1) Call to order at 2:23 PM.
2) Approval of minutes, March 12, 2009 by consensus as amended.
3) Waiver of AA/AS GE and proficiency requirements for holders of
bachelor’s degree or higher
Jane is tasked to formally write up this policy for discussion within and outside
the Council.
4) Conferring multiple degrees
The Council discussed adopting the policy in place at San Diego City College,
but adding that students can waive fulfilling the current catalog associate
degree requirement if they have a bachelor’s degree or if they have
completed the associate degree requirement at a college with reciprocity
agreement. In addition, Dara wishes to consider allowing limited number of
units previously applied toward an associate degree to also be applicable to a
new degree. She will write up the two alternative proposals for consideration.

5) Process for updating catalog
Ming reported that, after talking with Kaaren Krueg, that Kaaren does not
have particular issues of a new calendar for updating a catalog different from
the one she went through as long as all the different deadline regarding
articulation, curriculum, and sending the printing of the catalog out for bidding
can be satisfied.
6) Phase II of Title V changes
Judy Young reported on Part 2 of the Title 5 regulation changes. Originally to
be effective June 16, 2008, it is now delayed until Summer 2009, after input
from the CSSO. Some highlights include that students are limited to 4 Ws and
2 substandard grades (with a third try) for each course. Dara asked Judy to
point out places in the catalog that will be affected by the changes. Judy will
also bring board policies that are affected next time. Everyone is asked to
bring the catalog to future meetings.
7) Data on readmits of dismissed students — tabled because Judy Young
does not have the data.
8) Other and future items
Standardized tests to grant credit. Jane reported that the CLEP program
involves students being proctored at designated test centers for the exam,
and Tram found out that SJSU accepts the CLEP exams. Dara survey about
10 high schools in the area and found that none of them have an IB program.
Jane had trouble finding ETS literature to help institutions use AP scores to
grant credit but will continue to try.
Credit by examination. There seems not to be a standard process by which
student can apply credit by examination. Jane said that she doesn’t know of a
list of courses that allowed credit by examination. She reported that some
ROP courses are coordinated with a Chabot instructor so that their final exam
serves as the credit examination. However, there was an instance in which a
student attempted to get credit by examination in a speech class because the
high school class was very similar, and the student was not able to do so.
Edna will locate the form to petition for credit by examination for Jane and
Tram. Tram will also discuss the issue with the deans.
