undergraduate students, representatives from other support departments and with college senior staff/leadership team
•
An exit session where the review panel team reports their findings to the dean and program head
Review Panel Report:
•
The review panel should provide its final report to the DVCAA&CS within two months after the site visit.
•
The report will be distributed to the dean and department head.
•
The report of the review panel should provide informed, objective and critical judgment of the quality of the academic program and the department identifying strengths, weaknesses, challenges and opportunities. It should make specific suggestions for improvement of the program and comment on the findings of the
SSR and other important issues that affect the quality, efficiency and sustainability of the program.
•
The review panel should feel free to report on other issues that come across during the review.
PLAN OF ACTION
The plan of action process consists of:

•
A meeting chaired by DVCAA&CS and attended by the department head, college
Dean, Director of APRO and Director of Quality Audit Office (QAO) to discuss the
SSR, the Review Panel report and agree on the needed plan of action
•
The department head prepares a two-page response document regarding the conclusions and recommendations in the report from the Review Panel prior to this final meeting. This document outlines the steps to be taken.
APR SUMMARY REPORT
The final step in the Academic Program Review process is preparation of a summary report on the year’s academic program reviews for the Academic Council. It will include description of the program, procedures used in the review process, major findings and conclusions of the review; action plans for the program and follow up plan and reports.

B. An Overview of the Department offering the Program i. Briefly give an account on the administrative structure of the college for the department offering the program. Give an administrational chart for the college. ii. List all academic programs for undergraduates offered in the department and the number of students registered in each program. This also includes any certificate/diplomas. Indicate tracks or options in your programs.
C. History of the Program i. What are the basic changes that have taken place in the program following the previous review, e.g. that of the External Examiner (if any). ii. Briefly state the outcomes of that review and cite the major changes that these outcomes have led to.
D. Summary of the Academic Quality of the Program
What are the indicators and reliable ranking sources if any that judge the academic quality of the program’s standard both nationally and internationally?

2. STUDENTS i. Describe criteria and process for the admission in the program, progression and exit. Describe with basic statistical data (frequency table or graph, averages, etc…) the student entry GPA required to be admitted in the program and the exit average cumulative GPA for the last 5 years. Compare with all other programs in the same college. ii. Describe the profile of students entering the academic program in the last five years (such as gender, age, nationality, graduates of private or public schools, regions of Oman…etc.). What has been the quality of students (such as high school performance, cut-off marks level…etc.) admitted to the academic program? What is the likely pattern in the next few years? What is the desired student profile? Explain the alternatives, if students cannot complete the degree
(if any). iii. Explain how students are advised in the program. iv. Show how (Table 2.1) the student enrollment in the program per year in the last five years (1 st , 2 nd , 3 rd , 4 th , and 5 th year or more depending on the program).
Identify total numbers of female and male students. v. Describe the trend of the percentage of honor undergraduate students.

SQU Academic Program Review Guidelines iii. How is the teaching quality evaluated? Provide relevant data such as student-course evaluations or the peer assessment of teaching. iv. Describe ways in which the academic staff contributes to the development of the academic profession such as by joining professional associations, reviewing panels, and advisory groups. v. Provide in Appendix A, a 2-page short CV of each academic staff member showing recent publications and/or any other scholarly achievement. vi. In what directions was recent academic staff recruiting done, and what are the future directions? Give a summary for the last 5-7 years, depending on the length of the program, indicating the number of academic staff at the different academic ranks citing those who have been hired, retired or resigned. vii. Describe any efforts that have been made to enhance the Omanization process in line with the national human recourse development plans, stakeholders’ specific requirements and so on (if any) in the last 5-7 years.
4. PROGRAM i. Describe the curriculum (use Table 4.1) and show how it reflects the basic objectives of the academic program. Provide in Appendix B, a course syllabus for each course listed in Table 4.1. Provide a degree plan for the latest accepted cohort in the program, prior to the submission of the SSR in Appendix
C (replace the shown sample with the program degree plan).

What characteristics of your academic program suggest a unique or difference compared to other academic programs? v. Describe how course offering in the department is managed. vi. Describe the efforts taken by the department toward improving and strengthening the program.
5. STUDENT OUTCOME i. List at least 5 Student Outcomes (SO) for the undergraduate degree program. ii. Describe how Student Outcomes relate to Program Objectives and SQU
Graduate attributes iii. Describe the methods and course components used to measure the SO.
Methods should include direct and indirect assessment. iv. Describe your program assessment activities. v. Conduct and provide the results for an exit survey (questionnaire) to assess how the students perceive their overall education. vi. Provide data on the alumni in the last five years (work place, type of job, graduate studies, etc..) vii. Report, discuss and analyze the results of SO assessment (including results from exit surveys). viii. Explain how feedback from students are taken into account to improve the program and the department. ix. Explain how the assessment results are used to improve student learning, refine teaching material and methods, and review and revise the curriculum.

Course Student Outcome
These are statements related to key learning activities that indicate what the students are expected to achieve at the end of the course in terms of knowledge, skills, and attitudes.
Course Learning Strategies
[Strategies are the things that an instructor has to do to help students learn the course material. The course learning objectives shall be achieved by the common strategy of having students practice the skills (listed as course outcomes) by providing specific examples of the types of activities that will be required. These may include class participation, homework, projects, laboratory practical, quizzes, exams and projects.
Bearing in mind that each strategy might aid the student in achieving more than one objective, at least 2 - 3 strategies might be required to achieve an objective. ]
Course Assessment

The description of the various steps of the review process is as follows:
9.1 General
9.1.1 An annual academic programme review schedule is prepared by the Academic
Programme Review Office (APRO), approved and issued by the Academic Council (AC; initiator).

9.1.2 Academic and administrative management of the review process is the responsibility of
APRO.
9.1.3 As appropriate, APRO liaises with the Quality Assurance Office.
9.2 The Self-Study Report
9.2.1 Preparation of the self-study report should start at least twelve months prior to the scheduled review date by a designated self-study committee from the programme owner in accordance with the guidelines issued by APRO.
9.2.2 The self-study report shall be submitted by the concerned dean to APRO at least four months prior to the review date.
9.3 The Review Panel
9.3.1 The review panel shall normally consist of three members of whom two, at least, shall be from outside Oman
9.3.2 Dean of the college shall submit to APRO a list of six non-SQU academics and professionals, who are experts in the concerned programme field, for consideration as review panel members
9.3.3 APRO shall supplement the dea n’s list with further nominees
9.3.4 Considering all nominees, the DVC-AACS shall decide on the composition of the review panel
9.3.5 The mission of the review panel is to verify the information provided in the self-study in accordance with the guidelines issued by APRO; this should be accomplished during a two-day visit to the concerned department/college
9.4 The Review Panel Visit
9.4.1 Pre-visit activities
9.4.1.1 A two-day visit programme shall be prepared by APRO in consultation with the
DVC-AACS, the panel, the concerned dean and the programme head (if different)
9.4.1.2 The panel members will receive the self-study at least three months prior to the scheduled date of the visit
9.4.1.3 The panel will study the report and may forward to the programme head through APRO, at least one month prior to the review visit, any queries/questions to clarify the information included in the self-study
9.4.1.4 The review programme head shall send the response to these queries/questions to the panel through APRO within no less than two weeks from the review visit
9.4.2 During-visit activities
9.4.2.1 The panel shall have a short courtesy meeting with the concerned dean and the programme head (if different)
9.4.2.2 The panel shall interview staff, students, alumni and others as detailed in the guidelines issued by APRO
9.4.2.3 The panel shall assess the teaching facilities and other student support services
9.4.2.4 The panel shall verify the information included in the self-study from its primary sources such as students’ work, admission and registration records, student transcripts, etc.
9.4.2.5 The panel visit programme may include other activities stated in the guidelines issued by APRO
9.4.2.6 The panel shall have a short exit meeting with the concerned dean and the programme head (if different) to highlight their main findings

9.5 The Review Panel Report
9.5.1 A report of the review panel findings shall be submitted to the DVC-AACS within two months after conclusion of the visit; the chairperson is responsible for submitting the report in its final form.
9.5.2 The DVC-AACS shall forward copy of the report to the concerned dean to study and set an action plan to address any issues raised in the report, if any
9.5.3 The DVC-AACS shall forward copy of the report to APPRO for follow-up
9.5.4 Within a month of forwarding the review panel report, a meeting chaired by the DVC-
AACS and attended by the concerned dean and programme head (if different),
Director of APRO and Director of QAO is conducted to discuss and agree on an action plan, if required
9.5.5 The DVC-AACS shall submit the review panel report and programme owner’s action plan, if any, to the AC to take the appropriate decision according to University rules and regulations
9.5.6 APRO shall follow up the AC decision in accordance with the rules and regulations of the University
