AGENDA ITEM 11-D ACTION ITEM TO: CHAIRMAN BULOVA AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: APRIL 15, 2011 RE: AUTHORIZATION TO AWARD A CONTRACT FOR ENGINEERING AND ENVIRONMENTAL SERVICES FOR ADDITIONAL PARKING AT THE BROAD RUN VRE STATION RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to award a contract to Dewberry of Fairfax, Virginia for engineering and environmental services for additional parking at the Broad Run VRE station in the amount of $1,846,603, plus a 10% contingency of $184,660, for a total amount not to exceed $2,031,263. BACKGROUND: The existing parking facilities at the Broad Run VRE station consist of several lots that accommodate a total of approximately 1,070 vehicles. Parking at the station consistently exceeds capacity. To address this growing demand, a number of parking expansion projects have been completed in recent years: 2001 – 396 spaces added to the main lot 2004 – 88 spaces on a parcel of land leased from the Manassas Regional Airport. 2005 – 113 spaces on a parcel of land leased from Prince William County 2006 – approximately 100 spaces by making improvements to the access road shoulders 2010 – 180 spaces added by Prince William County Despite these expansions, parking demand continues to exceed capacity and passengers are again parking on the shoulders of the station access road. Given the current and projected parking demand, planning and engineering work must begin to initiate efforts to again increase parking capacity. Due to the lack of buildable real estate and the current level of surface parking, it is anticipated that a parking garage will be the only viable option to accommodate demand. As such, in February 2010, the Operations Board authorized issuance of an RFP for engineering and environmental services for a parking expansion project. Eight proposals were received in December 2010 in response to the RFP. The project selection committee evaluated the proposals and Dewberry was selected as the highest ranked offerer. This authorization will allow design and environmental work to commence to add approximately 700 spaces to the station. The scope of services, including environmental and engineering work, is expected to take two years to complete. The scope also covers construction engineering services for the following one to two years of construction. FISCAL IMPACT: Funds for the project are included in VRE’s CIP as part of the Broad Run parking expansion project. Funding is via a FY 2011 CMAQ grant. NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes the Chief Executive Officer to award a contract to Dewberry for engineering and environmental services for additional parking at the Broad Run VRE station in the amount of $1,846,603, plus a 10% contingency of $184,660, for a total amount not to exceed $2,031,263. 3
