Professional Expert Selection and Assignment
1.
Legal Authorization. Education Code Section 88076(f) provides the
authorization for school districts to employ professional experts
outside of the classified service as follows: "Positions established
for the employment of professional experts on a temporary basis for
a specific project by the governing board or by the commission. when
so designated by the commission."
2.
Selection. The college president of division head is responsible
for the recruitment and selection of professional experts for
assignment at his or her location. This responsibility includes
compliance with all federal, state, and district equal employment
opportunity and affirmative action laws, regulations, guidelines,
and policies that apply to the district. Professional expert
assignments must be limited to persons who are expert in a
recognized profession and be on a temporary basis for a specific
project.
3.
Request Procedure. The college or division is to submit the
necessary forms to the Personnel Operations Branch at least 48 hours
before the requested effective date as indicated below:
a.
For an employee who has no other status in the district, submit
the appropriate forms as listed on PG B457, PROCESSING--New
Employees, Forms Required, Classified and Unclassified Service.
b. For an employee who has any other active assignment with the
district or to request extension of an assignment only Forms
C848, CIIOI, and a Request for Personnel Action (RPA) are
required.
4. Review and Approval. All requests for professional expert
assignments will be reviewed for compliance with EC 88076 and
district policies as follows:
a.
Request for Permission to assign Professional Expert or
Community Representative (Form C848) will be reviewed to
determine if the request is sufficiently justified. A copy of
Form C848 with a decision on the request will be returned to the
location from which it originated.
b.
The Personnel Operations Branch will review for employment
processing, approval by appropriate campus administrator and
effective date according to PC B465.
c.
For requests that meet the requirements listed in items a and b
above Form C1101 will be sent to the Personnel Commission staff
for review and approval, if in compliance with EC 88076.
d.
The administrator initiating the request will be notified by the
Personnel Operations Branch when a request is not approved.
e.
The Request for Personnel Action (RPA) will be processed for all
approved requests. A confirmation report will be sent to the
location to authorize submission of time reports.
5. Assignment Limitations.
a. Assignments cannot exceed 139 hours per pay period.
b. Requests are to terminate on or before June 30 of the same
academic year in which the service is to be performed.
6.
Extension of Assignments. Requests for extension of assignments are
to be processed as indicated in item 3b. Form C1101 is required to
provide adequate information on the reasons for the extension and
the anticipated completion date for the specific project. The review
and approval procedure will be the same as indicated in item 4.
