2001年4月16日，中共中央政治局常委、国务院总理朱镕基
视察上海国家会计学院。朱镕基亲笔题写了“不做假帐”的
校训。图中右三为中共中央政治局常委、国务院副总理（时
任中共中央政治局委员、上海市委书记）黄菊，右一为全国
政协副主席、中国工程院院长徐匡迪（时任上海市市长），
左二为财政部部长项怀诚。
2004年11月21日，中共中央总书记、国家主席胡锦涛
在智利首都圣地亚哥举行的亚太经合组织第十二次
领导人非正式会议上宣布，中国将在亚太经合组织
（APEC）金融与发展项目（AFDP）的基础上成立亚太
财经与发展中心，为亚太大家庭各成员加强在财经与
发展领域的交流合作和能力建设提供平台。
On November 21, 2004, at the 12th APEC Economic
Leaders' Meeting in Santiago, Chile, former General
Secretary of the CPC Central Committee and President
Hu Jintao announced that China would launch the AsiaPacific Finance and Development Center on the basis of
AFDP for APEC members to build capacity and promote
exchange in the field of finance and development.
On April 16, 2001, former member of the Standing Committee
of the Political Bureau of the CPC Central Committee and
Premier Zhu Rongji paid a visit to SNAI and wrote down "No
Misrepresentations in the Financial Statements", which later
became the motto of SNAI. Together with him were: former
member of the Standing Committee of the Political Bureau of the
CPC Central Committee and Vice Premier Huang Ju (3rd from
the right), (the then member of the Political Bureau of the CPC
Central Committee and General Secretary of the CPC Shanghai

学院简介
Introduction
在朱镕基同志的亲自倡导和大力推动下，上海国家会
金融机构、政府财税部门的高级定制课程已发展成为
计学院于2000年9月正式组建。学院是财政部直属事业
具有广泛影响力的品牌项目。2011年，学院被国务院学
单位，由财政部和上海市人民政府双重领导，实行董
位办批准为硕士专业学位授予单位，先后获得会计、
事会领导下的院长负责制。学院还是中国政府倡导设
审计专业硕士学位授予权；同年，学院与美国亚利桑
立的亚太财经与发展中心（AFDC）所在地，该中心是
那州立大学合作的EMBA项目在英国《金融时报》排名
中国政府在APEC框架下倡导建立的第一个旨在促进区
中位居全球第20位；2013年，学院的中外合作办学项
域能力建设的机构。
目（EMBA、EMPAcc）获教育部资格认定。2014年，学
院被国务院学位办增列为税务硕士专业学位点。作为
十多年来，在财政部的直接领导下，在各级领导的关
国家级继续教育基地，学院还积极承担社会责任，大
怀和指导下，在社会各界的大力支持下，上海国家会
力发展远程教育，利用网络成本低、覆盖广的优势为
计学院历经艰苦创业，积极探索高级财金、会计人才
广大的基层会计人员以及西部地区的经济管理人才提

建院至今学院培训各类学员超过140万人次，所承担的
现会计强国目标服务，为财政中心工作服务，为经济
全国会计领军人才培训项目、国有企业总会计师培训
社会发展服务。
等一系列国家级、全国性人才培养工程，面向企业、

About SNAI
Under the strong support of former Chinese Premier Zhu Rongji, the Shanghai National Accounting Institute (SNAI)
was established in September 2000 as a public service institution affiliated to the Ministry of Finance of China
(MOF). The Institution is subject to the dual leadership of MOF and the Shanghai Municipal People's Government
and its operation is managed by the President under the supervision of the Board of Directors. Meanwhile, SNAI
also hosts the Asia-Pacific Finance and Development Center (AFDC) created by the Chinese Central Government
for region-wide capacity building under the APEC framework.
In the past 10-plus years, SNAI has sought to find pedagogy proper for senior financial and accounting professionals,
cultivate high-end talent for the accounting industry and provide advanced continuing education for macroeconomic regulators, large-and-medium-sized SOEs, financial institutions and intermediaries. Today, SNAI has
created its own unique teaching philosophy and methods underpinned by the three pillars of degree education,
executive development program and distance education. Over the years, SNAI has gradually established its
reputation and become a spiritual home for accounting practitioners.
So far, SNAI has trained over 1.4 million trainees. Many programs, such as the National Leading Accounting
Talents Program, Program for Chief Accountants at SOEs, and a series of advanced, customized courses for
enterprises, financial institutions, and finance and taxation departments have become brand-name programs
with wide influence. In 2011, SNAI is approved by the Academic Degrees Committee of the State Council as the
unit for granting Master's Degree in Professional Accounting and Auditing. In the same year, the EMBA program
in cooperation with Arizona State University was ranked 20th globally by the Financial Times. In 2013, EMBA and
EMPAcc programs obtained the accreditation from the Ministry of Education. In 2014, SNAI was approved by the
Academic Degrees Committee of the State Council to offer another degree program-Master of Taxation. As a
national-level continuing education base, SNAI also provides distance education for accounting practitioners at the
grassroots level and managerial talents in western China.
Looking forward, SNAI will continue to make unremitting efforts to build it into the world's leading accounting
institute with international recognition, which entails the realization of four sub-goals as being a highland in
bringing up accounting talents in China, a think tank for national accounting policymaking and corporate finance,
a national aggregator for accounting information, and an international platform for communication and exchange
in accounting.

过去的十多年，年轻的上海国家会计学院在财政部和
董事会的领导下，在创院领导班子和全体员工的努力
下，成就了高级经济管理人才继续教育的一片天空。
今天，我们继续为创建国际知名会计学院而奋斗。砥
砺前行，成为中国顶级的财会人才培训基地、成为国
家财会政策和企业财务运作的重要思想库、成为全国
性的会计信息集散中心、成为中国重要的财会领域国
际交流平台之一，四个目标合而为一，任重道远。
第三次工业革命催生的新经济模式势不可挡，互联网
和新能源共同描绘的未来经济前景充满活力，同时，
国际形势波谲云诡，技术变革日新月异，深层次变革
不断推进，使得我们身处的环境充满了复杂性和不确
定性，我们唯有依赖“聚焦战略”、“差异化战略”
以及“开放战略”，不断强化自身的学习能力，才能
更好地应对当下的这些挑战，才能离目标更进一步。

Over the past 10-plus years, under the leadership of
MOF and the board of directors and thanks to the joint
efforts of its founders and staff, the Shanghai National
Accounting Institute has established a strong foothold
in continuing education for senior financial executives,
Today, we are working relentlessly towards becoming
an internationally renowned accounting institute and
realizing four sub-goals of being a highland in bringing
up accounting talents in China, a think tank for national
accounting policymaking and corporate finance, a
national aggregator for accounting information, and an
international platform for communication and exchange
in accounting.
The third industrial revolution has fostered unprecedented
economic patterns; and Internet and new energy have
promised a brighter future. In the meantime, the everchanging global landscape, evolving technologies and
profound reforms have also caused greater complexity
and uncertainty. We must therefore implement a strategy
of prioritization, differentiation and opening-up, and
learn more efficiently so as to get over challenges more
effectively and turn our vision into reality.
Just as we attribute our past achievements to all partners,
our future success also hinges on the kind support from all
stakeholders. We believe under the leadership of Ministry
of Finance and with the commitment of our faculty and
staff as well as the great support from our alumni, our
dream of making SNAI a beautiful, excellent and happy

学位教育
Degree Programs
学院大力发展以学位教育为载体的高端系统性继续教
育。2002年，学院与香港中文大学合作，推出了中国内地最
早的高级财会人员专业会计硕士学位项目（EMPAcc）。2003
年，学院与美国亚利桑那州立大学合作推出了金融与财务
方向的高级管理人员工商管理硕士项目（EMBA）。2005年
与上海财经大学合作推出了在职攻读会计硕士专业学位项
目（MPAcc）。2011年，学院被国务院学位委员会批准为硕
士专业学位授予单位。2013年，学院的中外合作办学项目
（EMBA、EMPAcc）获教育部资格认定。形成了“EMBA项目
培养精通金融与财务的CEO”—“EMPAcc项目培养CFO”—
“MPAcc、Maud、MT、MIM项目培养未来的CFO和高级经理
人”的高级财金专业人才梯队培养模式。截至2013年，学院
共举办学位项目51班次，招收学位项目学员2752人。
Degree program is a highlight of SNAI's continuing education.
In 2002, SNAI, together with the Chinese University of Hong
Kong, launched mainland China's first degree program of
Executive Master of Professional Accounting. In 2003, SNAI
and Arizona State University collaborated to offer the EMBA
program in finance track. In 2005, SNAI and the Shanghai
University of Finance and Economics co-offered the degree
program of Master of Professional Accounting. In 2011, SNAI
was approved by the Academic Degrees Committee of the State
Council as the institution for granting Master's Degrees. In 2013,
its international cooperation programs, Executive MBA and
Executive MPAcc, were accredited by the Ministry of Education.
Today, SNAI offers many options to its trainees, including EMBA
for finance and accounting savvy CEO, EMPAcc for CFO, and
MPAcc, MAud, MT as well as Master in Management program
for CFO and senior executives. By 2013, SNAI has enrolled 2752
degree program students in 51 classes.

及上海国家会计学院财务总监资格培训证书。为确
保项目的高品质，双方在全球范围内遴选相关领域
最杰出的教授，他们来自于美国耶鲁大学、康奈尔
大学、麻省理工学院、宾夕法尼亚州立大学、华盛
顿大学等一流学府。他们不但拥有欧美名校的博士

学院”的指示精神，2003年，学院与美国亚利桑那州立大学
合作推出了高级管理人员工商管理硕士（EMBA）项目，致
力于打造精通金融与财务、善于服务运营管理的企业领袖。

The first cohort of trainees was enrolled in 2003. By

Hong Kong (CUHK) launched the Executive MPAcc Program.
The Program, which is committed to developing top notch
Chinese CFOs, is the first degree program in SNAI and also the
first MPAcc program in mainland China.
The Program curriculum gives equal weight to theory
and practice and is committed to developing students'
ability to apply the latest theories and methodologies
in economics, finance and accounting to actual
practice. Those who have successfully completed all
the requirements of the Program will be granted the
Executive MPAcc diploma from the Chinese University
of Hong Kong and the CFO qualifications certificate
from SNAI. 70% of the faculty members of the Program
are senior professors from CUHK who have obtained
their Ph.D.s from universities in North America and
who have rich experience in business consulting and
executive training. The rest are composed of SNAI
faculty, famous professors from domestic and foreign
business schools, or representatives from government

招收915名学员。从生源统计看，入学时50%以上的

SNAI's Executive MPAcc Program has brought up a large
number of senior financial executives over the past ten
years. By 2013, we have enrolled 915 participants in
14 programs. Over 50% of the enrolled students have
been the CFO or corporate executives and 40% have
been financial managers or other senior managers
at the time of their enrollment. Participants are also
from a wide range of industries in manufacturing,
services, finance, pharmaceutical, and real estate in
27 provinces, municipalities and autonomous regions
in China. The average age of participants is 37 with 15

为加快高级会计人才培养，改善会计行业人才结构，
财政部于 2005 年启动了全国会计领军人才培养工程。
该工程以打造中国跨世纪财会行业领军人物，培养一

SNAI tries every means to innovate the training model of the LATP
Program. It seeks to broaden the vision of LATP trainees and
enhance their competency for cross-border business operation
by carrying out cooperation with prestigious overseas accounting
institutions and conducting overseas training and intensive
English training.
会计领军培训班的培训周期为6年，分为3个考核周
期。每一个阶段均实行量化考核与淘汰制度，除了必
须完成规定课时的集中学习之外，学员还需要发表论
文、申请研究课题，并在课余时间完成规定的阅读书
目，撰写读书报告。此外，参加高层论坛、课外交流
讨论以及工作实绩等均被纳入考核范围。六年的高强
度学习如“魔鬼训练”，首期培训班毕业时，50名
学员共发表340篇论文，承担250项课题，撰写了750
篇读书笔记，并出版了具有相当参考价值的论文集—
《春华集》，还有学员获得了全国五一劳动奖章以
及全国先进会计工作者等全国性荣誉称号。二期毕业
的47名学员，毕业时共发表188篇论文，承担150项课
题，获得了国家级以及省部级荣誉56项。
Each LATP Program lasts for a span of six years and
has three performance appraisal cycles. Quantitative
evaluation and elimination system is applied to each
phase of training. In addition to the completion of
centralized training, trainees are also required to publish
academic papers, apply for research projects, finish
the reading lists and write book reports during their
spare time. Their participation in high-level forums,
extracurricular exchanges and discussions and actual
performance at work are also elements for appraisal.
Six years’ hard work is like “devil training” and the first
batch of 50 graduates have yielded fruitful results upon
graduation: they published 340 academic papers,
undertook 250 research projects, wrote 750 book reviews
and study notes, and published a paper collection with
considerable academic value. Some trainees even won
the national honors and awards, such as the National
May 1 Labor Medal, and National Model Worker on
Accounting. The second cohort of 47 trainees published
188 academic papers, undertook 150 research projects
and won 56 honors and awards at the national and
provincial level upon their graduation.

Thanks to the active participation and strong support
from our graduates, SNAI has so far set up alumni
clubs in Nanjing, Hangzhou, Xi'an, Ningbo, Beijing,
Jiaxing, Anhui, Changsha, Hefei, and Wuxi, and LATP
alumni clubs in Beijing, Hubei, Henan, Shenzhen, and
Yangtze River Delta. These clubs are formed to help
our graduates, the Institute and the society at large.
The various activities and elite network have helped
our alumni to access more resources and contacts to
achieve even higher in their careers.

SNAI has initiated three high-level forums, SNAI-ASU
Executive Forum, SNAI Economic Forum and SNAI CFO
Forum. World renowned economists, senior experts
from government departments and famous corporate
executives are invited to speak at them. Through
these forums, participants can develop a global vision,
understand the latest developments in world economy
and politics and learn the successful experience of
world-class enterprises. As of 2013, we have held 9
SNAI-ASU Executive Forum, 19 SNAI Economic Forum,
and 9 SNAI CFO Forum. About 100 distinguished
speakers, including Nobel laureates in Economics and
senior government officials from the Ministry of Finance,
People's Bank of China, China Securities Regulatory
Commission, Shanghai Municipal Government and
senior corporate executives from the world's leading
enterprises and financial institutions have participated
in and delivered keynote speeches at these forums. In
addition, SNAI has tried innovative ways to reach out
to its audience, launched and organized SNAI Seminar
on Finance and Economics in many different cities to
deliver latest theoretical developments and practical
information to its alumni directly.

In addition to high-level forum, SNAI also launched the
Post Executive MBA Program for its degree program
graduates, which is well accepted and has become an
important platform for providing value-added services
to its alumni and strengthening alumni network and
high-end talent training. The core courses of the
Program cover traditional Chinese philosophy, studies
of Chinese ancient civilization, arts and manners,
global political and economic trends, etc. A number
of distinguished scholars from Chinese top universities
are invited to teach courses on Confucianism and
Modern Management, Wisdom of Zen, the Book of

When I was doing the EMBA program at SNAI, in addition to the knowledge
and ideas we got from professors through classroom teaching, we also
benefited a lot from the extensive exchange among our classmates, which
served as a second class supplement to the first class. It was more effective

individually. EMBA was not a process of making efforts alone, instead it

Previously I have given up several chances of taking postgraduate entrance
examination to pursue my graduate studies just because didn't find any
university that I truly admire. My dream finally came true when SNAI started

Six years ago, our learning passion were ignited by the opening address
titled "being ethical, being professional, taking the responsibilities" given by
Vice Minister Wang Jun. We were motivated by the concept of competing
with each other and learning from each other.
During the six years' study, we experienced "complete change through
collision and blending of different ideas and all-round improvement in our
knowledge and capacity," and we were also enlightened by the instruction
to "read classics and learn from great masters."
Six years later, we reaffirmed our vision to be a compound and international

The faculty of accounting is committed to the teaching
and research of financial accounting and management
accounting and aims to become an influential research
body in accounting research and practice. A multi-layer
curriculum that targets business managers, part-time
and full-time graduate students offers such courses as
Chinese and international accounting standards, cost
management, budget management, incentive mechanism,
the balanced score card, etc, and improves students'
capacity in research and application. The applied research
of financial accounting with a focus on accounting
standards is conducted to lend huge theoretical support to
businesses in setting and applying accounting standards.
Meanwhile, practical research targeting real-life challenges
is conducted with established enterprises to help with
management improvement. The faculty of accounting has

of auditing theories and spreading best practice in auditing,

for practitioners. A series of courses such as modern riskoriented auditing, internal auditing, internal control and

亚太财经与发展中心由中国政府于2004年设立，旨
在推动亚太地区经济体在财经与发展领域的机构能
力建设、促进交流与合作。中心由中国政府提供资
金支持，与上海国家会计学院合署办公。
亚太财经与发展中心（AFDC）前身为APEC财长会
机制下发起设立的APEC金融与发展项目，2001年，
江泽民主席亲自为该项目揭牌。2004年11月，在
APEC第12次领导人非正式会议上，胡锦涛主席郑重
宣布中国将把APEC金融与发展项目提升为亚太财经
与发展中心，为亚太大家庭各成员加强在财经与发
展领域的交流合作和能力建设提供一个更有力的平
台。2008年11月，在APEC第十六次领导人非正式会
议上，胡锦涛主席强调：“我们支持设在上海的亚
太财经与发展中心继续发挥能力建设平台作用，为
各成员开展更多培训和能力建设活动。”
作为我对外财经工作重要的辅助平台之一，成立以
来，AFDC通过举办主题培训和专题研讨会、高层
次论坛以及专题研究等，在构建知名国际交流平台
和财经外交智库方面取得了积极的进展。
The Asia-Pacific Finance and Development Center (AFDC)
was established by the Chinese government in 2004 to
strengthen institutional capacity building in the fields of
finance and development and to promote communication
and cooperation among the economies in the Asia-Pacific
region. It is located at SNAI.
The Predecessor of AFDC is APEC Finance and Development
Program (AFDP), which was initiated under the APEC Finance
Ministers' Meeting and inaugurated by the then State
President Jiang Zemin in 2001. In November 2004, at the
12th APEC Economic Leaders' Meeting in Chile, the then State
President Hu Jintao announced that China would upgrade
the AFDP into the Asia-Pacific Finance and Development
Center and use it as a platform for APEC members to step
up communication, cooperation, capacity building in the
fields of finance and development. In November 2008, at the
16th APEC Economic Leaders' Meeting in Peru, Hu reiterated
that the Chinese government "supports the Shanghai-based
Asia-Pacific Finance and Development Center in continuously
serving as a capability-building platform to carry out more
training and capacity-building activities for the APEC member
economies."
As an important supporting platform of China's financial
cooperation with foreign countries, AFDC has made
remarkable progress in establishing it as a leading
international communication platform and a think-tank in
finance diplomacy through organizing thematic trainings,
seminars and high-level forums and research.

设。2011年底，AFDC被世界银行独立评价局（IEG）
确定为全球评价与结果学习中心（CLEAR，Centers
for Learning on Evaluation and Results）东亚地区中心

In response to the needs of the Asia-Pacific region, AFDC,
working with its partners, conducts solution-oriented training
workshops focusing on financial and development issues of
common concern. Through these workshops, the most up-todate knowledge on finance and development is disseminated,
and the experience of different economies is shared.
Focusing on hot issues of common concern in the
region, AFDC has organized numerous thematic training
workshops to boost experience sharing and capacity
building in financial reform, development, Topics
include: SME financing and development financial
regulation, developing corporate bond market, rural
finance, monitoring and evaluation, subnational debt
management, poverty reduction and development, and
so on.
In early 2007, the International Department of the
Ministry of Finance of China, the Independent Evaluation
Group of the World Bank, the Independent Evaluation
Department of the Asian Development Bank, and the
AFDC, jointly launched the Shanghai International
Program for Development Evaluation Training (SHIPDET),
which is committed to promoting development
evaluation capacity building in China and other Asian
developing countries. In late 2011, AFDC was designated
by the Independent Evaluation Group of the World Bank
as the East Asia Center for Learning on Evaluation and
Results (CLEAR), which is called CLEAR-SHIPDET for short.

AFDC offers a variety of distance learning opportunities, including
workshops that have been conducted in collaboration with the
Global Development Learning Network (GDLN) of the World Bank.
So far, over 10,000 people within and beyond the Asia-Pacific
region have participated in the AFDC's distance learning events.
In 2012, AFDC launched a series of distance learning seminars in
collaboration with the DLCs in Africa and Latin America through the
GDLN, which was highly commended by the World Bank and the
secretariat of GDLN.
