Please explain/justify the new proposal or change. 
As the catalog presently reads, students may graduate with a major in French/Linguistics option without
having taken a single upper-division French course taught in French (FRCH 401 is taught in English).
This is too weak to be considered a major in French. The addition of three required upper-division
French language and culture courses will ensure that all students majoring in French reach the same level
of French.
