Advised Canada’s largest natural gas distribution utility on the development of a
comprehensive performance based regulatory plan (PBR). Responsible for plan
design, and consultation with customers, stakeholders, public interest groups and
the Ontario Energy Board.
ONTARIO ENERGY BOARD
1998-99
Manager, Energy Competition Act Implementation (Consulting Contract)
Reported to the Chair of the Ontario Energy Board. Advised Board members and
Board staff as they prepared for a new mandate to regulate the electric utility sector,
including licensing and regulation of the municipal electric distribution utilities and
the successor companies to Ontario Hydro. Also advised on change management,
organization, Board governance, work processes and communications.

Government Affairs Consultant
Senior consultant in the Toronto office of an international professional services
agency; provided communications, government relations, merger & acquisition
strategies for clients in finance, energy, mining and forestry.
• Engaged by the Legislative Assembly of Ontario as the industry expert for the
Select Committee on Ontario Hydro Nuclear Affairs. Assisted committee
members in the analysis of evidence, questioning of witnesses and writing of the
Committee Report.
• Provided public affairs strategies for client M&A activities; brand launch;
media training; crisis communications; community profiles; polling;
government relations programs.

1990-95

For the period 1994-95, managed the office of Ontario Hydro Chairman and CEO
Maurice F. Strong, in addition to the duties below.
Managed the Ontario Hydro corporate relationship with the Provincial Government
during a tumultuous period (arrival of NDP government, departure of three
presidents, arrival of new chairman, corporate restructuring, labour negotiations and
elimination of one third of the workforce). Developed government relations
programs directed at Queen's Park, Ottawa and Washington.
Managed the corporate regulatory affairs function for projects including the
Demand/Supply Plan (DSP) Hearing; annual Ontario Energy Board rate hearings;
and National Energy Board export licence applications. At a total cost of $50
million, the DSP Hearing was one of the most complex public hearings ever
undertaken in Ontario.
1987-89
Public Hearings Officer
Responsible for all aspects of Hydro's annual rate submission to the Minister of
Energy and its review at a public hearing by the Ontario Energy Board (OEB):
• negotiated with the OEB staff and stakeholders
• managed hearing processes including evidence preparation, rate submission,
interrogatories, witness preparation, daily reporting, argument-in-chief and final
argument.
1982-87
Supervisor, Public Consultation, Route and Site Selection
Developed and implemented public consultation programs for Ontario Hydro's
major transmission line planning and construction projects.
• activities included media relations, public meetings, information centres,
advertising, liaison with corporation's senior management, the Provincial
Government, and with affected municipal councils.
• the public consultation activities supported a massive transmission expansion
program and included some 300 consultation events such as planning meetings
with municipalities, property owner consultations, public workshops and
information kiosks. The program attracted national media attention.
1980-82

Developed corporate budget process and procedures, prepared assessments of line
group budgets, forecasted year-end spending and prepared monthly cost
performance reports for senior management.
