Board Presidont Bastian asked for approval of the Minutes of the Regular mooting
of August 9 , 1965.
They were read and discussed.
Whereupon, on motion by M r . Williamson/ seconded by M r . G e i l , and with the
unanimous aye vote of a l l members of the Board who wore present, the Minutes of the
Regular meeting of August 9 , 1965 were approved as submitted.

Dr. G l y n n E. C l a r k , Campus Director of the Mercmec campus,

adopt the p o l i c y chenges which were recommended - as outlined i n the addendum attached
to these Minutes.
Those changes were lodged at the August 9th Board meeting, in
accordance w i t h existing Board p o l i c y .

were made for the purposes of increased efficiency and clarification of ambiguities.

Equipment

Tho President of tho College, Dr. Cosand, requested the acceptance of a bid and
awarding of an order to Mr. William Hatina for Engineering Technology Equipment to bo
used at the Meramec Campus, for a total amount of $2,048.70. Vice President Robertson
pointed out that request for quotations hod been sent to four companies; however, due to
the special nature of tho equipment, the staff was unsuccessful in obtaining three bids

and Mr. Hatina had submitted tho lower of tho two bids received.

Contract Policy - Term
It shall be the p o l i c y of the Board of Trustees to retain the services of the officers
of tho District (college) and of a l l professional (certificated) porsonnol under and
pursuant to tho terms of contracts entered into between such persons and the
D i s t r i c t . Tho term of tho contract of officers of tho District (college), with the
exception of the Secretory end Treasurer, shall normally be for a period of three
years and tho term of tho contract for the f u l l - t i m e members of the faculty (teaching
staff) shall be one yoar during each of tho first three years of employment. C o m mencing w i t h the fourth year of employment, contracts shall be for five-year
periods, subject to ronowal at tho end of five years. After faculty members
(teachers) have reached the age of 6 5 , contracts shall again be for ono year
periods as described in section 4 . 2 0 of the M a n u a l . A l l contracts shall bo
effective as defined i n the contract.

The far-sighted vision of a group of citizens; the joint abilities of a survey team
of educators and lay people; the dedication and hard work of hundreds of people
from a l l areas of interest, education/ business, labor, industry, professional
groups, home owners, and housewives; resulted in the formation of The Junior
College District.

The college was created by a vote of the people on A p r i l 3 , 1962.

The Junior College District serves the c i t y and county of St. Louis - an area of

550 square miles, w i t h a population of 1,500,000, and an assessed valuation of
$ 3 , 5 0 0 , 0 0 0 , 0 0 0 . It embodies twenty-eight public high school districts - one
for the c i t y and twenty-seven fcr the county.

The first staff members were employedin the Fall of 1962, and the first classes
were held in temporary quarters on January 2 9 , 1963. The i n i t i a l staff consisted
of six administrators, ten full-time teachers, forty-one part-time teachers, and
nine c l e r i c a l personnel. For the Fall of 1965, there w i l l be more than 200 professional staff members.

The i n i t i a l student body consisted of 798 students, divided between two campuses
- one in the southern city-county area, and one in the north county area. For
the Fall of 1965, there w i l l be more than 6500 students enrolled on the three
District campuses.

The Board members, staff members, students and citizens are a l l looking forward
to the near future when permanent facilities w i l l be available on from one to
three college campuses. For the Fall of 1965, temporary buildings w i l l be i n
use on the two county campuses, and the first core of permanent f a c i l i t i e s are
under construction on the campus i n the c i t y . Architects are working w i t h the
three campus staffs concerning the o v e r - a l l permanent building development.
It is hoped that the first core of buildings at Forest Park w i l l be ready for use
for the Spring semester, 1967; and that the first core of permanent buildings at
the Meramec and Florissant Valley campuses w i l l bo ready for use by the Fall
semester, 1967.

Suggestions for modifications are always welcome, and i t is hoped that the basic

Advancement - Salcry Schedule
I
Advancement on the salary schedule is independent or promotion in rank.
Faculty
members may advance on the salary schedule during me first three (3) years of service,
but promotions in academic rank w i l l not be made coring this p e r i o d . A l l promotions
in academic rank and all advancement on the salary schedule w i l l be subjecr to the
criteria outlined elsewhere in this Manual (4.2Q.10). Charter faculty members w i l l
be credited w i t h a f u l l year's service for the Spring Session, 1963.
Condition I.
The Board of Trustees reserves the r i g h t , upon r e c o — e n d a t i o n of (he President of
the J . C D . to place incoming faculty members or :~e salary schedule in accordance
w i t h the best judgment of the campus and central or'rice staffs. Once employed
under contract, faculty members may advance withir, the salary schedule as described
in section 4, 20 of the M a n u a l .

PAYMENT OF COUNSELORS A N D LIBRARIANS
Counselors and Libra-ians w i l l be paid in accordance w i t h the same salary schedule
applicable to the teaching staff. Whenever counselors and librarians are employed for
periods longer tha1". t n e academic year,, rwo sessions, their compensation w i l l be determined in the same manner as that used for part-time instructional slaff. The maximum
number of credit hours for which they may receive compensation w i l l be f i f t e e n .
Fifteen credit hours would be the basis for compensation when the counselor or librarian
.was employed a minimum of eight hours a day during the entire session. For periods
shorter rhan the entire session or for employed hours less than eight hours a d a y ,
compensation would be p r o - r a t e d .

The Junior College District allows eight (8) holidays a year. The
offices w i l l be closed and employees w i l l be off (with exception of
certain maintenance personnel) on January 1st, February 2 2 n d , Good
Friday, M a y 3 0 t h , July 4 t h , Labor Day, Thanksgiving, and Christmas.
Members of the administrative staff may also have two of the three
f o l l o w i n g days as holidays by arrangement with the administrative
head of the i n d i v i d u a l campus or Central O f f i c e . These holidays
would be the Friday following Thanksgiving, December 2 4 t h , and
December 31st. A l l other members of the professional staff w i l l be
expected to be on campus i n accordance w i t h the regular college
calendar as outlined in the "Information B u l l e t i n " .
Whenever any of these holidays f a l l on a Sunday and State authorities
transfer its observance to the f o l l o w i n g M o n d a y , then Monday w i l l be
considered the substitute h o l i d a y . Whenever a holiday falls on a
Saturday, no additional day w i l l be g i v e n .

5.4.2
Suspension
The President may. for disciplinary purposes, suspend w i t h or without pay,
any employee for such length of time as he considers appropriate. The
employee shall be furnished a copy of a w r i t t e n statement s p e c i f i c a l l y
setting forth reasons for such suspension,
5.4.3
Layoff
A Classified employee may be laid off when i t becomes necessary by reason
of shortage of work or funds; the elimination of the position, or other
material change in the duties or organization. A l a i d - o f f Classified
employee w i l l receive first consideration for vacant positions for which
he is q u a l i f i e d .
5.4.4
Resignation
To resign in good standing, an employee must give at least fourteen (14)
calendar days : prior notice unless, because of extenuating circumstances
the District agrees to permit a shorter period of n o t i c e .
Right of Appeal
5.5.

1 Any Classified employee, after the probationary p e r i o d , aggrieved by
any decision or action of the President of The Junior College District, or
of the highest officer, employee or group of employees of the District
qualified under administrative rules and regulations to pass upon the
complaint, shall have the right to p e t i t i o n the Board of Trustees in v/riting
to review the action taken in such case. The Board of Trustees may consider the matter upon such petition or may refer the matter to a committee
of the Board and in reviewing such action or decision the Board may affirm,
reverse or modify the decision or action of the administrative o f f i c e r ,
employee or body and may make such orders in connection therewith as
may be appropriate under the circumstances.
Vacations,. Holidays, Si .k Leave, and other Staff Benefits
5.6. 1
Vacation
Each year during the first ten (10) years of employment, vacation time is
awarded at the rate of 5 / 6 of a day vacation for each month of service during
the year. Fractions of days w i l l be rounded to the nearest f u l l day.
For ten (10) to t w e n t y - f i v e (25) years of service, employees w i l l receive
15 days : vacation.
Over 25 years, employees w i l l receive one (1) month v a c a t i o n .
Vacation time w i l l begin accrual from the first day of employment by the
District, however, this vacation time cannot be taken by the employee

During the last three years you have been furnishing investment advice to The . j n i o r College
District in accordance w i t h a letter agreement entered into between Leo J . Wieck & Company
end The Junior College District on December 3, 1962 and as amended on June £, 1964.

The purpose of this letter is to rescind the prior agreement between you and the District and
to make a new agreement upon the f o l l o w i n g terms and conditions:

Cancellation of prior agreement. The agreement made by and between Leo J .
Wieck & Company and The Junior College District of St. Louis, St. ..ouis County,
Missouri on December 3, 1962, and as amended June 4 , 1964, is hereby rescinded
and c a n c e l l e d , and both parties agree that any notice requirement fcr such rescission
and cancellation is hereby w a i v e d . This rescission and cancellation is to be effective
as of November 1 , 1964.

Term & Services. From and after November 1, 1964, through and i n c u d i n g June
30, 1966 you w i l l provide the District w i t h investment consulting services, assist
the District in placing orders for treasury bills and certificates of deposit and do
such work in connection w i t h the investing or financing of treasury biiis and c e r t i ficates of deposit as the District may from time to time r e q u i r e .

Compensation. If this agreement is renewed for additional one year periods as
provided in Paragraph 4 , then your compensation for each of said one /ear periods
shall be $2,400.00 payable annually in the f i n a l month of said term.

Renewal. This agreement may be renewed by the District for one yec: periods from
and after June 30, 1966 upon 10 days notice in writing to y o u .

C a n c e l l a t i o n . The agreement is subject to cancellation by either par:/ at any time
upon 30 days written notice; provided, however, you shall receive a fee computed
at the rate of $200.00 a month for the number of months to the date c; effective
cancellation that have been completed in the then current term and s^ch fee shall
be in lieu of any retainer w h i c h would have been payable upon comp>erion of the

Miscellaneous. This agreement shall in no way apply w i t h respect to any
services w h i c h you may render in connection w i t h any bond issue by the
voters of the District following approval of any such bond issue by the voters
of the District and the compensation for any such services so rendered shall
be in such amounts and upon such terms and conditions as shall be agreed
upon at the time of any bond issue by you and the District.
If the foregoing represents your understand ing of the agreement between us, would you
please so indicate by signing in the space provided below and returning the original
signed copy of this agreement to the undersigned.
