PTS Equity Adjustment Recommendations – Phase 2 Revised The problems with the proposal presented to Faculty Senate at the Oct. 1 2015 Meeting are: (1) PTS incorrectly calculated the number of Full Professors that are eligible for a Phase 2B adjustment (Professors earning ≤90% of their CUPA median for their group). There are 78.5 Professors who are eligible (versus 53 in the original proposal). Allocation of $2000 to each of these faculty would use up $157k (versus $106k in the original proposal). Thus PTS needed to revisit the allocation of Phase 2 monies. (2) PTS incorrectly stated the implementation of Phase 1 of the Salary Equity plan. Here is the accurate statement. All faculty and IAS earning ≤100% will receive the 1.5% increase in base salary. In coming up with the revised plan, the PTS committee kept the following points in mind: • • • • • • • Devise a plan that is, in spirit, very similar to the original Phase 2 plan Ensure that the recommendations do not exacerbate inversion or compression that already exits, or create inversion/compression between faculty on 131 and 102 lines Recognize that, in spite of promotion raises for Full Professors in rank for less than 5 years, many Full Professors are below 80% CUPA and thus, should not be excluded from Phase 2B adjustments. Recognize that Associate Professors are farther from their CUPA medians than Assistant Professors (see Figure 1) Recognize that Assistant and Associate Professors have recourse to a salary increase through promotion, while Full Professors do not Recognize that attempting to adjust all salaries to the relevant CUPA median salary destroys the distribution of salaries that is expected and reasonable given time in rank, varying merit performance, etc. Allow for a discretionary pool of monies to be allocated to Deans to make adjustments that may be necessary to retain highly talented faculty and/or compensate for other historical factors We believe that the allocation of money proposed in the new plan is more fair and covers a larger group of faculty. Discretionary monies are to be distributed by the Dean in consultation with the Chairs and PVC. Phase 2B: Full Professors on 102 funding who earn less than 90.5% of the CUPA median for their group receive $1900 (78.5 faculty; approximately $149,150). Phase 2C. Allocate the remaining $25,973 to 102 funded Assistant and Associate Professors who earn less than 90.5% of the CUPA median for their group and who have been in rank less than 10 years. Full Professors will not receive Phase 2C monies. Because Associate Professors are approximately twice as far from their CUPA medians versus Assistant Professors, Associate Professors will receive twice the adjustment ($404 for Associate Professors, $202 for Assistant Professors). – See Figure 1 and Tables 1&2. Phase 2D. $12,566 in excess 131 monies from Phase 1 was originally proposed to be distributed equally to all 72 faculty on 131 funds as part of the Phase 1 plan. Instead, PTS recommends these monies to be distributed only to 131 faculty below 90.5% using the same 2:1 ratio as in Phase 2C ($404 for Associate Professors, $202 for Assistant Professors). – See Figure 1 and Tables 1&2. ! ! A cutoff of 90.5% CUPA parity was chosen because there is a natural break in CUPA inequities near this value (a group 72.49%-90.03% and then another group 91.43%-109.28%). Only 5 Full Professors end up at >90% CUPA parity after this adjustment, and these only end up at 91% or 92%. Of these 5, only one got any differential bump in Phase 1. Only 7 Full Professors received a maximum allocation in Phase 1 of $2000. However even after allocation of Phase 2B monies, these faculty remain below 80% of their CUPA medians. The rank ordering of salaries for Full Professors is not affected by Phase 2 adjustments. Phase 2C: 73 out of 188 Assistant and Associate Professors who are funded on 102 dollars will receive this equity adjustment (four are on a split 102/131 appointments). 18% of the Assistant Professors versus 65% of Associate Professors on 102 funding are below 90.5% CUPA. In addition, Assistant Professors are on average ~$5k below their CUPA medians, while Associate Professors are ~$11k below their CUPA medians. Thus it made sense to us to allocate more of the Phase 2C monies to Associate Professors. There is a clear break at 90.2% of CUPA medians for the Associate Professors but no clear break for Assistant Professors. To make things less complicated, we decided to keep the benchmark the same for all groups in all portions of Phase 2. Considering the Assistant/Associate Profs not eligible for Phase 2C: • 68+5=73 are in rank less than 10 years but above 90.5% CUPA parity • 14+28=42 are in rank more than 10 years - of these, 8+8=16 are also above 90.5% CUPA parity; 13 received a discretionary adjustment in Phase 1 Phase 2D: 38 out of 80 Assistant and Associate Professors who are funded on 131 dollars will receive this equity adjustment (four are on a split 102/131 appointments). As with those on 102 funding, Assistant Professors are on average ~$5k below their CUPA medians, while Associate Professors are ~$11k below their CUPA medians. Miraculously we were able to allocate the same adjustments for the two groups as in Phase 2C, so that there is no differential treatment depending on funding line.
