ASCRC Minutes 10/22/13

The minutes from 10/8/13 were approved. The meeting started with the UM minute.
Communication Items:
After some debate the Senate approved the end of the UDWPA and the implementation of a
University-wide Program-level Assessment of Student Writing Proficiency in Approved Writing
Courses. This allowed 75 students whose graduation applications were dormant based on not passing the UDWPA. The Writing Committee has sent a communication to instructors teaching approved writing courses this semester inviting them to collect student papers for the assessment.
The Committee will also begin to draft procedures and timelines for the ongoing assessment. The
Provost’s Office will work on hiring a part-time coordinator position.
Interim Associate Provost Hinman received a request for faculty volunteers to serve on a planning Committee to establish a Golden Key Honors Society on campus.
Business
The Committee considered the language drafted by Professor Gillison to take the General
Education Committee’s language requirement motion to the Faculty Senate. There were questions regarding whether general education courses should count as credits for the major if required.
Recommendation of ASCRC regarding the foreign language element of the University of Montana-
Missoula General Education Program
After several years of work and discussion, the General Education Committee forwarded to ASCRC, in
Spring, 2013, a recommendation concerning the Modern and Classical Language requirement included in the General Education Program. In doing so, GEC stated that “[T]he University of
Montana, in affirming its own mission to provide a unique educational experience through the integration of the liberal arts, should emphasize that the study of foreign language is an indispensable part of the core of a liberal arts education.” The recommendation of the GEC was unanimous.
Having received that recommendation and carried out its own discussions, ASCRC informed Faculty
Senate in spring, 2013, that it was strongly inclined to approve the GEC recommendation but had requested additional information with a view of presenting a supportive motion to FS this fall.
As a result of these further discussions, ASCRC forwards to Faculty Senate presents the following seconded motion (pursuant to last year’s General Education Committee’s recommendation):
Effective fall, 2015, undergraduate students must fulfill the general education modern and classical language requirement unless enrolled in a program of study which requires more than 48 credits leading to a first baccalaureate degree. Credits for the program of study include all requirements for the primary major including options and designated prerequisite courses. General education courses, even those specifically required by the major, do not count toward the credit cap.
After considerable discussion it was recommended that the language be clarified in terms of how credits are counted. General Education courses that are not part of the major should not be counted. Chair Henderson and Professor Gillison will work on the revisions with
Professors Vonessen’s and Thibeau’s input. Again there was discussion regarding imposing requirements on departments. ASCRC was reminded that the intent is for more students to take language either in high school or college.
The Humanities Curriculum Items were presented by Subcommittee Chair Gillison. The items appended were approved. The Request for repeatability of 9 credits for ANTY 476 UG
Methods for Native Languages concerned the subcommittee. After discussion regarding the uniqueness of the course as both a methods and language course that focuses on oral proficiency through topics, ASCRC agreed to recommend 6 credits of repeatability. . It was suggested that offering a co-convened graduate course (ANTY 576), may better meet the intent of allowing a third repeat of the course. There should be similar structural levels and standards of American Indian Languages (currently Arapaho and Blackfoot) to assure equity for the students and instructors. One issue with the course offered at the 400 level is that it excludes Missoula College students who are pursuing associate degrees in addiction studies who have an interest in learning native languages
There was some discussion regarding NASX 238 Native North American History and Art proposed by the Bitterroot College. The form indicates that it will fulfill the MUS Core
Diversity / Indian Education for All requirement. This does not mean that it is proposed to meet UM’s Indigenous and Global Perspective. The subcommittee questioned why the experimental offering was at the 100 level, yet the permanent course is requesting a 200 level course number. The articulation agreement with the College stipulates that courses will be developed in consultation with UM Departments. Supporting materials indicate that Native
American Studies does not take financial or oversight responsibility for the course.
Consideration of the proposed Korean and Chinese courses in the Mansfield Center was postponed. Professor Gillison is meeting with the program at the end of the week to request additional information. The Language Rejuvenation Certificate still requires review by the subcommittee.
The Business and Journalism items were presented by Subcommittee Chair Manuel. The items appended below were approved. ASCRC suggested that JOUR 170 Elements of News
Writing consider requiring a grade of C or better in WRIT 101 as a prerequisite. There was also a question regarding the proposed certificate in Sustainable Business. BMGT 493 is listed as a requirement, but the course title in Banner is different than the title used in the proposal. 493 is a reserved for study abroad courses.
The Committee will consider whether the justification for late forms from Social Work is adequate next week.
Professor DoBoer, Chair of the Education and Fine Arts Committee recommends Health and
Human Performance be reviewed by the Forestry and Biomedical Subcommittee in the future due to the content of the courses. The courses, such as Kinesiology are based in biomedical science. ASCRC agreed.
