II. Approval of Minutes – the minutes of the October 24, 2013 meeting were approved as
distributed.
III. Reports:
A. Chancellor:
1. UW-L has received a Higher Education Excellence in Diversity (HEED) award.
This is an award for schools that show an outstanding commitment to diversity
and inclusion.
2. A UW-L professor has been named Professor of the Year by the Carnegie
Foundation. The official announcement is forthcoming.
3. UW-L ROTC program will be on probation for one or two years rather than being
revoked.
4. The UW System financial budget is an ongoing challenge.
B. Provost:
1. UW Stout may be expanding their engineering programs.
2. The Mathematics & Statistics Resource Center was awarded a $126,000 grant.
3. The faculty development grant process is moving forward, these decisions will be
forthcoming.
4. UW-L Visiting scholar/Artist of Color grant applications are due in December

5. The PTS Committee, Department Chairs and Deans offered useful information for
phase two of the compensation plan. Faculty inversion is the major issue
addressed in this phase of the pay plan. 51 faculty and 21 IAS will benefit from
these adjustments.
6. Preliminary results indicate the Eagle Alert system is useful and providing
positive outcome for both students and faculty.

IV. Professional Education Task Force Report – Jen Miskowski offered an informative summary
of the report and addressed questions posed by senators. This document should be dynamic
and an ongoing discussion of workload issues for all departments is strongly encouraged.

V. Academic Freedom Discussion – Faculty Senate Chair Galbraith introduced the topic and
asked for a civil discussion of this crucial topic.
Chancellor Gow offered a timeline of the Academic Freedom events that occurred this
semester and addressed questions presented by faculty senators. Chancellor Gow stated
several times that he is a strong advocate of academic freedom.
 Two issues are at play here: 1) Process of addressing public relations issues on
behalf of UW-L and, 2) Academic Freedom.
 These topics have generated an ongoing discussion that we will talk about in the
future. Chancellor Gow welcomes an open dialogue on these topics.
