Roll Call

Minutes (Carla Farniok) – Minutes approved with following change: State level contract for insurance is in negotiations
under the Director of Human Resources section. Greg made a motion to approve the minutes with changes. Amber
seconded and the motion carried.

Treasurer’s Report (Jamie Shuda) – No Report

President’s Report (Ed Lavin) – No Report
VI.
Civil Service Employee of the Month (Laura Caldwell) – Fred Adair with the Physical Plant is the Employee of the
Month for September. His presentation will be on September 11 at 9:30.
VII.
Vice President for Administrative Services Report (Jackie Thompson)
DPS will be hosting an open house on September 9 from 11-5 to for employees to see their new four-color press.
Refreshments will be served.
Michael Hott came back to work in late August after his motorcycle accident. He has had a remarkable recovery. It
is great to have him back.
Health and Wellness Theme – Western Walks will be the first week of October; We Care 2008 will take place
October 13- October 16
Adams Street – The University and the City of Macomb are each paying $25,000 to bring in a consultant to look at
Adams Street. It is in the preliminary stages, but are looking at possibly fixing up the street and adding a drug store
and barbershop. This will affect the campus and city greatly.
VIII. Director of Human Resources (Pam Bowman)
Medical Insurance – There will be a 2nd open enrollment from October 27-November 14. There will be meetings held
on October 27 and November 4. An email will go out to all employees and paper copies will go to the Physical Plant.
There will be changes in premium costs and the deductible for prescriptions.
Human Resources will be looking for a different Office Support Associate. Renee Edwards accepted another position
on campus.
Training and Development – It is now possible to sign up for training online. The classes get full and have a waiting list.
If you need to cancel, please do ahead of time if possible. This gives the employees on the waiting list a chance to get
in on the training.

1. Fundraiser
2. Blood Drive – It was a great success. There were 119 units donated in 2 days with 99% being students. It
would be a good idea to see if others can assist with the blood drive. Jim and Jamie will co-chair the blood
drive on October 31. Release time is being looked into with a scheduled appointment.
3. Payroll Deduction Plan
4. Pay For Exceptional Performance – There was a meeting on August 19, 2008 with Jackie Thompson, Pam
Bowman, Andrea Henderson, and Dr. Goldfarb. They did a wonderful job reassuring the Salary Committee that
they are looking out for all employees and they accepted the proposal. There were changes made and it will be
reviewed after 2 years. COAP approved this proposal without taking it to their group of employees. There was
discussion and concerns about whether to take it to all Civil Service Employees or if the council should approve
it without taking it to everyone. This will be distributed to employees by Administration through a press release
and website. The physical plant will get paper copies. Some unions will need to negotiate this into their
contracts. Questions and concerns about this need to go to Human Resources. Training sessions will be
provided for employees and supervisors. Evaluations will be done at the conclusion of the fiscal year. New
employees will be eligible starting in their second year of employment. Suzanne will get an updated guide to all
council members. There are 2 rounds of questions, concerns, and responses. This will be a compilation of the
all. Ed called a special meeting in 1 week.
5. Homecoming Parade – Laura is pricing a banner for Civil Service Employee Council.
6. New Shirts for CSEC – Richard made a motion to get the shiny striped shirts from Athletics and Greg seconded.
