Municipal Government: BUDGET DIRECTOR, CITY OF WILMINGTON, NC 1/10 – Present Direct the preparation and implementation of the operating and capital budgets for the City. Oversee the Capital Improvement Plan by recommending projects, reviewing cost estimates and presenting to Council. Facilitate the creation of the City’s strategic plan and coordinate the strategic planning efforts of departments to align goals and objectives with the Council’s focus areas. Prepare policy recommendations for consideration by the City Manager and Council. DIRECTOR OF FINANCE, TOWN OF TRUMBULL, CT 08/04 – 12/09 Prepared, implemented and monitored operating and capital budgets in excess of $136 million. Developed departmental budget requirements, made funding recommendations to First Selectman, defended budget at televised Board of Finance and Town Council meetings. Monitored and analyzed budget revenue and expenditures throughout fiscal year. Coordinated, monitored and approved all grant proposals, disbursements and audits. Supervised the Departments of Finance, Purchasing, Tax Collector, Tax Assessor and Technology. Approved all contractual obligations and bid waivers. Performed debt capacity analyses, presented authorization resolutions, official statements, bond rating, structure of bonds and bans, and acceptance of bids for all debt issuance. Served as Chair of Capital Improvement Planning Committee and voting member of Pension Board. MAJOR ACCOMPLISHMENTS • Implemented financial policies and procedures which resulted in 200% increase in unreserved fund balance. • Coordinated bid process for new financial advisor saving the Town over $35,000 per year in management fees. • Purchased and implemented project accounting software for improved tracking of capital project expenses. Reviewed and approved financial disbursements for $70 million as-­‐new high school renovation project. • Refunding of prior debt resulted in over $400,000 interest savings. •
Negotiated all labor contracts for police and five other bargaining units, and defended Town at labor grievance and arbitration hearings. Negotiated increased medical premium shares, 3-­‐tier prescription plans and reduced sick leave payouts resulting in substantial savings to the Town. DIRECTOR OF FINANCE, TOWN OF ORANGE, CT 10/00 – 08/04 • Prepared and implemented operating and capital budget of over $42 million. Coordinated budget process through meetings with Department Heads, First Selectman, Board of Finance and Town Council in preparation for Town referendum on budget. • Participated in strategic planning sessions for revitalization of commercial corridor. Meetings involved local businesses, residents and government agencies and developers. • Supervised Finance Department including payroll, accounts payable and accounts receivable. • Negotiated all labor contracts and administered defined benefit pension.
