Approval of May 1, 2013 Minutes: Approved as issued by Paulette Rogers.

Chancellor’s Cabinet update: Paulette Rogers gave the update; both she and Libby Raymond attended.
The Chancellor is looking to get started on a Living Wage committee, to provide a 3 tiered report: Identify;
Result; Final Report. Paulette and Libby recommended Pat Kleman as representative for CSAC. Tammy
Larson will also be on the committee for Custodial Representation.

UPS AdHoc Committee update: Paulette Rogers gave the update. The committee is looking to see how
the implementation of UPS policies is expected to happen campus to campus across the whole of UW.

Joint Committee Meeting and other updates (Bob Tabor): Bob Tabor came to discuss what
happened at the Joint Finance Committee (JFC) meeting. A lot still depends on what the legislature decides
and votes, as well as the Governor. The committee is still formulating a budget that will then need to go to
the Governor for approval. A motion added to the budget bill by the JFC effectively delays the
implementation of UPS for 2 years (7/1/2015). If this motion remains in the budget, UW classified staff will
still be under Office of State Employment Relations (OSER). The Board of Regents resolution regarding the
designation of current classified staff as university staff and granting them governance rights could still go
forward.
There was to be a Human Resource Directors meeting, but was cancelled and replaced with a
videoconference. Very few budget related answers were available.
The Board of Regents requested from the legislature that any increase in the pay plan be given as a pot of
money at the Universities disposal. This would allow the institutions the flexibility to decide whether it be
given as percentage (still up for legislative discussion what the amount might be) across the board, or
create a new Discretionary Merit Compensation (DMC) plan, allowing it to be base-building for more
employees, instead of lump sum. To be non-meritorious, there would need to be documentation to not
award.


Discussions came up regarding the tuition reserves discovered in the recent audit. This seems
to be what hurt the anticipated implementation of UPS.
Many employees upset by changes. Some CSAC reps received calls and/or emails from these
upset employees.
Discussed how the Faculty & Academic DMC’s work. Highly meritorious staff received higher
level of compensation. However, for the past 11 years, there has not been really enough
funding to make a difference.
Tuition Freezes: Affects us locally, base cut to funding. Chancellor discussed using UWSP’s
reserves to help during time of base cut funding, to avoid layoffs and program cuts when
possible.
Everything must happen in a set order to know what is really going to happen. The budget
must be set first by the legislature, then OSER will create compensation plan, and DMC’s will be
addressed by the compensation plan. EVERYTHING hinges on this process. Once this
information is “real”, there will be open forums and discussions.
The Living Wage Task Force process will continue regardless of discussions with legislature.
