Carolyn Rolfson Sargis Award
The Classified Staff Advisory Council is pleased
to announce that Charlotte Harvath, Financial Aid
Office, has been selected as the recipient of the
2011 Carolyn Rolfson Sargis Award.
Charlotte began her UWSP career as a
Keypunch Operator in Computing Services in
March, 1968. She advanced to Workflow
Coordinator/Keypunch Supervisor, and ultimately
became a Management Information Technician II.
She resigned for a bit in April, 1981, to spend
more time with her two children, but returned to
UWSP in July, 1981 as an LTE for various
departments on campus. She also worked for the
Computing Services Office as they transitioned from a Main Frame
environment to one using personal computers linked to Servers campuswide.
Charlotte is presently employed by the Financial Aid Office. She began
working there approximately 20 years ago. She has performed multiple
tasks in her tenure there, including general office assistance, financial aid
application verification, front desk supervision and scholarship coordination,
which she currently does. A significant part of her scholarship responsibility
involves integrating outside resources into financial aid award packages.
This is a huge task, as approximately $6 million dollars have been awarded
to UWSP students for this award year alone. Charlotte works with external
offices and agencies to request scholarship information as well as explain
the financial aid impact of these outside resources. As a direct result of her
expertise in this area, she has been invited by UWSP staff members to
participate in campus visitation days in order to help current and prospective
students understand the intricacies of the financial aid process.
Another challenge for the Financial Aid Staff during the current award
year has been the federally mandated switch from private lenders to the
Federal government as a lender for our largest loan program – Direct
Student Loans. Because of this change, Charlotte directly addresses many
of the student’s concerns, clarifying procedures and resolving issues related
to the conversion. At times, she is required to contact personnel at the
Federal site to resolve issues and take corrective action as new system
glitches occur.
Carol Scipior, Assistant Director of the Financial Aid Office, states, “if
loyalty, empathy, endurance and strength are characteristics required for the
Carolyn Rolfson Sargis Award – then Charlotte should be considered a top
contender for this special honor. In all capacities, Charlotte has provided
exemplary service. She has always been willing to help out wherever and
whenever needed. She is also excellent at multitasking. She is able to train,
supervise and monitor her student staff while fulfilling her other
responsibilities including general office management”.
Charlotte is a past officer of the Classified Staff Advisory Committee. She
has taken computing classes on campus and at Mid State Technical
Institute to keep up to date with new changes in technology. She attended
some fun mini classes that the University used to offer years ago, for
example: motorcycle driving lessons and wine making. She has also taken
part in Dollars for your $ense and has received recognition for some of her
ideas. She enjoys golfing, bowling, boating and fishing.
Although Charlotte has had to face many personal challenges in her life,
she has met them head-on, and continues to readily volunteer as an
extensive caregiver for family, friends and colleagues. Charlotte tries to
always rise above the immediate situation and successfully deal with the
issues at hand.
The biggest change that Charlotte has witnessed in her many years on
campus is the impact of technology on her job duties.

Classified Employee Recognition Awards
The Classified Employee Recognition
Awards recognize outstanding contributions
of time and effort to an employee’s
department or to the University community.
There are two categories for the awards University Service and Outstanding Work Performance. All
permanent, project, and limited term Classified employees
are eligible for these awards. Each recipient received a $50
gift certificate and an award certificate at the Classified Staff
Spring Awards Ceremony on April 19.
The 2010 Recognition Awards Committee included:
Beverly Wenzel, Admissions; Cheryl Kinnard, Foundation;
Nora Stanczyk, Point Card Office; Lin Vogel, Library; Judy
Yenter, Military Science; and Debra Getzloff, Student
Support Services.
A special challenge for the Fin Aids staff for the 2010 year
was the federally mandated switch from private lenders to the
Federal government as a lender for the largest loan program
– Direct Student Loans. She has had to directly address
many student concerns as they contact the office to clarify
procedures and resolve issues related to this conversion.
Mastering the process herself, Charlotte spent time with the
students on an individual basis, an important step to
understanding the government’s web site while they worked
through the process. At an end of the year for 2010, the new
system was running smoothly.
The Financial Aids office is grateful to the significant role that
Charlotte played during a critical transitional period.
Dick Bartosh, Risk Management, Environmental, Health,
and Safety Officer
Dick has helped with development and implementation of
environmental, health, and safety policies. He has developed
and presented many training sessions on EHS Topics.
Training over 4000 students and employees, he has
contributed to improved safety and a legally compliant
institution. Dick works with departments on campus to
provide training sessions that meet their schedules. This
includes UWSP, UW Marathon and UW Marshfield.
Dick has collected data and provided reports on air and
water quality concerns and managed hazardous waste,
fostering departmental understanding to ensure compliance
by making labels, completing DOT paperwork, and MSDS
management. He serves as a member of the Portage County
Emergency Planning Committee, representing UWSP.
Denise Heimstead, Library Services Assistant
Denise worked in the library at the Main Desk as an
undergrad at UWSP. She began at UWSP in the Reserve
Dept. in July 2008. Working in the Interlibrary Loan Dept for
the past year now, she still runs the Reserve Department.
She came into the Interlibrary Loan Dept last April when an
employee had to leave for a limited time and ILL would be
short-staffed. Denise agreed to take a crash-course tutorial in
filling borrowing requests to cover the department in addition
to her own work! She managed to work on those requests in
small amounts of time throughout the day. If she had not
stepped up to help Interlibrary Loan, service to all patrons
would have been dramatically affected, especially since it
was almost the end of semester, at time when papers and
projects are due. She saw to it that they received the
materials they needed on time.
Denise is responsible for the laptop program and is back-up
coverage for the Main Circulation Desk.
She has great enthusiasm for learning new things and seeing
projects through to their completion.
Jackie Engum, Academic Department Associate & Program
Assistant
“Without her, the Biology Department would not run”, states
Jackie’s nomination. She registers students for both credit
and non-credit courses and reviews student course records
to verify that requirements have been fulfilled for student
teaching. She works with candidates and travel reports for
staff and faculty along with her general office duties. Jackie
makes it all possible while making it look smooth and easy.
In the past, Jackie has produced UWSP ID cards, managed
meal plans and Point accounts, and scheduled time for
students to meet with campus officials when campus rules
were violated.
The Biology department appreciates her, knowing she makes
all their jobs easier by being herself!
University Service Award
The University Service Award recognizes time and effort
voluntarily given to the university community that is not part
of the normal work assignment. It may include being involved
on a campus committee, providing assistance to staff,
students or a campus organization, etc. The result of this
involvement is increased positive perception of the University
within the community or enhancing the ability of the
University to accomplish its mission of providing educational
opportunities.
The recipient of the 2010 University Service Award is:
Terri Chang, Financial Program Supervisor/Bursar
Her career with UWSP began in the General Ledger office in
1986, moving to the Bursar/Accounts Receivable office in
2004 and assisted as Interim Controller in 2007. Terri has
worked with financial software implementations, staff for ebilling set up for UWSP enrolled students, and is a part of the
UWSP’s credit card team. All her coworkers tell us that Terri
can be found as a member of many committees which have
benefited the university in a multitude of diverse ways,
including testing of financial software and/or systems and
heading up the testing for the new HR system being
implemented this year. Other committee involvement
includes various Search and Screens, the Carolyn Sargis
Award committee, and the UWSP Credit Union board.
Terri’s coworkers also tell us she is polite and welcoming and
makes everyone feel important. The campus is definitely
better for having Terri to count on!
Outstanding Work Performance Award
The Outstanding Work Performance Award recognizes
performance far beyond what is normally expected of an
employee. It includes taking on additional responsibilities or
increased workload, accepting and completing special
projects that are not part of the employee’s normal work
duties, developing or modifying procedures or exhibiting
behavior that enhances the employee’s workplace. The result
is improved effectiveness and efficiency of service offered by
the work unit or the University.
The recipients of the 2010 Outstanding Work Performance
Awards are:
Charlotte Harvath, University Services Program Associate
Charlotte originally started at UWSP in 1968 doing Data
Entry. In the Financial Aids office fulltime since 1991, she is
the supervisor of the reception area with 9 student workers
assisting her.
Charlotte is a member of the Wisconsin Association for
Financial Aid Administrators and has been a past officer for
CSAC.
2
Sheila Bannister-Gross, Continuing Education
“Sheila has taken it upon herself to learn computer trouble
shooting; hence she is the one in our office that is the go-to
person!” She maintains and updates all department
computers as needed and can be depended on to insure we
have the newest and latest equipment.
Sheila’s friendliness and availability on a moment’s notice are
her greatest assets. Her dedication to the students is evident;
she even checks her email when out of the office so student
registrations will be processed without delay and often works
from home on a project with an immediate deadline.
Sheila’s dedication and commitment to her job make our
department effective and efficient.
Congratulations to all award recipients on
your well-deserved recognition. Thank you
for your outstanding level of commitment
and performance to the University as well as
the community.
Thank you also to the supervisors and co-workers who
nominated these deserving employees.
These awards are a great way to let an outstanding
employee know that their work is greatly appreciated.
Please keep those deserving employees in mind for next
year’s awards!

66% Vote Yes for UWSP as a Tobacco-Free Campus
Earlier this spring, the Environmental Health and Safety Committee requested CSAC
to support designating UWSP as a tobacco-free campus, so we asked you. In
March, we surveyed the classified staff, asking “do you support designating UWSP
as a tobacco-free campus?” We received 169 responses with 111 voting yes, and
52 voting no. The result: 66 % of classified staff supports UWSP as a tobacco-free
campus. Thank you all for taking the time to vote and voice your opinion!
CSAC’s 2010-11 Annual Report
The purpose of the Classified Staff Advisory Council (CSAC) is to promote active participation in university
decision-making, promote informed communication and a positive professional environment for all Classified
employees.
We hope that we provided you with some helpful personal and professional development opportunities this past
year to encourage you to get involved and make a difference on campus. We serve on your behalf – all the
represented and non-represented classified staff, limited term and project appointment employees of UWSP!
All brown bags, tours and events are open to all permanent, limited term and project classified employees. We’re
always looking for fresh ideas, so please contact any member of CSAC with suggestions for activities.
Check out our website at http://www.uwsp.edu/governance/classified.
Thanks to all of you for a great year!
