Question 1
In the Document filed by HQT (HQT-1 Document 1, page 5 lines 15-17) it is stated that this
project qualifies as a project in the category “croissance des besoins de la clientèle “.
1.1
What are the criteria applied to establish that this investment qualifies for this category of
projects?
1.2
Are all investments made pursuant to a request for transmission service under part II of
the HQT Open Access Transmission Tariff (OATT) always considered a project in the
category “croissance des besoins de la clientele”? Please explain.
Question 2
Section 8.6 of the annexe I of the two service agreements filed as annexe 1 (in here above cited
Document), state that the client is required to reimburse to HQT the portion of the project cost in
excess of the maximum amount stated in attachment J of the OATT.

Can HQT provide the estimated amount of the portion of the costs that the client will
have to reimburse to HQT?
Question 3
Specifications associated with the modifications to the electrical system are established through
load flow analysis. In order to forecast component loading through the use of this technique the
location of injection and withdrawals are necessary. This information must be provided by all
point to point transmission customers in accordance with section 17.2 ( iv) of the HQT OATT.
3.1
Would HQ provide copies of the pre and post load flow results that were used for
validating the required upgrades and in doing so identify the generation resources, and
the capacity from each, that will be used to export energy through both interfaces.
