Director of Teacher Education Report A. Program Report celebration and thank you! B. CAEP update – The first list of proposed standards had three standards. The current draft has five and has been released for public comment. (1) Content/pedagogy, (2) clinical partnerships & practice, (3) candidate quality, recruitment, selectivity, (4) program impact on P-12 learning, and (5) quality/continuous improvement C. Rule Changes approved – Two of the changes we are already doing: all candidates must complete 60 hours (up from 45) of field experiences prior to student teaching, and all mentor teachers must have at least three years’ teaching experience. A change was made to program approval. Should a program receive “not recognized” status, it must submit within 12 months or it will no longer be allowed to admit candidates. One change, passing OGET as a requirement for admission, was not approved due to concerns from liberal arts colleges where candidates complete their gen ed coursework through all four years. D. BOE Training – update and transition – April 17, 2013 in Norman E. Test redevelopment activities – Item review conferences have been held for Elementary Math Specialist, Reading Specialist, and Gifted Last month’s meeting minutes were approved. Admission and Retention Committee Report The committee moved to accept six candidates for full admission to teacher education and to readmit one candidate in Lawton. Other Business Old Business 1. Approved minutes from the previous meeting are posted at http://www.cameron.edu/teacher_ed New Business 1. Request to Modify a Course – STAT 3013 – to change the course from 3013 to 2013. Lynda Robinson made a motion to approve the change with the correction of a typo on the form, and Teresa Lubrano seconded. The motion was approved. Announcements/Discussion Items A. OGET test competencies and General Education Changes (Mr. Childs) – Travis presented information about the realignment of gen ed courses with blocks of classes (aesthetics, literature, history, and government) designed to meet the new gen ed competencies. In the past, there was a course called Humanities that was dropped in favor of Western Civilization. Bringing back that course could help our candidates, and it might fit in the aesthetics block. The gen ed committee would have to approve it as a gen ed course though. Programs should let him know if they are interested in the course. B. Certification Scores update – Data shows the best elementary OSAT 1 in the last administration. An additional reading focus group will be held by the commission. New data reporting will allow us to pull scores by competency but right now it only pulls from the best attempt. C. Update on Clinical Alliance – The alliance is continuing to look at ways to impact the effectiveness of teacher education by having field experiences that get candidates working in the schools (not simply observing) as early as possible and as often as possible throughout the program. One change that will be made at Cameron is to shift Intro to Teaching from an observation experience to one in which candidates will spend 10 hours tutoring students. D. Background Checks – A subcommittee of TEC and a group of stakeholders met separately to discuss the issue. The decision was made for background checks to begin in Intro to Teaching and to occur every two years or again before Practicum, whichever comes first. Notes from the meeting will be presented at the next TEC and input will be solicited from the group. E. Co-Teaching update – The stakeholders determined that implementing co-teaching for Practicum will require more attention to logistics and the soonest it could occur would be in the spring. F. InTASC update – The department of education is starting to work on adjusting the portfolio to meet the new standards. All portfolios must reflect the new standards by Fall 2016. G. Current education-related legislation a. HB 1233 – Changes requirements for Special Education teachers – There are more than 200 sped openings in the state and fewer than 50 graduates from sped programs. This legislation will allow anyone with any year degree to complete a SDE-approved b. c. d. e. “bootcamp” offered by the SDE, a district or higher ed. This will not be considered an alternative route. HB 1880 – Extends moratorium on NBCT for 2 more years but requires funding of bonuses for current NBCTs SB 0170 – Allows a teacher who is certified to teach at the secondary level to also teach 5-6 grades SB 0207 – Allows teachers who receive “superior” or “highly effective” rating to be evaluated once every two years instead of twice per year SB 0316 – Provides that teachers receiving a rating of “superior” or “highly effective” receive a bonus Meeting adjourned at 5:10 p.m. Minutes submitted by Courtney Glazer.
