Dublin City Schools Dublin City Schools District Policy for the Identification of and Services for Students Who are Gifted 2015-16 WRITTEN EDUCATION PLANS All students receiving gifted services through a Gifted Intervention Specialist in the district will have a Written Education Plan (WEP). Written Education Plans are created and maintained by district personnel and include the following components: • Description of gifted services provided • Student goals within the context of services • Evaluation methods/criteria • Outcomes/student progress reporting • Waiver of assignments contingency • Personnel responsible for services • Annual WEP review dates - twice yearly WRITTEN ACCELERATION PLANS All gifted students who are subject accelerated or whole grade level accelerated within the district will have a Written Acceleration Plan (WAP) during the student’s first year of an accelerated placement. This document is used to guide accelerated instruction and services; it is created and maintained by district personnel. The WAP provides the following information: • Placement planning based on needs of the gifted student • Written description of acceleration services for the gifted student • Communication as it relates to the acceleration placement for the school year • Documentation supporting the effectiveness of acceleration services provided to the gifted student • Annual WAP review dates - twice yearly • Personnel responsible for services/placement DISTRICT CONTACT INFORMATION Marge Mulcahy, Gifted Services Coordinator 614-760-4351 mulcahy_marge@dublinschools.net www.dublinschools.net Notice to Community Members Dublin City Schools Dublin City Schools GIFTED SERVICES GIFTED IDENTIFICATION • The District shall identify children of the District, in grades kindergarten through twelve, who may be gifted in one or more of the following areas: o o o o superior cognitive ability specific academic ability in one or more of the following content areas: § mathematics § reading, writing § science § social studies creative thinking ability visual or performing arts ability such as drawing, painting, sculpting, music, dance, or drama • Gifted, creative and talented children can be identified through a process that includes group and individual testing using ODE approved assessment instruments. • The district provides two opportunities a year for gifted screening/identification of students. • All tests are administered by trained and qualified personnel. • Interpretive services, non-verbal assessments and other allowable modifications are available to students with disabilities and/or English Language Learners (ELL). • Notification of results is shared with parents within a timely fashion. • A student transferring into the district will be eligible for placement evaluation procedures within a timely basis upon request. • The district accepts test scores of assessment instruments approved for use by ODE provided by other school districts and/or trained personnel outside the school district administered within 24 months of the date submitted. • Parents have the right to appeal any identification or placement decisions. Parents should first appeal to the building principal who may consult with the gifted services staff and coordinator to make decisions regarding placement. If the parent is not satisfied with the decision of the building level team, they may appeal to the Chief Academic Officer. Students are identified gifted in an academic area with an achievement score at the 95 • percentile or higher on an Ohio Department of Education approved nationally-normed, standardized test. • Students are identified cognitively gifted with a score at or above two standard deviations above the mean, minus the standard error of measure on an approved cognitive abilities test per the Ohio Department of Education. • Students are identified in the creative or performing arts through procedures established by the Ohio Department of Education. • Whole grade assessment screening is administered as follows: • Grade 3 – 4: Cognitive Abilities, Mathematics, and Reading • Grade 5 – 8: Mathematics and Reading • Grade 11 - Mathematics and Reading • Parents have the right to request referral testing twice a year (fall and spring) for the purposes of gifted identification. th • K-3: Gifted students, along with all students, will be served through whole grade enrichment with a focus on developing thinking skills of all learners, with an emphasis on “WE GROW THINKERS!” Differentiated instructional strategies will also be incorporated into the regular classroom setting on a routine basis in order to meet the needs of the student. • 4 and 5 Grade: Pullout service for cognitively gifted students Students who have a superior cognitive gifted identification will participate in this class facilitated by the Gifted Intervention Specialist (GIS). Students will meet 225 minutes weekly (two to five days per week) with their cognitively gifted peers to further develop their life long learning skills with an emphasis on the following: • Habits of Mind • 21st Century Thinking Skills • Problem Based Learning These students will also be clustered grouped within their regular classroom setting to support their needs as cognitively gifted learners. Placement into the pullout service for newly identified cognitively gifted students or those moving into our district is dependent upon available space per school. These new district gifted identified students may be placed into the superior cognitive cluster group. Fourth and fith grade students referred for gifted identification testing in the area of cognitive abilities during the fall referral window and earn a score within the gifted range may join the elementary pullout gifted service beginning 2nd trimester if class size permits. • Accelerated Math: Students who meet the multiple criteria measures for placement into this accelerated 5th grade math experience will cover 6th grade mathematics curriculum while extending and enriching the 5th and 6th grade mathematics content. tth tth • Accelerated 7/8 Math: Students who meet the multiple criteria measures for placement into this accelerated 7th grade math experience will cover two years of mathematics curriculum in one year. Math content will include both the 7th and 8th grade content and will include rigorous pacing. • High School 9th - 12th grades: Honors, Advanced Placement, Academic Academies, and International Baccalaureate classes are available along with additional educational options such as credit flex and college credit plus. • Subject Acceleration is an option that allows qualified students the opportunity to move ahead one or more grade levels in a particular subject area. • Whole Grade acceleration is the option of allowing a qualified student to move ahead one entire grade level. The student must be exceptional in all subject areas and show appropriate social maturity to move ahead one grade level. Dublin City Schools follows guidelines through the Ohio Department of Education and the use of the Iowa Acceleration Scale. • Early Entrance to KG/1st grade is an option of allowing qualified students the opportunity to enter either Kindergarten or 1st grade earlier than their age equivalent peers. The student must meet the criteria established by the Ohio Department of Education and the Iowa Acceleration Scale.
