RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
enter into a contract with STV, Inc. of Fairfax, Virginia for the provision of Mechanical
Engineering Consulting (MEC) services for a period of no more than five years in an
amount not to exceed $5,000,000 during that term.
BACKGROUND:
In the past, VRE’s requirements for mechanical engineering services have included
specific project work, such as passenger car and locomotive repair and overhaul work,
as well as system-wide improvements, such as new car procurement. VRE has found
the use of a mechanical engineering consultant to be more time and cost efficient than
completing numerous, separate procurements.
The current MEC (MEC IV) contract expires in May 2011. A solicitation for these
services was issued in February of 2011 and proposals were due on March 29, 2011.
Two proposals were submitted following a pre-proposal meeting. VRE staff has
subsequently completed evaluations and is recommending the contract be awarded to
STV, Inc.
The proposed contract will be a task order agreement with a total contract value of
$5,000,000 for a term not to exceed five years. Operations Board approval is required
prior to each task order award over $50,000. Specific task orders will include oversight
of locomotive and passenger car modernization, new passenger car acquisition and
rehabilitation, future fleet procurement, and fleet configuration planning.
FISCAL IMPACT:
Funds supporting the MEC V contract are budgeted through specific projects in VRE’s
adopted CIP or via operating funds. Each task order requested for authorization by the
Operations Board will include specific funding information.

OPERATIONS BOARD
WHEREAS, VRE requirements for mechanical engineering services include both
specific project work and system-wide improvements; and,
WHEREAS, use of a mechanical engineering consultant has proven to be more
efficient than numerous, separate procurements; and,
WHEREAS, the current MEC contract expires in May 2011; and,
WHEREAS, the new MEC will be tasked with developing standards to maintain existing
equipment in a state of good repair and supporting projects which expand capacity;
and,
WHEREAS, funds to support the MEC services are budgeted in VRE’s operating and
capital budgets.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to enter into a contract with STV, Inc. for the provision of
Mechanical Engineering Consulting (MEC) services for a period of no more than five
years in an amount not to exceed $5,000,000 during that term.
