Meeting Minutes

Members Present: Rosie Mogle, Dan Raveica, Tim Dave, Heather Hernandez, Desmond

Meeting began with Tim Dave discussing a request for feedback from the Budget
Committee, in regards to the Shared Governance Process at Chabot. On April 15th in
PRBC, they will be discussing the ideas they have gathered thus far. Tim continued to
say that quite a few people believe that the Budget Committee should have more input
regarding the college budget overall. There have been quite a few suggestions made,
and there are even some committee structure charts included in the handout provided
by Deonne Kunkel, chair of PRBC. This handout comes from the Shared Governance
Retreat held in Fall 2014. Some recommendations include revisiting membership of the
budget committee as well as expanding the role to include the allocation of other funds
like BSI, Equity, etc. Also, to rename the committee to the Resource Allocation
Committee, which is comparable with LPC.
Tim notes that Chasity has suggested in the past, that PRBC becomes more of a
Planning Committee without being restrained by budget. PRBC could cover the
planning, then bring their recommendations to the Budget Committee, who could then
assess feasible funding for that year and have the ability to recommend allocating from
a variety of funding sources available throughout the campus.
Discussion ensued regarding budget committee vs resource allocation committee,
continuing with the history of the campus shared governance process depending on
which president was in place at the time and how they chose to utilize the process.
Tim notes that one of the shared governance charts in the handout includes committees
that are not part of shared governance. It also includes some administrative offices,
which belong on an organizational chart rather than within a shared governance
structure. Discussion continued regarding the Budget Committee being aware of
available funds on campus, to address the variety of requests coming through Program
Review.

Tim refers to a handout and asks if the committee members present would like to
approve a comparable structure? Dan Raveica asks where the PRBC is on that handout,
because it's not listed. Without it being listed, we don't know how they would play into
the structure, therefore we do not want to approve it.
Tim asks how the campus will address their resource needs once the Bond funds are
depleted. As a campus, we will need to decide how we allocate available funds. At the
state level, they are beginning to look at allocating the funds under other factors, rather
than FTES generation. We need to plan for all of this.
Tim continues to discuss how to streamline the shared governance structure, and what
recommendations we may like to make to PRBC regarding the feedback they requested.
The Budget Committee should have reports available, and more transparency regarding
approval of allocated funds, just more information in general. Rosie reminds the
members that other than salaries and benefits, we have less than 5% to work with. Also,
the reason we don't post reports, is that now others are able to pull their own reports
for their departments. Tim mentions that not everyone has that access, so it would be
good to have it posted on a website so everyone could access it. Rosie says it used to be
done every month.
Tim asks, as a budget committee, do we know how many grants are currently active on
the campus? Do we know how much funds are available through those grants? How
much do those grants impact other areas, etc.? Most people on campus do not know
that, and it would be nice if they did. People could be better informed. Rosie mentions
that the budget will be posted in July, and by default, everything will be posted in the
report.
Rosie mentions that her replacement will need to pick up a lot of this work, depending
on how the committee moves forward and they may or may not receive any training.
Tim notes again that the budget committee should have more knowledge regarding the
overall budget.

All committee members present agreed that the feedback from the budget committee
would state that the committee should have more purview over being able to
recommend the allocation of a variety of funds available including grants, and
categorical funds when applicable.
