The dramatic decline in graduate education enrollment is in part due to the North Carolina Legislature's removal of teacher pay for a Master's degree. All public institutions in North
Carolina are seeing a decline in the number of graduate teacher education program applications. In fact, graduate applications are down by 60% across the state.
