Service First Field Advisory Board Friday, January 11, 2013 – 1:00 p.m. – 2:00 p.m. EST Attendees Forest Service Kate Walker NPS Paul Roelandt BLM Andrew Archuleta Pam McAlpin Chris Moyer FWS Topics for Discussion • • • • • • • There is a group being formed at the DOI level that is titled Service First Council. This group will be focused on the implementation of Service First across DOI. Some of the members of this group are also members of the Service First Leadership Team (SFLT) or directly interact with the SFLT. There is a proposal to change the name of this group to include the word “Field” in the title to distinguish the level of focus of this group. Also a change from Body to Board. The new title would be the Service First Field Advisory Board (SFFAB or SF2AB). If you are not OK with this change or have an alternative proposal please respond to Chris and/or the group with an alternative. During the conversation we discussed several topics related to the needs of the Service Community. Chris captured those below in the FY13 program of work. Members of the SFLT are: o Leslie Weldon, US Forest Service, Deputy Chief of the National Forest System o Peggy O’Dell, National Park Service, Deputy Director, Operations o Janine Velasco, Bureau of Land Management, Acting Deputy Director of Operations o Cynthia Martinez, US Fish & Wildlife Service, Deputy Chief of the National Wildlife Refuge System (Cynthia is filling in until Steve Guertin is established in his new Deputy Director role) If there is confusion, (I’ve had numerous problems with the shift to Gmail), Chris scheduled the next two conference calls for this group on 1/25 at 1-2pm Eastern and 2/8 at 1-2pm Eastern (888-858-2144, Passcode 9849133). If you cannot make either of these calls, please let him know. The idea of meeting in person (annually?) was raised. Chris supports this and would be willing to help put together the logistics. Perhaps we could combine a meeting with a visit to a SF location to meet folks in the field and discuss their needs. There was discussion of how this group will interact with the SFLT. Chris is happy to have this group join the next SFLT meeting (mid-February). Charter changes/additions: • • • • • • • A Sunset clause or language that talks about how long the group will exist (“until the SFLT determines dissolution is necessary”). How will succession of individuals be addressed? How often and how will the group meet? That this is an advisory group and not a decision making group. How will this group communicate with the SFLT and the Service First Council? How will amendments to the charter work? The charter is signed by the SFLT and not by this group. To-do: 1. Does the Service First Council (the DOI Executive Level group) have a charter that we can review? Chris sent an email inquiring about a charter and they do not have one yet; he shared the current draft of our charter. 2. Website for SF2AB – Chris will look into using the BissonConnect Google Docs and/or Google Drive to establish a place where we can keep and access common information and documents. 3. Service First Leadership Team Charter – the charter for the SFLT is attached for review. 4. Invite SFLT to our next call for a conversation with them about their vision for the group. Development of a library of agreements for the SF Community to use. 2. How-to(s) for collocation. 3. When is it appropriate to use the authority (and what can we do with the authority)? 4. Ask the field what their needs are (via a tool like Survey Monkey).
