AUTHORIZATION TO APPROVE A CONTRACT AMENDMENT FOR RESURFACING THE EXISTING BROOKE STATION PARKING LOT AND
RESTRIPING THE LEELAND STATION PARKING LOT

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
amend the contract with Tavares Concrete, of Lorton, Virginia, for the re-surfacing of
the existing Brooke station parking lot and restriping of the existing Leeland station
parking lot and increase the contract by $189,654, plus a 10% contingency of $18,965,
for a total contract value not to exceed $2,561,191.
BACKGROUND:
Due to significant increases in ridership, VRE, in conjunction with Stafford County,
initiated parking lot expansions at both the Brooke and Leeland VRE stations. The
Brooke project includes the addition of 234 parking spaces located to the south of the
existing lot and access road. The Leeland Road project includes the addition of
approximately 196 parking spaces located to the west of the existing lot.
At the September 2011 Operations Board meeting, a construction contract was
awarded to Tavares Concrete for the Brooke and Leeland Road parking lot expansion
projects. The authorization was in the amount of $2,352,572, which included a 10%
contingency. Due to unforeseen site conditions, much of the subsoils at Brooke needed
to be undercut and replaced with offsite materials. This effort utilized the majority of the
allocated contingency under the original Board authorization.
Through this project, VRE staff identified substandard conditions at both of the existing
Brooke and Leeland parking lots requiring immediate attention. In 2008, the existing
Brooke parking lot was restriped to add approximately 45 spaces. Due to the condition
of the pavement and life expectancy of the materials used for the striping, the lot is in
need of resurfacing and restriping. At the Leeland lot, the pavement is in acceptable
condition but the old striping has also become faded requiring restriping. Performing
this rehabilitation work while the expansion project is underway is more cost effective
than initiating an independent effort.
FISCAL IMPACT:
Funding for both the Brooke and Leeland projects are included in VRE’s Capital
Improvement Program using CMAQ and RSTP grants. No local match is required.
The additional funding requested in this action is available in the total project budget of
$4.4M.

WHEREAS, due to increases in ridership, VRE has initiated parking lot expansions at
both the Brooke and Leeland Road VRE stations; and,
WHEREAS, in September of 2011, the Operations Board authorized the award of a
contract to Tavares Concrete for construction of parking lot expansions at both
locations; and,
WHEREAS, through the expansion projects, it was discovered that the existing parking
lot at the Brooke station is in need of resurfacing and restriping and that the existing
parking lot at the Leeland Road station is in need of restriping.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to amend the contract with Tavares Concrete, of Lorton,
Virginia, for the re-surfacing of the existing Brooke station parking lot and restriping of
the existing Leeland station parking lot and increase the contract by $189,654, plus a
10% contingency of $18,965, for a total contract value not to exceed $2,561,191.
