PART II SCHEDULE SECTION TITLE D Scope of Work E Special Terms and Conditions 9 IFB No. 016-002 Wheel Truing Machine Virginia Railway Express SECTION D SCOPE OF WORK D.1 OVERVIEW A. The scope of work shall include designing, manufacturing, installing and testing an in-floor, single-axle, milling-type Wheel Truing Machine at the VRE Crossroads Yard, located at 9400 Crossroads Parkway, Fredericksburg, VA 22408. The Contractor shall furnish all qualified labor, licenses, materials, tools and equipment to manufacture, deliver, install and test a complete Wheel Truing Machine in accordance with all Federal, State and Local codes. B. At the project site, the Contractor shall coordinate the installation with the Construction Contractor of the Lifecycle Overhaul and Upgrade (LOU) Facility that will be under construction at the time of installation. C. In the performance of this Contract, the Contractor shall comply with ATTACHMENT W.1 – GENERAL TERMS AND CONDITIONS included in this solicitation. D. The Contractor shall perform work pertaining to the Wheel Truing Machine in accordance with the following: E. D.2 1. ATTACHMENT W.2 – included in this solicitation. GENERAL SPECIFICATIONS 2. ATTACHMENT W.3 – TECHNICAL SPECIFICATIONS included in this solicitation. 3. ATTACHMENT W.4 – DESIGN DRAWINGS included in this solicitation. The selected company is referred to herein as either the “Contractor” or the “Manufacturer.” GENERAL REQUIREMENTS A. The Contractor shall perform the following tasks: 1. IFB No. 016-002 Wheel Truing Machine Virginia Railway Express Design, furnish, install and test a Wheel Truing Machine as a complete and ready-to-operate system including, but not limited to, C-Frame and Beam, cutting heads, Computer Numerical Control 10 (CNC) controls, pit stairs and grating, chip removal system, cutter alignment maintenance station and spare parts list. B. D.3 2. Store the Wheel Truing Machine, as required. 3. Complete factory testing, delivery, start up, field acceptance testing and operation/maintenance training of VRE employees and contractors. 4. Prepare technical submittals and shop drawings for submission to VRE. 5. Coordinate with the Construction Contractor responsible for construction of the LOU Facility and the pit in which the Wheel Truing Machine will be installed. 6. Verify in-person the pit layout, dimensions, utility service connections and embedments prior to equipment delivery. 7. Provide cranes, forklifts and any other tools and equipment necessary for unloading and installing the equipment. 8. Provide warranty coverage and technical documentation including Operation and Maintenance (O&M) Manuals. A Field Representative/Supervisor employed by the Contractor shall be present at the job site for one hundred percent (100%) of the equipment installation, start-up and testing. OPTIONAL FUNCTIONS VRE has identified optional functions that if deployed will enhance the operation of the Wheel Truing Machine. The following options may be exercised by VRE: A. Option #1: Mobile Broadband Remote Diagnostics Package 1. The package shall allow the Manufacturer to setup and conduct remote diagnostics to the Wheel Truing Machine hardware on a network that is external to VRE's network. 2. The package shall also include a router that utilizes a SIM card from an available 3G or 4G mobile broadband network provider (e.g. Verizon, AT&T). The Manufacturer shall then be able to remotely access the credentials to the router. 11 IFB No. 016-002 Wheel Truing Machine Virginia Railway Express 3. B. C. VRE will provide and maintain service for a SIM card with a sufficient signal level inside the shop. Option #2: Radio Frequency Identification Device (RFID) Reader 1. The RFID Reader shall automatically identify vehicles, bogies (trucks) and wheel sets (for pricing assume that VRE has RFID tags on those components). 2. The Control System shall be able to utilize the ID of the vehicles, bogies or wheel sets to take wheel measurement data from VRE’s database and import data into the Stanray User Interface program to be used in the Automatic Cut Depth cycle. Option #3: Weekly Storage The off-site storage of equipment shall be provided, as necessary, until such time as the equipment is ready for delivery/installation at the jobsite. 12 IFB No. 016-002 Wheel Truing Machine Virginia Railway Express
