Funds in the amount of $623,440.00 are being provided by: Referendum #2
Electronic Locks budget #02-90-20074-5804001 in the amount of $159,240.00 and
IEMA Grant #06-90-05520-5809001 in the amount of $464,200.00.
3.
BACKGROUND INFORMATION
This bid represents the installation of a wireless lockset system in approximately 460
classrooms and laboratories throughout Main Campus. Project scope includes
procurement and installation of wireless locksets, system gateways, panel
accelerator boards, data cabling and system programming. The Homeland Security
Center (HSC), Berg Instructional Center (BIC), Student Resource Center (SRC) and
Seaton Computing Center (SCC) are the initial locations targeted for installation over
winter break, with completion of the remaining educational buildings to follow during
the 2015 spring term.
During the spring 2014 term, College of DuPage Facilities Operations partnered with
the College Police Department and Grant Development to apply for a grant for this
project through Illinois Emergency Management Agency (IEMA) as part of their
Illinois School Security Grant Program. In June of 2014, funding up to the amount of
$464,200.00 was approved by the agency to help cover the total cost of the security
project. The College will comply with all grant requirements set forth by the program
to receive the applicable funding authorized to support this project.
The wireless locksets will provide keyless access control to classrooms for College of
DuPage faculty and staff via the use of the existing employee identification proximity
cards. By being able to electronically control user access, safety and security of the
rooms and all inhabitants are greatly increased. The installation of the proximity lock
system will incorporate a lock down safety feature to provide shelter-in-place in case
of emergency. This application will also reduce redundant key requests due to faculty
and staff turnover, which will minimize keying and replacement hardware costs. The

that will significantly reduce the implementation costs to existing door openings
throughout main campus.
Facilities Operations and Maintenance recommends award to Advanced Wiring
Solutions, the lowest responsible bidder meeting specifications. This vendor has
performed related work at the Technical Education Center (TEC), Berg Instructional
Center (BIC), Student Resource Center (SRC) and Seaton Computing Center (SCC)
buildings. The College is confident all drawings and specifications will be followed
accordingly. Advanced Wiring Solutions will also be providing preventive
maintenance on the new wireless lockset system for a one year warranty period.
A legal bid notice was published and nine (9) vendors were solicited, four (4) were indistrict. Two (2) responses were received, one (1) located in-district. No minority or
women-owned vendors were identified.
This purchase complies with State Statute, Board Policy and Administrative
Procedures.

INSTRUCTIONS TO BIDDERS
IB-01
DEFINITIONS
A.
BIDDER shall mean the individual or business entity submitting a Bid Proposal to supply any or all of the services or
goods required by the Contract Documents.
B.
BID PROPOSAL shall mean the Contract Documents as completed by the Bidder which constitutes the Bidder's offer.
C.
CONTRACT shall mean the agreement between the College and Contractor as set forth in the Contract Documents and
as awarded by the College of DuPage Board of Trustees.
D.
CONTRACT DOCUMENTS shall mean collectively the Instructions to Bidders, General Conditions, Special Conditions,
Specifications, Attachments, and Addenda, if any, Bid Proposal, Site Inspection Certificate, Contractor Certifications and
Forms for Minority Participation. The above documents shall be considered as one integrated document setting forth the
obligations of the parties.
E.
CONTRACTOR shall mean the individual or business entity submitting a Bid Proposal and to whom the College of
DuPage Board of Trustees awards the Contract.
F.
COLLEGE shall mean the College of DuPage, Community College District No. 502, a body politic and corporate of the
State of Illinois.
G.
DIRECTOR shall mean the person or persons authorized by the College to act in connection with this Contract. Such
authorization shall not include any power to change the scope of the Contract or to obligate the College to pay additional
sums beyond the amount of the Contract awarded by the College of DuPage Board of Trustees.
H.
PURCHASING MANAGER shall mean the Purchasing Manager of the College of DuPage.
I.
SPECIFICATIONS shall mean the description of the required services, Contract Goods, equipment, personnel, volume
and use statistics and all requirements for the scope of work set forth in the Contract Documents.

PREPARATION OF PROPOSALS
The Bidder shall provide three (3) copies of its Bid Proposal on the proposal forms provided. Unless otherwise stated, all blank
spaces on the proposal forms shall be fully completed. Bidder bears all responsibility for error or omissions in the submission of
the Bid Proposal.

SITE INSPECTION CERTIFICATE
When required in the Iegal advertisement or the Special Conditions, the Bidder shall visit the job-site and shall carefully examine
and become familiar with all conditions which may in any way affect the performance of the Contract and shall submit
certification of such inspection along with the Bid Proposal. The dates and conditions of the site inspection are determined by
College.

BID DEPOSIT
When required in the legal advertisement, the Bid Proposal shall be accompanied by cashier's check, certified check or surety
bond in the amount shown in the legal advertisement or as may be prescribed in these Contract Documents. A certified or
cashier's check shall be drawn on a responsible bank doing business in the United States and shall be made payable to the
order of the College of DuPage. The Surety issuing the bond must have a general rating of "A", and shall be a Class V or higher
in the financial size category as defined by Best's Key Rating Guide - Property and Casualty. Failure to submit the bid deposit
shall constitute an informal Bid Proposal and such Bid Proposal shall be rejected.
The Bidder hereby agrees that the bid deposit shall be forfeited to the College as liquidated damages and not as penalty in the
event Bidder fails to comply with IB-11, IB-13, or otherwise fails or refuses to honor the Bid Proposal upon award of the Contract
by the College.
The bid deposit of all bidders will be returned, with the exception of the Contractor, after the College has awarded the Contract.
The bid deposit of the Contractor will be returned after the Contract has been awarded and the Contractor has submitted all
insurance documentation and the Performance and Payment Bond, as required by the Contract Documents.

EXCEPTIONS
If any Bidder intends to take any deviations or exceptions from the Specifications or other Contract Documents, Bidder shall
submit to the Purchasing Manager a written request for a deviation or exception prior to the date and time of Bid Opening. If the
Purchasing Manager considers such deviation or exception acceptable, the Purchasing Manager shall issue an Addendum
setting forth such deviation or exception from the Specifications or other Contract Documents which shall be applicable to all
Bidders submitting a Bid Proposal. If no Addendum is issued by the Purchasing Manager, then such deviation or exception shall
be deemed rejected. The College may reject any Bid Proposal containing deviations or exceptions not previously accepted
through a written Addendum. A copy of such Addendum will be mailed or delivered to each Bidder receiving a set of such
Contract Documents. Bidder shall acknowledge receipt of each Addendum issued in the space provided on the proposal form.

BIDDER WARRANTIES
The submission of a Bid Proposal shall constitute a warranty that: (i) Bidder has carefully and thoroughly
reviewed the Contract Documents and has found them complete and free from ambiguities and sufficient to
describe the Contract work; (ii) Bidder and all workmen and/or employees it intends to use in the performance
of this Contract are skilled and experienced in the type of work or services called for by the Contract
Documents; and (iii) neither the Bidder nor any of its employees, agents, suppliers or subcontractors have
relied on any verbal representations from the College, or any of the College's employees, agents, or
consultants, in preparing the Bid Proposal.

SUBMISSION OF BID PROPOSALS
All Bidders shall submit the bound copy of the sealed Bid Proposal in an envelope and shall deliver them to
Purchasing Manager, College of DuPage, Room BIC 1540, 425 Fawell Blvd., Glen Ellyn, Illinois 60137 by the date
and hour for the Bid Opening as shown in the legal advertisement. The sealed envelope submitted by the
Bidder shall carry the following information on the face of the envelope: Bidder's name, address, subject
matter of Bid Proposal, advertised date of Bid Opening and the hour designated for Bid Opening as shown in
the legal advertisement.

BID PROPOSALS TO CONFORM TO REQUIREMENTS OF LEGAL ADVERTISING
The College will not entertain or consider any Bid Proposals: (i) received after the exact time specified in the
legal advertisements; (ii) not accompanied by the required bid deposit; or (iii) in any other way failing to
comply fully with the conditions stated in the legal advertisement.

COMPETENCY OF BIDDER
No Bid Proposal will be accepted from or Contract awarded to a Bidder that is in arrears or is in default to the
College upon any debt or Contract, or that is a defaulter, as surety or otherwise upon any obligation to said
College, or has failed to perform faithfully any previous contract with the College.

LOCAL BUSINESS PREFERENCE
When two (2) or more responsible bidders submit the same low bid, the contract award will be determined by
drawing lots in a public meeting unless one bidder is a local bidder within the District boundaries and one is a
non-local bidder, in which event the local bidder will be awarded the contract.

CONSIDERATION OF BID PROPOSALS
The College reserves the right to reject or accept any or all Bid Proposals, to extend the bidding period, to
waive technicalities in the Contract Documents and/or to direct that the project be abandoned or rebid prior
to award of the Contract.
Contracts for construction or related services required to be publicly bid will be awarded at the sole discretion
of the College. In determining the lowest responsible bidder, the College may consider the following as well as
other criteria:
1) Ability, capacity and skill of the bidder to perform the contract or provide the service required.
2) Capacity of the bidder to perform the contract or provide the service promptly, or within the time specified,
without delay or interference.
3) Character, integrity, reputation, judgment, experience and efficiency of the bidder including, but not limited
to, past performance record; default under previous contracts, whether or not such contract was with the
College; competency; and failure to pay or satisfactorily settle all bills due for labor and material on former
contracts
4) Quality of performance of previous contracts or services.
5) Previous and existing compliance by the bidder with laws and ordinances relating to the contract or service.
6) Sufficiency of the financial resources and financial ability of the bidder to perform the contract or service.
7) Quality, availability and adaptability of the supplies, machinery, plant or other equipment or contractual
services to the particular use required.
8) Ability of the bidder to provide future maintenance and service for the use of the subject of the contract,
including guarantees.
9) Recent findings by state or federal agencies regarding compliance with pertinent public acts.

WITHDRAWAL OF BID PROPOSALS
Bidders may withdraw their Bid Proposals at any time prior to the time specified in the legal advertisement as
the date and hour set for the Bid Opening. However, no Bidder shall withdraw, cancel or modify its Bid
Proposal for a period of ninety (90) calendar days after said advertised Bid Opening.

ACCEPTANCE OF PROPOSALS
The Purchasing Manager shall notify the successful Bidder, in writing, of award of the Contract by the College
within ninety (90) days from the Bid Opening date. Upon receipt of the Notice of Award, the Contractor shall
promptly secure, execute and deliver to the Purchasing Manager any documents required herein.

PERFORMANCE AND PAYMENT BOND
When required in the legal advertisement or Special Conditions, the successful Bidder shall furnish a
Performance and Payment Bond in the full amount of the Contract on the College Form, a specimen of which is
provided herein. The Surety issuing the Performance and Payment Bond must have a general rating of "A" and
shall be a Class V or higher in the financial size category as defined by Best's Key Rating Guide-Property and
Casualty.
In the event that the Bidder fails to furnish the Performance and Payment Bond within fourteen (14) calendar
days after service of the Notice of Award, the College may elect to retain Bidder's bid deposit as liquidated
damages and not as a penalty and the Contract may be terminated. The parties agree that the sum of the bid
deposit is a fair estimate of the amount of damages that the College will sustain due to the Bidder's failure to
furnish the Performance and Payment Bond and the termination of the Contract.

PRICES FIRM
All prices quoted in the Bid Proposal shall be firm and will not be subject to increase during the term of the
Contract awarded to the Contractor, except as otherwise provided in these Contract Documents.

CASH BILLING DISCOUNTS
Cash billing or percentage discounts for payment will not be considered in evaluating Bid Proposals.

CATALOGS
Each Bidder shall submit in DUPLICATE, where necessary or when requested catalogs, descriptive literature,
and detailed drawings, fully detailing features, designs, construction, appointment and finishes not covered in
the Specifications but necessary to fully describe the materials, Contract Goods or work proposed to be
furnished.

AUTHORIZED DEALER/DISTRIBUTOR
The Bidder must be: (i) the manufacturer; (ii) an authorized dealer/distributor; or (iii) able to promptly secure
the necessary genuine parts, assemblies and/or accessories as supplied by the original equipment
manufacturer (O.E.M.), along with any necessary schematics or drawings to fulfill the contractual obligations.
Further, the Bidder must be able to furnish original product warranty and manufacturer’s related services such
as product information, products re-call notices, etc. Proof of ability to transfer product warranty to the
College is to be submitted with the Bid Proposal.

TRADE NAMES
In cases where an item is identified by a manufacturer's name, trade name, catalog number, or reference, it is
understood that the Bidder proposes to furnish the item identified and does not propose to furnish an "equal"
unless the proposed "equal" is definitely indicated therein by the Bidder. The College reserves the right to
review and award alternate Contracts, if the commodity and/or service are suitable to its requirement.
The reference to the above catalog is intended to be descriptive and not restrictive and to indicate to the
prospective Bidder articles that shall be satisfactory. Bid Proposals on other makes and catalogs shall be
considered, provided each Bidder states on the face of the Bid Proposal exactly what is being proposed to be
furnished or forwards with the Bid Proposal an illustration, or other descriptive matter which shall clearly
indicate the character of the article covered by the Bid Proposal.
The College reserves the right to approve as an equal, or to reject as not being an equal, any article the Bidder
proposes to furnish which contains major or minor variations from Specifications but which may comply
substantially.

SAMPLES
Bidders may be asked upon request of the Purchasing Manager or the Director to furnish and deliver a
representative sample sufficient to effectively evaluate each item listed in the Bid Proposal. All samples must
be delivered F.O.B. DESTINATION, FREIGHT PREPAID to an identified delivery location within five (5) business
days of the request. Samples submitted must be identical to those specified in the Bid Proposal. Submission of
other than the samples reflected in the Bid Proposal or failure to furnish samples within the required time
period shall be cause for rejection of the Bid Proposal. All samples are subject to mutilation and will not be
returned. Bidders shall bear the cost of any samples and shipping or delivery costs related thereto.

NOTICES
All communications and notices between the College and Bidders regarding the Contract Documents shall be in
writing and hand delivered or delivered via first class United States mail, postage prepaid. Notices to the
Bidders shall be addressed to the name and address provided by the Bidders; notices to the Purchasing
Manager shall be addressed to Purchasing Manager, College of DuPage, Room BIC 1540, 425 Fawell Blvd., Glen
Ellyn, Illinois 60137.

COMPLIANCE WITH LAWS - PUBLIC CONTRACTS
This Contract is a competitively bid public contract of the College of DuPage subject to laws and ordinances
governing public contracts. The Bidder shall at all times observe and comply with all laws, ordinances,
regulations and codes of the Federal, State and other local government agencies which may in any manner
affect the preparation of the Bid Proposal or effect the performance of the Contract. If the Bidder observes
that any of the Contract Documents are at variance therewith, it shall promptly notify the Purchasing Manager
in writing and necessary changes shall be effected by appropriate modification.

Conditions of the bid that include the work “must” or “shall” describe a mandatory requirement. All
specifications are defined as mandatory minimum requirements unless otherwise stated. If no bidder
is able to comply with a given specification or condition of bid, the college reserves the right to delete
that specification or condition of bid. FAILURE TO MEET A MANDATORY REQUIREMENT SHALL

SECTION 281310 – CLASSROOM LOCKING SYSTEM
PART 1 – GENERAL

SUMMARY
A.
The Drawings and general provisions of the Contract apply to the work in this section.
Refer to College of DuPage (hereafter referred to as “College”) Design and Engineering
Criteria Volumes I, II and III (latest edition) for additional requirements.
B.
The intent of this design is to provide a wireless classroom locking system to control
access at all designated classrooms. Refer to plan drawings for device locations. Provide
all components and cabling in quantities and with capacity to provide the College with a
fully functioning system as described herein.

The Contractor shall provide a complete functional and operational installation,
with the exception of those items being provided by others including all material,
labor, warranties, taxes, freight and permits.
The Contractor shall carefully examine the contract documents and make a
scheduled arrangement to visit the site and become thoroughly familiar with the
building standards and local conditions relating to the work. Failure to do so will
not relieve the contractor of the obligations of the contract. No additional
charges will be allowed for work that would have been foreseen by a thorough
examination of the site.
Provide all materials, equipment, software and accessories as specified for
complete and fully operational systems.
The Contractor shall obtain life safety approval from the Lisle-Woodridge Fire
District and any other local governing authority.
To allow for the most prudent product selection, the College is seeking bids which are
based on multiple system architecture and integration options. Bidders are requested to
provide proposals for each of the following options identified below.

Napco system – provide Napco locksets and integrate with College’s existing
Continental system.
2.
Continental/Wifi system – provide wi-fi locksets and integrate with the existing
Continental system using College’s existing wi-fi system.
3.
Dual systems (wi-fi) – keep the existing Continental system and provide a new
independent access control system (ACS); use College’s existing wi-fi system.
4.
Dual systems (RF) – keep the existing Continental system and provide a new
independent ACS; use proprietary RF gateway for communication.

ALTERNATE
Wi-Fi Network System – provide, in conjunction with the College of
DuPage, a networked Wi-Fi system to be used solely by the Facilities
Department to support data transfer for a Wi- Fi based wireless locket
system. The system shall be implemented based upon the latest TIA
standards of 802.x for Wi-Fi. This scope will include providing all access
points (AP’s), PoE injectors (where necessary) backbox, mounting
hardware, campus standard category unshielded twisted pair cabling (not
to exceed 90 meters entire length), campus standard category ports, patch
cables, cable terminations, J-hooks (where necessary), patch panels
(where necessary), testing, providing and configuring IP addresses for
AP’s, and coordination of network requirements with College of DuPage.
College of DuPage will be responsible for providing network electronics,
access to cable termination racks, configuring network for acceptance of
provided IP addresses, and setting up the virtualization of the network for
the Facilities Department. The scope and pricing shall be based upon
providing 175 AP’s.

The system shall include a “double-touch” feature which toggles door
lock/unlock when a card is presented to the lockset card reader two times in
quick succession. A double touch at the reader will cause a locked door to latch
in the unlocked state or will cause an unlocked door to return to a normally
secure state (in which cards will trigger a momentary unlocked state).
The system shall include an “emergency lockdown” feature which causes all
locksets to latch in a locked state. This feature will be activated at the system
workstation. Cards will not function on the locked doors.
The system shall monitor door position state (open or closed), and a system
operator shall have the ability to run a query to identify the state of each door.
Each lockset shall include memory to retain cardholder database and transactions
to allow lock to continue to function if communication is lost.

All cables shall meet CMP (Plenum) rating and shall be suitable for installation
in the environment defined including free air, in conduit, and in cable tray.
The Contractor shall verify wire size meets all applicable system manufacturer
requirements for voltage drop over distance. Contractor shall increase wire size
as necessary to meet manufacturer requirements.
Provide all cabling, termination hardware, cable management, patch cords,
jumper cables and accessories as specified and as necessary for a complete and
fully operational system.
Label all cabling with permanent machine printed labels in accordance with the
specifications.
Completely test the system(s) in accordance with applicable standards as
referenced in the systems specifications.
Provide UL® listed firestop systems for all cabling pathways using caulk putty,
pillows or similar devices per manufacturer’s instructions to maintain existing
and new fire ratings. Verify rating conditions and locations prior to final bids.
All open sleeves, slots or other penetrations shall be fire stopped inside after all
cabling is completely installed. Firestop methods shall be submitted by
contractor and shall be subject to the approval of the College. Contractor shall
provide caps and firestop to maintain the original cores that are not to be used
and/or reused. Contractor shall verify exact quantities in the field prior to
submission of bids.
All system wiring shall be installed in a raceway system where required by Code or by
College requirement. The Contractor shall be responsible for providing all conduit as
necessary to provide a complete system installation.

Prefabrication Submittals
1.
Within 15 days after award of the contract and before any material or equipment
is purchased, the Contractor shall submit prefabrication submittals for approval.
2.
The Contractor shall not be relieved from responsibility for any deviation from the
requirements of the contract documents by the Engineer’s approval of the
prefabrication submittals.
3.
No portion of the work shall commence nor shall any materials or equipment be
ordered until the prefabrication submittals have been approved in writing by the
Engineer.
4.
Any listed materials or equipment that is not in accordance with specification
requirements may be rejected for use in this installation.

All work shall be in accordance with approved submittals. Any materials or
equipment installed without stamped or written approval shall be removed by the

Record Documentation
1.
The Contractor shall provide record documentation to the College within 30 days
from the date of final acceptance of the work.
2.
Record Documentation shall include As-Built Drawings, Test Data, Manuals and
Warranty information.
3.
The Contractor shall submit one (1) full-size hard copy and one (1) electronic copy
of as-built drawings produced using AutoCAD version 2006.
4.
As-Built Drawings shall include all information required in the pre-fabrication
submittals but revised to reflect as-built/installed conditions.

As-built drawings shall include all modifications made during installation,
checkout and testing. The following criteria are to be used:

Alignment targets are to reside on a separate layer created for this use.

A minimum of two (2) such alignment targets are required for each

The warranty shall be backed by the manufacturer of the system hardware
and software. The warranty shall be valid for a period not less than 1 year
and commence from the date of project substantial completion. The
warranty shall cover, but not be limited to the following:

Will meet or exceed applicable industry standards and
specifications as identified in the references section.
Manufacturer’s warrantees for periods of more than one year shall be
included in the associated product manuals.
QUALITY ASSURANCE

The Contractor shall have installed the system bid for this project in at least one
project of similar size and nature. Submit a description of similar projects along
with references including names and telephone numbers.
The Contractor shall be a factory authorized dealer and/or integrator (in current
good standing) of the products and components provided for all elements of the
systems.
The Contractor shall maintain a fully staffed local office including a service
center within the Chicago metropolitan area. The service center shall be staffed
by factory trained and certified technicians and adequately equipped to provide
emergency service within four hours after being called, 24 hours per day,
whether or not the College purchases a maintenance contract with the Contractor.
The Contractor shall ensure compliance with and have an understanding of all
local code and contract conditions pertaining to this project.
The Contractor shall maintain a local inventory of all spare parts and any other
items necessary to system operation.
The Contractor shall provide a photo copy of each Technician’s Illinois
Department of Professional Regulation licensure or a photo copy of each
employee’s card which states the license number providing coverage prior to
beginning work. If the Contractor is an agency or working under an agency’s
license, provide a photo copy of all related documentation for verification.
The Contractor shall comply with union trade requirements.

The Contractor selected for this project shall be certified by the manufacturer of the
products specified in this scope of work, adhere to the design engineering, installation
and testing procedures and utilize the authorized manufacturer components in completing
this project so that all manufacturers’ warranties will be in effect.
C.
The Contractor shall be experienced in all aspects of the work required to complete this
project and shall be required to demonstrate direct experience on recently installed
systems of similar size and type. The Contractor shall own and maintain equipment and
tools required for the installation and testing of the specified systems. The Contractor

shall also employ personnel who are adequately trained in the uses of required tools and

The Contractor shall perform the work in accordance with all applicable federal, state and
local laws as well as all ordinances, rules and regulations of all authorities having
jurisdiction. References to any standard specification of any technical society,
organization, or to codes or state authorities, shall mean the latest standard, code,
specification or tentative specification adopted and published from time to time during
the construction and installation of the system.
E.
The Contractor shall pay governmental fees and licenses necessary for the proper
execution and completion of the work if applicable.
F.
The Contractor shall secure all certificates and/or inspections required or made by a
governmental authority having jurisdiction over all or any part of the work.
G.
Work performed that does not comply with the requirements of applicable building
codes, State and Federal laws, local ordinances, and industry standards shall be corrected
to be made compliant at no additional cost to the College.
H.
Notify the Engineer of any materials or equipment believed to be inadequate, unsuitable,
in violation of laws, ordinances, rules or regulations of Authorities Having Jurisdiction.
SEQUENCING AND SCHEDULING

The Contractor shall submit a detailed schedule with the proposal identifying planned

WARRANTY
A.
If, within one year after the date of final acceptance of the Work and equipment as

required by the Contract Documents or provided by a manufacturer, any of the work or
equipment is found to be defective or not in accordance with the Contract Documents, the
Contractor shall correct it promptly at Contractor’s sole cost and expense, including all
parts and labor after receipt of a written notice from the College to do so unless the

Engineer has previously given the Contractor a written acceptance of such condition.
This obligation shall survive termination of the contract. The College shall give such
notice promptly after discovery of the condition.

Nothing contained in the contract documents shall be construed to establish a shorter
period of limitation with respect to any other obligation which the Contractor might have
under the contract documents or any manufacturers’ warranty. The establishment of the
time period of one year after the date of final acceptance or such longer period of time as
may be prescribed by law or by the terms of any warranty required by the contract
documents relates only to the specific obligation of the Contractor to correct the work or
equipment, and has no relationship to the time within which his obligation, to comply
with the Contractor documents may be sought to be enforced, nor to the time within
which proceedings may be commenced to establish the Contractor’s liability with respect
to his obligations other than specifically to correct the work or equipment.
C.
Include a manufacturer’s software maintenance agreement within the one year warranty
period and include all software updates, revisions and telephone service assistance. The
software maintenance agreement shall include training for any changes in operation due
to the software revisions.
D.
Perform repair or replacement service during the warranty period in accordance with the
following schedule:
1.
Schedule A - 7 days, 24 hour, 4 hour response time.
2.
Schedule B - 8:00 - 5:00 business days, excluding holidays, 4 hour response time.
E.
Provide as part of this bid an afterhours labor rate for any warranty service required
during hours not covered under schedule B.
F.
If the Contractor cannot restore system operation during the warranty period within four
(4) business days of a system failure, the College reserves the right to require the
Contractor to provide on-site manufacturer's service technicians at no additional cost.
G.
The College reserves the right to expand or add to the system during the warranty period
using firm(s) other than the Contractor for such expansion without affecting the
Contractor's responsibilities, provided that the expansion is done by a firm which is an
authorized dealer or agent for the equipment or system being expanded.
MAINTENANCE
A.
Perform preventive maintenance during the one year warranty period. Submit a list of
items to be included in the preventive maintenance program. The list shall include
maintenance to each item, the frequency of such maintenance, and the amount of time to
be spent on each item for maintenance. Preventive maintenance shall include, but not be
limited to the following.

Provide written report to the College documenting any work performed during the one
year warranty period, including any preventive maintenance work performed and
recommendations. Provide loaner equipment for any equipment not field repairable.

Provide a quote, to include annual costs for the second through fifth years, for a
maintenance contract to provide repair service including all parts and labor and a
preventative maintenance program on the installed systems. The quote shall include a list
of all items and services included in the program and a list of items that are specifically
excluded.

The maintenance agreement shall include periodic preventative maintenance. Submit a
list of items to be included in the preventative maintenance program. The list shall
include identification of each item, the maintenance requirement, frequency of
maintenance and an estimate of the time to be spent on each item.

Repair or replacement services for the maintenance program shall be performed in
accordance with the following schedule:

PART 2 – PRODUCTS
2.1
SYSTEM REQUIREMENTS

The system shall consist of ACS server, system workstation, software, wireless
communication equipment and wireless classroom locksets with integral card
readers as shown on the drawings.
All operator interface with the system shall be via the system server and/or
workstations. The interface shall display real-time system messages, event
reporting from devices, and programming information.
Depending on the specific option, the system may make use of existing ACS
components. The existing ACS is based on Continental Instruments CardAccess
3000 and a mix of Continental SuperTerm+ and Turbo SuperTerm control
panels.
The system shall provide an intelligent interface between wireless lockset card
readers and the system server, panel and/or workstations.
The system shall receive and execute instructions issued automatically by the
ACS server or manually by operators via server or workstation.
Functional Requirements

The system shall grant access through system controlled doors with the use of
card readers. The system shall be capable of simultaneous operation of multiple
readers and transactions.
The system shall include a “double-touch” feature which toggles door
lock/unlock when a card is presented to the lockset card reader two times in
quick succession. A double touch at the reader will cause a locked door to latch
in the unlocked state or will cause an unlocked door to return to a normally
secure state (in which cards will trigger a momentary unlocked state)
The system shall include an “emergency lockdown” feature which causes all
locksets to latch in a locked state. This feature will be activated at the system
workstation. Cards will not function on the locked doors.
A normally open magnetic door position switch at card reader controlled doors
shall indicate the open/closed status of the associated door(s) and shall be used
by the system to report door propping and forced entry. The system shall
monitor door contact sensors of each door equipped with the wireless classroom
lockset. Each separate sensor shall be monitored by the ACS as a separate alarm
point with a unique identifier which adheres to the College-approved naming
schema and corresponds to all as-built documentation.
The system shall allow wireless locksets to continue to function if
communication to the server or panel is lost. The locksets shall function based
on its last received programming settings. Each lockset shall include memory to
retain its cardholder database and transaction/event database.

Mercury Security hardware platform.

WIRELESS CLASSROOM LOCKSET
A.
Each lockset shall include integrated 125 KHz proximity card reader to read encoded data
from access cards and transmit the data to the ACS. Readers shall be fully compatible
with College’s existing proximity cards.
B.
Each lockset shall include memory to retain cardholder database to allow lock to continue
to function if communication is lost. Upon loss of communication, only those cards that
are authorized shall activate unlocking function. Cardholder database shall be a
minimum of 5,000 records.
C.
The lockset shall include a door contact sensor to monitor the open/closed state of the
door via the ACS.
D.
A two-color LED and an audible tone shall indicate authorized and unauthorized reader
use.
E.
The time taken to unlock the door following use of the card reader shall be less than 1
second.

A.
Cabling supports shall be rated for support of the type of cabling that it will be
supporting. It shall be protected from corrosion and shall be designed to prevent
degradation of cabling performance and pinch points that could damage cable.

The following are permissible cabling supports.

Conduit and boxes.

Cable tray.
3.
Bridal rings.
C.
Open hanger systems may be used where permissible by code. Cable hangers shall
provide a bearing surface of sufficient width to comply with cable manufacturer bend
radius requirements. Cables shall not share other technology‘s rings or supports.
D.
The raceway/conduit that is viewable by staff or student shall be of a color fitting the
decor of the area or be painted to match. Approval of samples by the College is required
prior to installation. All fittings including, but not limited to, extension boxes, elbows,
tees, fixture boxes and fittings shall match the color of the raceway.
E.
The raceway and all system devices must be UL Listed and exhibit nonflammable selfextinguishing characteristics, tested to specifications of the UL94V-0.
F.
Should conduit be approved, bushings will be required at both ends to prevent damage of
the cable by a raw edge.

Raceway shall be sized to accommodate a 200% increase in the number of cables initially
installed while maintaining a fill ratio of cable area no greater than 75%.
H.
The installation of surface mounted raceway is anticipated at some locations where
existing solid walls inhibit the installation of cables within the wall. Metallic surface
raceway shall be used within a secured area only. Exposed cable shall not be permitted.
I.
The surface raceway shall have a screw applied base and snap on cover. The use of
double-sided tape to anchor the raceway will not be permitted.
J.
The installation of surface mounted rigid conduit is anticipated at some locations where
solid walls inhibit the installation of cables within the wall. Rigid conduit shall be used in
unsecured areas or areas having a corrosive or unstable environment.
K.
Surface mounted rigid conduit shall be steel or aluminum base metal as is required by the
environment at the application.
L.
The surface mounted rigid conduit shall have screw applied straps to mount it to the
substrate. Each end of the conduit shall have bushings to prevent damage to the cable
from a raw edge.
IDENTIFICATION PRODUCTS
A.
Size and color of labels shall be selected to ensure identifiers are easily read. Characters
shall be printed using high contrast colors.
B.
Labels shall be resistant to environmental conditions at the point of installation (heat,
moisture, ultraviolet light).
C.
Labels shall be machine generated or printed using simple block style characters for
legibility. Hand-written labels are not acceptable.
D.
All cables shall be identified at each end, no more than 4 inches from termination, with
machine printed, permanent or laser printed self-lamenting labels. Dot-matrix printing
shall not be acceptable.

PART 3 – EXECUTION
3.1
SITE INSPECTION
A.

Verify that the site conditions are in agreement with the design package. Submit a
written report to the Engineer documenting changes to the site, or conditions that affect
the installation or performance of the system to be installed. For those changes or
conditions which affect system installation or performance, provide (with the report)
specification sheets, or written functional requirements to support the findings, and a cost
estimate to correct the deficiency. The Contractor shall not correct any deficiency
without written permission from the Engineer.
PRODUCT DELIVERY, STORAGE, HANDLING AND PROTECTION
A.
The Contractor shall deliver all materials to the site. Unless prior arrangements have
been made with the College, the College will provide no storage of materials.
B.
Inspect materials upon arrival at the project site and verify conformance to Contract
Documents. Prevent unloading of unsatisfactory material.
C.
Handle materials in accordance with manufacturers’ applicable standards and suppliers’
recommendations, and in a manner to prevent damage to materials.
D.
Store packed materials in original undamaged condition with manufacturer’s labels and
seals intact. Containers which are broken, opened, damaged, or watermarked are
unacceptable and shall be removed from the premises.
E.
Store and protect materials in accordance with manufacturers’ instructions. All material
except items specifically designed to be installed outdoors shall be stored in an enclosed,
dry building or trailer. Provide areas for suitable storage with appropriate temperature
and/or humidity control where applicable. No material for interior installation shall be
stored other than in an enclosed weather-tight structure. Equipment stored other than as
specified above shall be removed from the premises.
F.
Equipment and materials shall not be installed until such time as the environmental
conditions of the job are suitable to protect the equipment or materials. Conditions shall
be those for which the equipment or materials are designed to be installed. Equipment
and materials shall be protected from water, direct sunlight, cold or heat. Equipment or
materials damaged or which are subjected to these elements are unacceptable and shall be
removed from the premises and replaced.
GENERAL INSTALLATION REQUIREMENTS
A.
The drawings for work are diagrammatic and are intended to convey the scope of work
and indicate the general arrangement of equipment and other work included in the
Contract.

Location of items required by the drawings or specifications not definitely fixed by
dimensions are approximate only and exact locations necessary to secure the best
conditions and results shall be determined at the site and shall be subjected to the
approval of the Engineer.
C.
Furnish and install material and equipment not shown on drawings, but mentioned in the
specifications, or vice versa, or any incidental accessories necessary to make the work
complete and ready for operation, even if not specified or shown on the drawings without
additional expense to the College.
D.
Refer any discrepancies or questions of intent to the Engineer for a decision before
ordering any equipment, materials or before starting any related work.
E.
Furnish, erect, install, connect, clean, adjust, test and condition all manufactured
materials and equipment, and place in service in accordance with the manufacturers’
directions and recommendations.
F.
Follow drawings in laying out work and maintain maximum clearances with other work
at all points. Coordinate the mounting heights of equipment and raceways to clear the
opening heights of doors and the heights of equipment which needs to be removed and
replaced (chillers, transformers, switchgear, etc.). Where headroom or space conditions
appear inadequate, the Engineer shall be notified before proceeding with installation.
G.
Install equipment and raceways to facilitate service, maintenance and repair or
replacement of electronic safety and security equipment and other nearby installations.
Connect in such a way as to facilitate future disconnecting with minimum interference
with other items in the vicinity.
H.
Make minor modifications in the work as required by structural interferences, by
interferences with work of other trades or for proper execution of the work, with the
approval of the Engineer and without additional cost to the College.
I.
Work installed without coordinating with other trades so as to cause interference with the
work of such other trades shall be changed or modified to correct such condition without
additional cost to the College and as directed by the Engineer.
SYSTEM INSTALLATION
A.
Contractor shall ensure that all door hardware, system controls, system wiring, device
selection, and installation work conforms to all applicable building, fire and life safety
and egress code requirements.
B.
If applicable, verify acceptance of each type of request-to-exit hardware for each
application with local life safety code officials.

Coordinate access card facility code and card number formats with the College and
manufacturer to ensure compatible cards and unique card numbers.

Coordinate locations of all devices prior to installation.

All equipment shall be installed per manufacturer specifications including power, wiring,
grounding, transient and surge suppression, mounting and placement considerations such
as environmental conditions and interference.
F.
Provide tamper proof fasteners for all equipment in public areas. Fastener finish shall
match equipment finish.
G.
Contractor shall coordinate with College for all network installation and network security
requirements. Contractor shall be responsible for all setup and programming of system
equipment as required to meet College I.T. requirements.
H.
Provide equipment as described within specification. Additional specific installation
requirements are as follows:

Wireless classroom Locksets
a.
Removed locksets shall be carefully boxed and delivered to the College.
b.
Wire card reader LEDs to indicate door locked and unlocked condition
(not valid/invalid card read status). All card reader LED indicators shall
operate the same.
c.
Provide new batteries for each new lockset at the time of installation.
d.
At locations where existing doors include lead shielding, Contractor shall
re-install shielding with the new lockset installation.
e.
Provide new/custom strikes as necessary to make locks operational.
Filing existing strikes is not acceptable.
2.
Wireless Gateway/Hub
a.
Provide gateway/hub at locations to ensure reliable communications with
wireless classroom locksets. Provide quantity as required based on
manufacturer recommendations for coverage.
b.
All devices shall be mounted at 8 feet above floor level.
c.
Devices shall be mounted away from potential sources of radio
interference as recommended by manufacturer instructions.
d.
Mount devices in Security Closets, Telecom Rooms or IDF Closets
where possible. Any additional devices that are required to achieve
coverage shall be mounted in common corridors. All such locations shall
be approved by the College prior to installation.
3.
PoE Power Injector
a.
Mount devices only in Security Closets, Telecom Rooms or IDF Closets.
b.
Coordinate with the College for location, power and data connectivity.

Wireless classroom lockset programming in the ACS. Coordinate all card reader
text, descriptors, and alarm messages with the College.
Input and output points for the system. Coordinate all point priority and point
text, including descriptors, alarm messages, and identification, with the College.
B.
Enter all data needed to make the system operational. Deliver the data to the College on
data entry forms, utilizing data from the contract documents, Contractor's field surveys
and all other pertinent information in the Contractor's possession required for complete
installation of the database. Identify and request from the College any additional data
needed to make the system fully operational and integrated. The completed forms shall be
delivered to the College for review and approval at least 90 days prior to the Contractor's
scheduled need date.
C.
When programming, contractor shall use the unique device identification codes.
Contractor shall coordinate with College for device identification. Identification naming
convention shall relate to device labeling applied to the exterior of each device.
D.
For all systems, provide a full list of all default user names and passwords.
CONDUITS, BOXES AND RACEWAYS
A.
The Security Contractor shall be responsible for providing any additional conduits, boxes
and raceways as indicated or that are required to provide a quality installation. The
Security Contractor shall be responsible for ensuring that all conduit, backboxes and
raceways meet equipment and wiring requirements for the system.
B.
All system electronics located in the field shall be mounted using junction boxes. Field
electronics shall not be located in boxes shown on the electrical plans. Provide additional
conduits, boxes and raceways as required for field electronics.
C.
Contractor shall provide pull boxes for all runs where more than two 90 degree conduit
bends occur or where a conduit run exceeds 100 linear feet. Size and locate pull boxes as
required due to existing field conditions and to comply with codes and regulations.
D.
Special instructions for open run cables:

Contractor shall bundle wiring with cable ties (plenum rated where required)
snug, but not so tight as to deform the cable geometry.
All cables shall be installed utilizing an independent cabling support system.
Cables shall not be attached to ceiling grid supports and shall not be laid directly
on the ceiling grid. Cables shall not be attached to conduits, pipes or ducts.
E.
Pathways shall be run parallel to building lines or following surface contours.
F.
Provide code compliant fire proofing techniques for all penetrations in fire rated
partitions and slabs, where the penetrations are made by or used for installation of the
system equipment or cable. Comply with TIA-569-B, “Firestopping” Annex A and with
BICSI TDMM, “Firestopping Systems” Article.
INSTALLATION OF CONDUCTORS AND CABLES
A.
Coordinate the routing of wire and cable requiring isolation from power, radio frequency
(RF), telephone, etc. with the College.
B.
Run all wire and cable continuous from device location to the final point of termination.
No mid-run cable splices will be allowed.
C.
Visually inspect all wire and cable for faulty insulation prior to installation. Do not
install bruised, kinked, scored, deformed or abraded cable. Remove and discard cable if
damaged during installation and replace it with new cable.
D.
Provide grommets and strain relief material where necessary to avoid abrasion of wire
and excess tension on wire and cable.
E.
Make solderless devices connections mechanically and electrically secure in accordance
with the manufacturers’ recommendations. Wire nuts shall not be an acceptable means of
connecting wire and cable.
F.
Within enclosures, bundle, lace and train conductor to terminal points with no excess and
without exceeding manufacturer’s limitations on bending radii.
G.
Coil all spare conductors in the device backbox or panel wireway. These conductors
shall be neatly bundled and tagged.
H.
Furnish and install all cable such that ample slack is supplied at the device terminating
end of the cable to compensate for any final field modifications in location the extra cable
(approximately 10 feet) shall be neatly bundled and wrapped.
I.
All cables entering or exiting an enclosure mounted within a room shall be run inside a
metal raceway and stubbed 8 inches above the ceiling depending on the particular
requirements of the installation. Should two or more enclosures be mounted within the

GROUNDING
A.
Ground all equipment according to the manufacturer recommendations for each piece of
equipment. The Contractor shall be responsible for any damage to equipment or
communications problems that may occur due to improper grounding.
B.
Coordinate with the Electrical Contractor to establish an earth ground connection at all
needed locations. The intent of the earth ground is to prevent ground loops within
system circuits, ensure proper communications between system components and devices,
and isolate security equipment from building electrical system noise.
C.
Under no circumstances shall the AC neutral, either in a power panel or in receptacle
outlets, be used for a reference ground.
D.
Provide all necessary hardware and cable to properly ground security equipment.
POWER REQUIREMENTS
A.
Plug-in transformers shall not be permitted.
B.
Line-voltage whips shall not exceed six (6) feet in length.
C.
Provide protection against spikes, surges, noise, and other line problems for all system
equipment and components.
LABELED DOORS AND FRAMES
A.
UL labeled doors or frames shall not be drilled, cut, penetrated, or modified in any way
which adversely impacts door rating.
B.
The Contractor shall be responsible for replacing any labeled door or frame that is
modified without written approval from the College.
CUTTING AND PATCHING
A.
Perform drilling, cutting, fitting and patching necessary for the installation of conduits,
wire-ways and other equipment and provide necessary supports, bracing and anchorage.
B.
No cutting of structural work or of fireproofing shall be done without the written consent
of the Engineer.
C.
Structural concrete or steel members shall not be drilled or pierced without prior written
approval from a licensed structural engineer and the authority having jurisdiction.

CLEANING AND REPAIRING
A.
Thoroughly clean dirt, grease, oils, debris and other contaminants from all equipment
components and materials using manufacturer recommended methods and materials.
B.
Clean the inside of raceway and enclosures of debris, trash and other building materials.
C.
Provide daily cleaning of site and removal from the site of waste materials, rubbish and
debris resulting from installation work.
D.
At the completion of the work, remove all waste materials, rubbish, the Contractor’s and
its subcontractors’ tools, construction equipment, machinery and all surplus materials.
E.
The Contractor shall be responsible for repair or replacement of any damage they incur at
no additional cost to the College. Repairs, touch ups and refinishing shall be coordinated
with the Engineer.
LABELING
A.
All security devices provided under the scope of this work shall be labeled based on
College-established schema defined in College’s standards. All labeling requirements
and naming schema shall be approved by the College prior to installation.
B.
Mark all cables in common at both ends in an accessible location so that they can easily
be read. Tags shall be installed when wire and cables are installed. Labeling shall agree
with record drawings. Cables shall be labeled no more than 4 inches from each end with
machine printed, permanent or laser printed self-laminating labels. Lettering shall be a
minimum of 3/16 inches in height.
C.
Patch cord cables shall be labeled the same as the horizontal cables but with labels no
more than 6 inches from each end.
D.
Mark all connectors with common designations for mating connectors. The connector
designations shall be indicated on the record drawings.
E.
Comply with ANSI/TIA-606-B for system components, wiring and cabling identification.
F.
Mark all hardware components with designations. The designations shall be indicated on
the record drawings.
TRAINING
A.
Engage a factory-authorized service representative to provide training for College's
representative personnel.
B.
Training shall be conducted on-site on the actual components and systems.

C.
Provide a minimum of 8 hours of system operator and system administrative training to
the College and their representatives.
D.
Operator training shall include, but not be limited to all operating system procedures,
system configuration, alarm acknowledgment, alarm response logging, emergency
lockdown operation, lockdown override and other operator functionality.
E.
Administrative training shall include, but not be limited to all operating system
procedures and configuration, database functions and setup, card holder input and
deletion procedures, report generation and other applications programs as applicable.
F.
All training shall be recorded on DVD, labeled and catalogued. The DVDs shall be
provided to the College for future in-house training sessions and/or reviews. Furnish all
equipment necessary for recording all training sessions.
G.
Coordinate with the College to establish, in writing, a training agenda and schedule.
H.
The Contractor shall provide all reference and handout materials as used to support the
training sessions.
I.
The Contractor shall be on call during the warranty period to answer any questions the
College’s representatives might have. Maintain time sheets verifying the total hours of
training provided. The College reserves the right to use any excess training hours, not
used by the time of system completion, for future training as requested by the College
until the total number of training hours has been completed.
SYSTEM START-UP
A.
The System shall be complete and ready to operate prior to the final acceptance of the
system.
B.
Engage a factory-authorized service representative to inspect field-assembled
components and equipment installation and supervise pretesting, testing, and adjusting of
equipment. Verify that units and controls are properly installed, connected, and labeled,
and that interconnecting wires and terminals are identified.
C.
Load all of the initial user database as defined in this Division into all programmable
systems up to the inaugural day of beneficial use of the system. The College will assist in
establishing procedural guidelines and in defining terminology and conditions unique to
the College’s operation.
D.
Label all controls as necessary to agree with their function.

SUBSTANTIAL COMPLETION
A.
Substantial Completion is the stage in the progress of the Work when the System is
sufficiently complete in accordance with the Contract Documents so the College can
utilize the System for its intended use. If determination of Substantial Completion is
required, it shall be decided by the College.

In order to qualify for consideration of Substantial Completion, the System must, at a

Substantial Completion shall not be construed as final acceptance of the System.
SYSTEM ACCEPTANCE
A.
Final acceptance testing of the system will be conducted by the Engineer acting as the
“Testing Coordinator.”
B.
Prior to any final acceptance testing, the contractor shall submit two sets of preliminary
(draft) record drawings to the Testing Coordinator. The preliminary record drawings are
to be used to conduct the system final test.
C.
Submit a paragraph by paragraph completion matrix indicating completion or
delinquency for each item included in the Specification and all subsequent addenda and
bulletins to the base contract. Indicate completion of the requirement by the word
"Completed" following each paragraph number. Indicate delinquency for the
requirement by the words "To Be Completed" following the applicable paragraph
number. Should work on any item be under way, but not yet fully complete, indicate the
extent (or lack thereof) of completion to date, and the proposed date of completion.
D.
The Contractor shall provide all equipment and materials needed to perform the required
testing and certification.
E.
Initial Test: Conduct a complete test of all systems and provide the Testing Coordinator
with a written report on the results of that test. During the course of this system test,
calibrate and test all equipment, place the integrated system in service, and test the
integrated system. Verify that all components and functions comply with specified
requirements.
F.
Burn-in test: Following completion of the initial system test and correction of any noted
deficiencies, conduct a five (5) day burn-in test. The intent of such test shall be to prove

the system by placing it in near real operating conditions. During this period the system
shall be fully functional and programmed such that all system points, interfaces, controls,
reports, messages, prompts, etc. can be exercised and validated. Record and correct any
system anomaly, deficiency, or failure noted during this period. Replace malfunctioning
components. Scheduling of the final acceptance test shall be based on a review of the
results of this burn-in test.
G.
Deliver a report describing the results of functional tests, burn-in tests, diagnostics,
calibrations, corrections, and repairs including written certification to the Testing
Coordinator that the installed complete system has been calibrated, tested, and is fully
functional as specified herein.
H.
Prior to the final acceptance test, coordinate with the Testing Coordinator for security
related construction clean-up and patch work requirements. Security equipment closets
and work areas should be free of accumulation of waste materials or rubbish caused by
operations under the Contract. At completion of the Work, remove all waste materials,
rubbish, the Contractor’s and its subcontractors’ tools, construction equipment,
machinery and all surplus materials. The Contractor shall be responsible for repair or
replacement of any damage that they incur.
I.
Acceptance Test: Upon written notification from the Contractor that the systems are
completely installed, integrated and operational, and the burn-in testing completed, the
Testing Coordinator will conduct a final acceptance test of all systems and components.
1.
During the course of the final acceptance test by the Testing Coordinator, the
Contractor shall be responsible for demonstrating that, without exception, the
completed and integrated systems comply with the contract requirements. All
functional and technical requirements of the project shall be demonstrated and
shown. This demonstration will begin by comparing "as built" conditions of the
system to requirements outlined in the Specification, item by item. Following the
Specification compliance review, System head-end equipment will be evaluated.
2.
In order to sufficiently demonstrate the system’s functionality, all features and
functions will be exercised. All individual system inputs, outputs, and interfaces
shall be confirmed and certified as fully functional and meeting the contract
specifications and operational requirements. The console operator on duty and
his/her superior will be requested to perform certain daily operations inherent to
the system. These operations may include, but not be limited to:

As all of these operations depend heavily on the training outlined within the
Specification, the Contractor shall have completed all of the required training
prior to initiation of the final acceptance test.
4.
Following the System head-end equipment review, the installation of all field
devices will be inspected. This field inspection will weigh heavily on the general
neatness and quality of installations, complete functionality of each individual
device, and mounting, backbox and conduit requirements compliance.
5.
All equipment shall be on and fully operational during any and all testing
procedures. Provide all personnel, equipment, and supplies necessary to perform
all site testing. Provide a minimum of two employees familiar with the system
for the final acceptance test. One employee shall be responsible for monitoring
and verifying alarms while the other will be required to demonstrate the function
of each device. Supply at least two two-way radios for use during the test. A
manufacturer’s representative may be present on site to answer any questions that
may be beyond the technical capability of the Contractor’s employees, if the
Contractor so elects.
6.
Upon successful completion of the final acceptance test (or subsequent punch list
retest) the Engineer will issue a letter of final acceptance.
7.
The Testing Coordinator retains the right to suspend and/or terminate testing at
any time when the system fails to perform as specified. In the event that it
becomes necessary to suspend the test, all of the Testing Coordinator’s fees and
expenses related to the suspended test will be deducted from the Contractor’s
retainage. Furthermore, in the event it becomes necessary to suspend the test, the
Contractor shall work diligently to complete/repair all outstanding items to the
condition specified in the Specification. The Contractor shall supply the Testing
Coordinator with a detailed completion schedule outlining phase by phase
completion dates and a tentative date for a subsequent punch list retest. During
the final acceptance test, no adjustments, repairs or modifications to the system
will be conducted without the permission of the Testing Coordinator.

GENERAL CONDITIONS
GC-01 SUBCONTRACTING OR ASSIGNMENT OF CONTRACT OR CONTRACT FUNDS
Once awarded, this Contract shall not be subcontracted or any part thereof assigned without the express written approval of the
College. In no case, however, shall such approval relieve the Contractor from his obligations or change the terms of the
Contract. The Contractor shall not transfer or assign any Contract funds or claims due or to become due without the advance
written approval of the Purchasing Manager. The unauthorized subcontracting or assignment of the Contract, in whole or in part,
or the unauthorized transfer or assignment of any Contract funds, either in whole or in part, or any interest therein, which shall
be due or are to become due the Contractor shall have no effect on the College and are null and void.
The Contractor shall identify any and all contractors and subcontractors it intends to use in the performance of the Contract. All
such persons shall be subject to the prior approval of the College.
The Contractor and its employees, contractors, subcontractors, agents and representatives are, for all purposes arising out of
this Contract, independent contractors and are not employees of the College. It is expressly understood and agreed that the
Contractor and its employees, contractors, subcontractors, agents and representatives shall in no event as a result of a contract
be entitled to any benefit to which College employees are entitled, including, but not limited to, overtime, retirement benefits,
worker’s compensation benefits and injury leave or other leave benefits.
GC-02 INDEMNIFICATION
The Contractor covenants and agrees to indemnify and save harmless the College and its trustees, officials, employees,
agents and representatives, and their respective heirs, successors and assigns, from and against any and all costs,
expenses, attorney's fees, losses, damages and liabilities incurred or suffered directly or indirectly from or attributable to any
claims arising out of or incident to the performance or nonperformance of the Contract by the Contractor, or the acts or
omissions of the officers, agents, employees, contractors, subcontractors, licensees or invitees of the Contractor. The
Contractor expressly understands and agrees that any Performance Bond or insurance protection required of the
Contractor, or otherwise provided by the Contractor, shall in no way limit the responsibility to indemnify the College as
hereinabove provided.
GC-03 INSPECTION AND RESPONSIBILITY
The College shall have a right to inspect any Contract Goods used in carrying out this Contract and shall be responsible for the
quality and standards of all materials or completed work furnished under this Contract. Contract Goods or completed work not
complying herewith may be rejected by the Purchasing Manager and/or the Director and shall be replaced and/or re-performed
by the Contractor at no cost to the College. Any Contract Goods rejected shall be removed within a reasonable time from the
premises of the College at the entire expense of the Contractor, after notice has been given by the College to the Contractor
that such Contract Goods have been rejected.
GC-04 PAYMENT AND INVOICES
All invoices submitted by the Contractor shall be in accordance with the cost provisions contained in the Contract
Documents. College of DuPage will only accept electronic invoices, which can be in any format, including but not limited to
PDF, Word, Excel. Invoices must reference the COD Purchase Order Number. Invoices are to be emailed to
invoicing@cod.edu. Questions about payment status or other inquiries please email acctpay@cod.edu or call 630-9422228. Contractor must agree to receive all payments from the College via an Automated Clearing House (ACH) transfer
(CCD file format only).
GC-05 PREPAID FEES
In the event this Contract is terminated by either party, for cause or otherwise, and the College has prepaid for any service or
Contract Good to be provided pursuant to this Contract, Contractor shall refund to the College, on a prorated basis to the
effective date of termination, all amounts prepaid for such service or Contract Good not actually provided as a result of the
termination. The refund shall be made within fourteen (14) days of the effective date of termination.

GC-06 TAXES
Federal Excise Tax does not apply to materials purchased by the College by virtue of Exemption Certificate No. 36-2594972.
Illinois Retailers' Occupation Tax, Use Tax and Municipal Retailers' Occupation Tax do not apply to materials or services
purchased by the College by virtue of statute. The price or prices quoted herein shall include any and all other federal and/or
state, direct and/or indirect taxes which apply to this Contract. The College's State of Illinois Sales Tax Exemption Identification
No. is E-9997-3391-06.
GC-07
PRICE REDUCTION
If at any time after the contract award, Contractor makes a general price reduction in the price of any goods covered by the
Contract, the equivalent price reduction based on similar quantities and/or considerations shall apply to this Contract for the
duration of the Contract period. Such price reductions shall be effective at the same time and in the same manner as the
reduction in the price to customers generally.
GC-08 CONTRACTOR CREDITS
To the extent the Contractor gives credits toward future purchases of goods or services, financial incentives, discounts, value
points or other benefits based on the purchase of the materials or services provided for under this Contract, such credits belong
to the College and not any specific using department. Contractor shall report any such credits to the Purchasing Manager.
GC-09 DISPUTES
Any dispute arising under the Contract between the College and Contractor shall be decided by the Purchasing Manager. The
complaining party shall submit a written statement detailing the dispute and specifying the specific relevant Contract
provision(s) to the Purchasing Manager. Upon request of the Purchasing Manager, the party complained against shall respond
to the complaint in writing within five days of such request. The Purchasing Manager will reduce his decision to writing and mail
or otherwise furnish a copy thereof to the Contractor and Director. Dispute resolution as provided herein shall be a condition
precedent to any other action at law or in equity. Notwithstanding a dispute, Contractor shall continue to discharge all its
obligations, duties and responsibilities set forth in the Contract during any dispute resolution proceeding unless otherwise
agreed to by the College in writing.
GC-10 MODIFICATIONS AND AMENDMENTS
The parties may during the term of the Contract make modifications and amendments to the Contract but only as provided
in this section. Such modifications and amendments shall only be made by mutual agreement in writing.
In the case of Contracts not approved by the Board, the Purchasing Manager may amend a contract provided that any such
amendment does not extend the Contract by more than one (1) year, and further provided that the total cost of all such
amendments does not increase the total amount of the Contract beyond $25,000. Such action may only be made with the
advance written approval of the Purchasing Manager. If the amendment extends the Contract beyond one (1) year or
increases the total award amount beyond $25,000, then Board approval will be required.
In the case of Contracts approved by the Board, the total cost of all such amendments shall not increase the Contract by
more than 10% of the original contract award and the term may only be extended for up to one (1) year. Such action may
only be made with the advance written approval of the Purchasing Manager.
In the case of Contracts approved by the Board, modifications and amendments which individually or cumulatively result in
additional costs of greater than 10% of the original awarded amount or which extend the term of the Contract by more than
one (1) year shall be deemed as authorized with the advance approval of the College of DuPage Board of Trustees.
No College department or employee thereof has authority to make any modifications or amendments to this Contract. Any
modifications or amendments to this Contract made without the express written approval of the Purchasing Manager is void
and unenforceable.

GC-11 DEFAULT
Contractor shall be in default hereunder in the event of a material breach by Contractor of any term or condition of this Contract
where Contractor has failed to cure such breach within ten (10) days after written notice of breach is given to Contractor by the
College, setting forth the nature of such breach.
A material breach of the contract by the Contractor includes but is not limited to the following:
1.
Failure to begin performance under this Contract within the specified time;
2.
Failure to perform under this Contract with sufficient personnel, equipment, or materials to ensure completion of
said performance within the specified time or failure to assign qualified personnel to ensure completion within the
specified time;
3.
Performance of this contract in an unsatisfactory
manner;
4.
Refusal to perform services deemed to be defective or
unsuitable;
5.
Discontinuance of performance of Contractor’s obligations under the Contract or the impairment or the reasonable
progress of performance;
6.
Becoming insolvent, being declared bankrupt or committing any act of bankruptcy or insolvency;
7.
Any assignment of this contract for the benefit of
creditors;
8.
Any cause whatsoever which impairs performance in an acceptable manner;
or
9.
Any other material breach of any term or condition of this
Contract.
College shall be in default hereunder if any material breach of the Contract by the College occurs which is not cured by the
College within forty-five (45) days after written notice of breach has been given by Contractor to the College, setting forth the
nature of such breach.
GC-12 COLLEGE'S REMEDIES
If the Contractor fails to remedy a material breach during the ten (10) day cure period pursuant to General Condition GC-11,
Default, the College shall have the right to terminate this Contract provided, however, that the College shall give Contractor prior
written notice of its intent to terminate. Following notice of breach to Contractor, the College reserves the right to withhold
payments owed to Contractor until such time as Contractor has cured the breach which is the subject matter of the notice. In
addition, the College shall have the right to pursue all remedies in law or equity.
GC-13 CONTRACTOR'S REMEDIES
If the College has been notified of breach and fails to remedy the breach during the forty-five (45) day cure period pursuant to
General Condition GC-11, Default, the Contractor shall have the right to terminate this Contract provided, however, that
Contractor shall give the College thirty (30) days prior written notice of termination.
Contractor shall have the right to pursue all remedies available in law or equity. In all cases the Contractor's damages shall be
those provable damages not to exceed the value of the Contract as awarded by the College of DuPage Board of Trustees.
Contractor shall not disrupt the operation or repossess any component thereof.
GC-14 DELAYS
Contractor agrees that no charges or claims for damages shall be made by Contractor for any delays or hindrances from any
cause whatsoever during the progress of any portion of this Contract.

GC-15 INSURANCE REQUIREMENTS
1) The Contractor shall require all policies of insurance that are in any way related to the work and are secured and
maintained by Contractor and all tiers of subcontractors to include clauses providing that each underwriter shall waive
all of its rights of recovery, under subrogation or otherwise, against College of DuPage, Board of Trustees and
employees of the College.
2)
The Contractor shall waive all rights of recovery against College of DuPage, Board of Trustees, employees of the
College and other Contractors and subcontractors which Contractor may have or acquired because of deductible
clauses in or inadequacy of limits of any policies of insurance that are in any way related to the work and that are
secured and maintained by Contractor.
3)
The Contractor shall require all tiers of subcontractors to waive the rights of recovery against College of DuPage and all
tiers of subcontractors.
Insurance Requirements of the Contractor
Prior to the effective date of this Contract, the Contractor, at its cost, shall secure and maintain at all tim es, unless specified
otherwise, until completion of the term of this Contract the insurance specified below.
Nothing contained in these insurance requirements is to be construed as limiting the extent of the Contractor's responsibilit y
for payment of damages resulting from its operations under this Contract. The insurance purchased and maintained by the
Contractor shall be primary and not excess or pro rata to any other insurance issued to the College.
The Contractor's insurance shall apply separately to each insured against whom claim is made or suit is brought, except
with respect to the limits of the insurer's liability.
The limits of liability shall be as stated below, unless, prior to the effective date of this Contract, written approval is g ranted
by the College of DuPage Department of Risk Management for variance from those limits.

Insurance, State of Illinois, and general rating of "A", and shall be a Class V or higher in the financial size
category as listed in A.M. Best's Key Rating Guide, current edition or interim report. Companies with
ratings lower than “A”, V will be acceptable only upon written consent of the College of DuPage
Department of Risk Management.

Insurance Notices
All policies of insurance which may be required under terms of this Contract shall be endorsed to
provide that the insurance company shall notify the Purchasing Manager, College of DuPage Room BIC
1540, 425 Fawell Blvd., Glen Ellyn, Illinois 60137 at least 30 days prior to the effective date of any
cancellation or modification of such policies. When required in the Special Conditions, the successful
Bidder shall furnish prior to the date on which Contractor commences performance of the contract,
Certificates of Insurance maintained by Contractor.
In no event shall any failure of the College to receive Certificates of Insurance required hereof or to
demand receipt of such Certificates of Insurance be construed as a waiver of Contractor's obligations to
obtain insurance pursuant to these insurance requirements.

GC-16 PATENTS, COPYRIGHTS AND LICENSES
Contractor agrees to hold harmless and indemnify the College, its officers, agents, employees and affiliates from and defend, at
its own expense (including reasonable attorneys', accountants' and consultants' fees), any suit or proceeding brought against
College based upon a claim that the ownership and/or use of equipment, hardware and software or any part thereof utilized in
performing Contractor's services constitutes an infringement of any patent, copyright or license or any other intellectual property
right.
In the event the use of any equipment, hardware or software or any part thereof is enjoined, Contractor with all reasonable
speed and due diligence shall provide or otherwise secure for College, at the Contractor's election, one of the following: the
right to continue use of the equipment, hardware or software; an equivalent system having the Specifications as provided in
this Contract; or to modify the system or its component parts so that it becomes non-infringing while performing in a
substantially similar manner to the original system, meeting the Specifications of this Contract.
GC-17 COMPLIANCE WITH LAWS
The Contractor shall observe and comply with the laws, ordinances, regulations and codes of Federal, State and other local
government agencies which may in any manner affect the performance of the Contract, including but not limited to those
College rules as set forth in the Certifications attached hereto and incorporated herein. Assurance of compliance with this
requirement by the Contractor's employees, agents or subcontractors shall be the responsibility of the Contractor.
The Contractor shall secure and pay for all federal, state and local licenses, permits and fees required hereunder.
GC-18 DELIVERY
All Contract Goods shipped to the College shall be shipped F.O.B., DESTINATION, FREIGHT PREPAID. Arrangements shall
be made in advance by the Contractor in order that the College may arrange for receipt of the materials.
Truck deliveries will be accepted before 3:00 P.M. on weekdays only. No deliveries will be accepted on Saturdays, Sundays or
College Holidays. The College is not responsible for delivery delays due to waiting times for loading and unloading at dock
locations.
The quantity of Contract Goods delivered by truck will be ascertained from a weight certificate issued by a duly licensed Public
Weight-Master. In the case of delivery by rail, weight will be ascertained from bill of lading from originating line, but the College
reserves the right to re-weigh at the nearest available railroad scale.
The College reserves the right to add new delivery locations or delete previously listed delivery locations as required during the
Contract period. The only restriction regarding the College's right to add new delivery locations shall be that any new or
additional location shall be within the geographical boundaries of the College of DuPage.
GC-19 PROHIBITION OF DISCRIMINATION AND HARASSMENT
No student, employee, Board member, or visitor will discriminate against or harass a student, employee or visitor on the
basis of race, color, religion, sex, national origin, age, disability, sexual orientation or any other unlawful basis. The College
will not tolerate discrimination or harassment. Individuals found to have violated this policy will be subject to disciplinar y
action up to and including termination and/or expulsion from the College as determined by such administrative or Board
action as is required by Illinois law or by Board policy. Individuals who retaliate against any employee for filing a complaint
or participating in harassment investigation shall be subject to disciplinary action .
GC-20 MATERIAL DATA SAFETY SHEET
Where required under the Illinois "Toxic Substance Disclosure to Employees Act", Illinois Compiled Statutes, 1994, 820 ILCS
255/1, Contractor shall submit with each delivery of Contract Goods, a Material Safety Data Sheet.

GC-21 CONDUCT OF THE CONTRACTOR
The Contractor agrees to inform the College on a timely basis of all of the Contractor's interests, if any, which are or which the
Contractor reasonably believes may be incompatible with any interest of the College. The Contractor shall not use for personal
gain or make other improper use of privileged information which is acquired in connection with the Contract.
GC-22 ACCIDENT REPORTS
The Purchasing Manager and Director shall be given written notification within twenty-four (24) hours of any occurrence, on the
site or otherwise, which pertains in any way to this Contract and involves the Contractor's personnel, or those of any of his
subcontractors or others whether said occurrence be in the nature of bodily injury to employees or third parties or property
damage.
The report shall include the name of person(s) injured, name of his employer, date, time and location of occurrence, extent of
injury and/or damage, name(s) of eyewitnesses, and who treated the person(s) for injuries sustained, and such other
information as may be relevant. The Contractor shall notify the College of DuPage Police of any occurrence requiring an official
police record. The accident report should indicate whether the police were notified and, if so, the number of the police report.
GC-23 USE OF PREMISES
Contractor shall confer with the Director to ascertain full knowledge of all rules and regulations of the College facilities relative to
this Contract and shall comply therewith. The Contractor shall confine the operations of its employees to the limits indicated by
laws, ordinances, permits and/or direction of the Director and shall not encumber the premises with materials or debris. The
Contractor shall not load or permit any part of the structure to be loaded with a weight that will endanger its safety.
The College reserves the right to prohibit any person from entering any College facility for any reason. All subcontractors,
agents and employees of the Contractor shall be accountable to the Director while on any College property and shall abide by
all security regulations imposed by the College.
GC-24 GENERAL NOTICE
All notices required pursuant to this Contract shall be in writing and addressed to the parties at their respective addresses set
forth below. All such notices shall be deemed duly given if hand delivered or if deposited in the United States mail, registered or
certified, return receipt requested. Notice as provided herein does not waive service of summons or process.

by the most favorable commercial warranties the Contractor gives to any customer for the same or substantially similar Contract
Goods or services and that the rights and remedies so provided are in addition to and do not limit any rights afforded to College.

GC-27 STANDARD OF CONTRACT GOODS
Only new, originally manufactured Contract Goods will be accepted by the College. The College will not accept any Contract
Goods that have been refurbished, rebuilt, restored or renovated in any manner. In addition, experimental materials will not be
acceptable. Contract Goods not produced by regular production methods and/or which have not been offered for sale to the
public through accepted industry trade channels for a reasonable period of time prior to the offering of the proposal, will be
considered experimental.
GC-28 CONFIDENTIALITY AND OWNERSHIP OF DOCUMENTS
Contractor acknowledges and agrees that information regarding this Contract is confidential and shall not be disclosed, directly,
indirectly or by implication, or be used by Contractor in any way, whether during the term of this Contract or at any time
thereafter, except solely as required in the course of Contractor’s performance of Services hereunder. Contractor shall comply
with the applicable privacy laws and regulations affecting Owner and will not disclose any of Owner’s records, materials, or
other data to any third party. Contractor shall not have the right to compile and distribute statistical analyses and reports
utilizing data derived from information or data obtained from Owner without the prior written approval of Owner. In the event
such approval is given, any such reports published and distributed by Contractor shall be furnished to Owner without charge.
All documents, data, studies, reports, work product or product created as a result of the performance of Service(s) shall be the
property of the College of DuPage. It shall be a breach of this Contract for the Contractor to reproduce or use, any documents,
data, studies, report, work product or product obtained from the College of DuPage or created hereby for its own purposes or to
be copied and used by any third party. During the performance of the Services herein provided for, the Contractor shall be
responsible for any loss or damage to the documents herein enumerated while they are in his possession, and any such
document lost or damaged shall be restored at the expense of the Contractor. Full access to the work during the preparation of
the plans shall be available to the College and other public agencies interested in this work.
GC-29 QUANTITIES
The quantities of materials required for the performance of the Contract are estimates for the purpose of determining an
approximate total Contract amount and may not be the actual quantities required during the term of the Contract. The College
reserves the right to increase or decrease the quantities at the Contract price, to correspond to the actual needs of the College.
The College will be obligated to order and pay for only such quantities as are from time to time ordered, delivered, and
accepted on purchase orders issued by the Purchasing Manager.
GC-30 AUDIT; EXAMINATION OF RECORDS
The Contractor agrees that the College of DuPage Auditor or any of its duly authorized representatives shall, until expiration of
three (3) years after the final payment under the Contract, have access and the right to examine any books, documents, papers,
canceled checks, bank statements, purveyor's and other invoices, and records of the Contractor related to the Contract, or to
Contractor's compliance with any term, condition or provision thereof. The Contractor shall be responsible for establishing and
maintaining records sufficient to document the costs associated with performance under the terms of this Contract.
The Contractor further agrees that it shall include in all of its subcontracts hereunder a provision to the effect that the
subcontractor agrees that the College of DuPage Auditor or any of its duly authorized representatives shall, until expiration of
three (3) years after final payment under the subcontract, have access and the right to examine any books, documents, papers,
canceled checks, bank statements, purveyor's and other invoices and records of such subcontractor involving transactions
relating to the subcontract, or to such subcontractor's compliance with any term, condition or provision thereunder or under the
Contract.
In the event the Contractor receives payment under the Contract, reimbursement for which is later disallowed by the
College, the Contractor shall promptly refund the disallowed amount to the College on request, or at the College's
option, the College may credit the amount disallowed from the next payment due or to become due to the Contractor under any
contract with the College.

GC-31 GOVERNING LAW
This Contract shall be governed by and construed under the laws of the State of Illinois. The Contractor irrevocably agrees that,
subject to the College's sole and absolute election, any action or proceeding in any way, manner or respect arising out of the
Contract, or arising from any dispute or controversy arising in connection with or related to the Contract, shall be litigated only in
courts within the County of DuPage, State of Illinois, and the Contractor consents and submits to the jurisdiction thereof. In
accordance with these provisions, Contractor waives any right it may have to transfer or change the venue of any litigation
brought against it by the College pursuant to this Contract.
GC-32 TOBACCO-FREE CLASSROOM POLICY
Use of tobacco and tobacco-related products (including electronic cigarettes) is prohibited on all College of DuPage
premises, in all indoor College facilities and in all College vehicles. “College of DuPage Premises” includes all land,
building, facilities and other property leased or rented by the College, whether on a short-term or long-term basis; owned by
the College (including adjacent streets and sidewalks); subject to the control of the College but not leased, rented, or
owned; and where an official College activity is held and where students, faculty, or staff are present or are participants in
the official College activity. Tobacco use is permitted inside private vehicles. The improper disposal of tobacco and tobacco related products from a vehicle while on College of DuPage premises is prohibited. Improper disposal includes, but is not
limited to, spitting smokeless tobacco product, littering, and anything that creates fire hazards. It is the responsibility o f all
faculty, staff, students and visitors to comply with this policy. Refusal to comply with this policy may result in citations issued
by Campus Police and/or disciplinary action by the appropriate administrative office.
GC-33 WAIVER
No term or provision of this Contract shall be deemed waived and no breach consented to unless such waiver or consent shall
be in writing and signed by the party claimed to have waived or consented. The waiver of any such provision shall be strictly
limited to the identified provision.
GC-34 ENTIRE CONTRACT
It is expressly agreed that the provisions set forth in this Contract constitute all the understandings and agreements between the
parties. Any prior agreements, promises, negotiations, or representations not expressly set forth in this Contract are of no force
and effect.
GC-35 FORCE MAJEURE
Neither Contractor nor College shall be liable for failing to fulfill any obligation under this Contract if such failure is caused by an
event beyond such party's reasonable control and which is not caused by such party's fault or negligence. Such events shall be
limited to acts of God, acts of war, fires, lightning, floods, epidemics, or riots.
GC-36 REIMBURSABLE EXPENSES FOR NON-EMPLOYEES
Reimbursements of reasonable expenses incurred by certain non-employees such as consultants, speakers, performers,
etc. who perform services for the College will be made based solely upon a written agreement executed before the
commencement of such services. All such reimbursements will be approved by the appropriate authorized signatory before
payment will be made. Such approval indicates that the reimbursement is within limitations of the budget and Board policy.

Attachment “A” General Provisions for the Classroom Wireless
Lockset Implementation Project
1.
All work under the project is time critical and the following MILESTONE SCHEDULE
DATES are to be considered accepted as part of the contract:
a.
Anticipated Date of Notice to Proceed: After October 16th, 2014 (Board Meeting)
b.
Commence Submittals: Upon Receipt of Notice to Proceed
c.
Commence Procurement of door hardware, locksets and miscellaneous: Upon
Complete Submittal Approval but no later than October 31 st, 2014
d.
Commence Jobsite work for lockset installation of the proposal: Winter breakDecember 19th, 2014 to January 13th, 2014
f.
Complete Jobsite work for this proposal: April of 2014 – exact date to be
determined based upon final schedule submitted by the Contractor.
2.
Work required under this section shall include, but is not limited to, supplying all
labor, materials, and equipment necessary for the project, per all contract drawings
and contract specifications.
3.
All work shall be completed in a professional and workmanlike manner by a
knowledgeable Contractor who is familiar with the type of work required.
4.
Contractor for the project shall be defined as, consist of and be responsible for
the implementation and execution of the project as follows:
a.
Carpenter/Locksmith – installation of all door hardware
b.
Integrator – installation of wireless media devices (including cabling,
terminations and power, if necessary), software and licenses, where
required, and programming of existing campus access control system
necessary to accommodate devices for the project, as required.
5.
All work for the project is scheduled to be performed during normal business hours –
6:00 am to 6:00 pm. The Contractor shall be responsible for providing man-power
necessary for installing all locking hardware for the BIC, BIC-SSC, BIC-SRC and the
HSC buildings during the winter break from December 19th, 2014 to January 13th,
2015. Not mandatory but, the Contractor also has the option for performing the lock
implementation scope for the SSC, HEC, CHC, PEC, ECC, MAC and the TEC
buildings during the winter break period. All remaining buildings will be scheduled
during the spring semester and coordinated with and approved by the College of
DuPage.
6.
To allow for the most prudent product selection, the College is seeking bids which are
based on multiple system architecture and integration options. Bidders are requested to
provide proposals and an alternate for each of the following options identified below.

Napco System – provide Napco locksets and integrate with College’s existing
Continental system.

RF Dual Systems – keep College’s existing Continental system and provide a
new independent access control system using proprietary RF gateways for
communication.
ALTERNATE:
Wi-Fi Network System – provide, in conjunction with the College of
DuPage, a networked Wi-Fi system to be used solely by the Facilities
Department to support data transfer for a Wi-Fi based wireless locket
system. The system shall be implemented based upon the latest TIA
standards of 802.x for Wi-Fi. This scope will include providing all access
points (AP’s), PoE injectors (where necessary) backbox, mounting hardware,
campus standard category unshielded twisted pair cabling (not to exceed 90
meters entire length), campus standard category ports, patch cables, cable
terminations, J-hooks (where necessary), patch panels (where necessary),
testing, providing and configuring IP addresses for AP’s, and coordination of
network requirements with College of DuPage. College of DuPage will be
responsible for providing network electronics, access to cable termination
racks, configuring network for acceptance of provided IP addresses, and
setting up the virtualization of the network for the Facilities Department. The
scope and pricing shall be based upon providing 175 AP’s.
7.
As part of the bids process, Contractor shall also provide an itemized 5 year Service
Maintenance Agreement for each option and the alternate. The Service Maintenance
Agreement shall be based on the unit prices as indicated in the Bid Tables.
8.
Contractor shall inspect the site of work before submitting their bid and shall
familiarize themselves with the conditions of each building as specified herein.
Submission of a bid shall be accepted evidence that such a visit and investigation has
been made. No allowance shall be made on behalf of a Contractor because of existing
conditions.
9.
All dimensions shall be obtained by the Contractor for the accommodation of
equipment and materials furnished and installed by the Contractor.
10. If necessary, The College will obtain and purchase the building permit, but the
Contractor will be responsible in pulling them and submitting required contractor
licenses.
11. The Contractor shall clean the job site daily and remove from the premises any
waste material and debris caused by the performance of the execution of the
contract.
12. Contractor shall warrant that no materials containing asbestos will be used on this
project.

13. Contractor shall be held responsible for any damage caused to the building or
grounds resulting from the execution of the contract.
14. Contractor is prohibited from allowing their employees to work on campus who
have been convicted of violent crimes or who have outstanding criminal warrants.
15. Contractor who employs work release persons as employees shall furnish to the
College of DuPage Public Safety Police Department all names of such persons
employed under the Work Release Program.
16. Contractor shall provide the College of DuPage Public Safety Police Department a list
of supervisors in charge of the project implementation along with telephone numbers.
17. Contractor and their employees shall comply with all parking regulations and shall
park their vehicles in authorized areas only. Parking permits may be required for
certain areas. Permits can be obtained from the College of DuPage Public Safety
Police Department.
18. Contractor shall consult with the College of DuPage Public Safety Police Department
for state law requirements, prior to installation of any temporary fencing or directional
signage. Construction compounds are to have affixed to the perimeter fences, signs
that state: “Trespassing in the Compound is a Violation of State Law.”
19. Contractor and the employees are to obey all laws, as well as the rules of College of
DuPage when they are on College property.
20. College of DuPage students, faculty, and staff are not to be disturbed or in any way
disrupted in their responsibilities. Construction personnel are to refrain from any
unsavory or unwanted comments towards students, faculty, staff and visitors to
campus.
21. College of DuPage is non-smoking campus. The use of tobacco products is
prohibited in all indoor college facilities, owned or leased, and in all college owned
vehicles.
22. Contractor and the employees shall secure all property as much as feasible to reduce
theft or damage to equipment or property. Contractor is expected to work with the
College of DuPage Public Safety Police Department and participate in crime
prevention efforts.
23. All materials shall be new, except where noted on specifications or drawings, and in
manufacturer’s original, unopened containers with labels intact and legible, and in
sufficient quantity to allow continuity of work.
24. Storage of materials

G.
UNIT PRICES
Unit Prices shall be used, where applicable, to make adjustments to the cost of the Work due to
changes. All Unit Prices submitted shall be complete in-place prices (unless noted
otherwise) and include all costs for overhead, profit, labor, materials, equipment, and any other
incidentals related to the completion of the Work, and shall remain firm for the period of the
contract. Unit prices listed are for additive or deleted work.
H. ALTERNATE PRICES
An Alternate Price shall include all costs associated with the changes, omissions, additions or
other adjustments to the Work of this bid package (Contract) which are described in the
Alternate, or are reasonably inferable there from. Claims for extras resulting from changes
caused by the acceptance or rejection of any Alternate will not be allowed. Alternate
Prices shall also include all costs of overhead, profit and bonds associated with the work of the
Alternate, whether additive or deductive.
The Drawings, Specifications and other Contract Documents shall be considered appropriately
modified by either the acceptance or rejection of the various Alternates. The College of
DuPage expressly reserves the right to accept or reject any, or all, Alternate Prices, and in any
sequence prior to or after award. Acceptance or rejection of any Alternate does not relieve the
Bidder of timely completion of the Work within the time periods indicated.
I.
ALLOWANCES
The Bidder includes the following Allowances and rates in the total Base Bid Price of the
Base Bid for this project. Further to Article 3.8 in the General Conditions and unless
noted otherwise below, the following allowance amounts include the General Contractor’s cost
of materials less applicable discounts, delivery to the site, applicable taxes, unloading,
handling, installation, allowable overhead and profit. All other costs associated with
completing the work described in the allowance is included in the base bid but outside of the
allowance amount.

SCOPE OF WORK
1. Description of Work Included
Except for those items (if any) specifically noted in the section below entitled
"Description of Work Excluded", the Work of this Contract shall INCLUDE but are not
limited to all of the following:
a. Provide a campus wide classroom locking system to control access at all designated
classrooms. Refer to plan drawings for device locations. Provide any necessary control
panels, components and cabling in quantities and with capacity to provide the College
with a fully functioning system as described herein.
b. The College is seeking bids which are based on multiple system architecture and
integration options. Bidders are requested to provide proposals for each of the following
options identified below.

NapCo System – provide NapCo locksets and integrate with College’s
existing Continental system.
Continental/Wi-Fi System – provide Wi-Fi locksets and integrate with
College’s existing Continental system using College’s existing Wi-Fi system
and providing necessary software integration.
Wi-Fi Dual Systems – keep College’s existing Continental system and
provide a new independent access control system using College’s existing
Wi-Fi system.
RF Dual Systems – keep College’s existing Continental system and provide a
new independent access control system using proprietary RF gateways for
communication
ALTERNATE: WiFi System – All work required by the foregoing
documents will be accomplished for providing an independent facilities WiFi S y s t e m t o s u p p o r t a W i F i w i r e l e s s l o c k s e t s y s t e m .
c. All items of work required by, and/or specified in, those Sections of
the Specifications which are included in attached Specifications Book.
d. All items of work related to the Project which are shown on the Contract Drawings.
e. All general provisions and items indicated in the Attachment “A” section of
the contract documents.

A. Prevailing Wage Act. To the extent required by law, Contractor shall not pay
less than the prevailing wage as established pursuant to an Act Regulating the Wages of
Laborers, Mechanics, and Other Workman employed under Contract for Public Workers
820 ILCS 130/1 et seq.
B. Human Rights Act. To the extent required by law, Contractor shall abide by
the Illinois Human Rights Act, 775 ILCS 10/0.01 et seq.
C. Drug Free Workplace. To the extent required by law, Contractor shall abide
with the requirements of the Drug Free Workplace Act 30 ILCS 580.1 et seq.
D. Sexual Harassment Policy. Contractor represents by the signing of this
Agreement that it has a written sexual harassment policy that is in accordance with 775
ILCS 5/2-105 (A) (4).
E.
Non-debarment. By executing this agreement Contractor certifies that it has
not been debarred from public contracts in the State of Illinois for violating either 33E-3 or
33E-4 of the Public Contracts Act, 720 ILCS 5/33E-1 et seq.
F.
Fair Employment Practice Contractor is in compliance with all State and Federal laws regarding Fair

2014 WIRELESS LOCKSET INSTALLATION PROJECT
ADDENDUM #1
SEPTEMBER 11, 2014
This Addendum is issued to clarify the quote package for this project, as issued by this office on
August 29, 2014 and is now considered a part thereof. In accordance with the scope of work,
offerers are instructed to be advised of the following:
1. The following clarifications were provided during the Sept. 4, 2014 Bidders Meeting.
a. The foremost requirement for this project is that it meets the functional
requirements identified in the specification SUMMARY Section 1.1 and that it meets
the project schedule as defined in the project documents.
b. The specific manufacturers/models listed in the specifications may not fully meet all
of the requirements identified in the specification Section 1.1, D. Some may require
additional cabling, power, components, labor, etc. in order to meet the
requirements. It will be up to the bidder to identify those systems which will meet
the requirements and to provide a solution to meet the requirements.
c. All unit pricing as requested in the bid documents shall include installation costs.
d. Unit pricing shall include the Continental Accelerator Board.
e. The requirement for on-board memory shall be such that it will support a minimum
of 2,400 cardholders, but 5,000 cardholders is preferred.
f. COD will provide ports for network components as required (including PoE power).
g. The Evaluation Form included at the end of the package is meant to be provided as
an example. The specific criteria and weightings identified will not be used.
2. Bidder questions
a. Can we clarify that the college is going to provide network connections to our
wireless lock access points (WAP or Gateway units) in any of the following
locations: Telecom closets, IDF rooms, MDF rooms, Security Closets, IT closets,
Telecom closets?
RESPONSE: COD will provide network connections as required in these rooms.
b. On the WiFi systems specified, who is providing the Access Point Controllers? This
was not mentioned in the meeting. Generally the AP’s must be the same brand as
the switch it is connected to. I believe the college utilizes at least two, if not more,
brands of Ethernet switches.
RESPONSE: Contractor shall provide Wi-Fi access points and coordinate with COD
for specific product requirements. COD will provide Wi-Fi controllers as required.
Refer to specification SUMMARY Section 1.1,D. 5 for alternate pricing
requirements.
c. I asked this question but never got an answer. Are there wireless locks specified
that do not meet the “System Functional Requirements” as stated on spec pages
281310-2 and 3? If so, will the College reject those locks if bid?
RESPONSE: Refer to clarification 1.b. above. We do not intend to reject any of the
specified locks based solely on specific manufacturer or model. However, any
proposed solutions which do not meet the specified functional requirements will be
rejected.
