IPBC Summary Notes For February 25, 2004 Chabot College Institutional Budget and Planning Council IPBC Summary Notes Wednesday, February 25, 2004 Present: Ron Taylor, Gerald Shimada, Joe Kuwabara, Debbie Budd, Bob Curry, Rachel LePell, Chad Mark Glen, Laurie O'Connor, Carolyn Arnold, Melinda Matsuda, Robert Carlson, Denise Noldon, Vanessa Cormier, Chet Rhoan, Robert Curry 1. The February 11, 2004 Minutes were approved. 2. Grants Development Update Carolyn Arnold reported that the Grants Sub-committee recommended that the college apply for TRIO Student Support Services Program. This grant program is only open every 4 years, and we have been waiting to apply for this, because it is the only TRIO program that funds services in community colleges for community college students. Since it would help fund and expand student services that we are already providing, it was agreed that we should submit an application. Dr. Carlson reported that he would like the college to apply for the Early College High School initiative, or Middle College. It would involve sponsoring high school cohorts at the nearby R.O.P. who would matriculate into Chabot when they were ready for college courses. Since the grant needs to be written during the next month, there was not time to take it to the Grants Sub-committee for a recommendation. The high school district approached him with the need, and new funding from the Gates Foundation makes it financially attractive. Funds that pay for students in this program are much higher (double) than for our regular students, and the added revenue could be used for addressing current college needs. Carlson proposed writing a grant that would include a year of planning, during which we would determine if a Middle College was a good idea for Chabot, both philosophically and financially. We could then stop the grant if it was not a good fit. A discussion occurred around potential issues related to the perception of a college-sponsored program for high school students. Rachel LePell and others expressed concern about focusing on younger students and this issue when we were stretched with projects already underway and serving the students we have now. In addition, concern was expressed that the perception of Chabot as “Hesperian High” was hard enough to combat without actually having a high school program. Given that the first year would be spent exploring whether the program was a good fit for the college, IPBC endorsed the grant proposal with the above-mentioned reservations. It was understood that if we got the grant, the planning year would be spent addressing and exploring those concerns. 1 of 2 IPBC Summary Notes For February 25, 2004 3. Prioritizing 2004-05 Objectives and Activities Carolyn Arnold passed out the Strategic Implementation Grid: 2003-2006, which was limited only to items that had been shaded for implementation in 2004-05 and that the Theme Team listed as a priority. The goal was to review all the themes and come up with 10 or fewer top priority objectives or activities for the college for the year. The intention was to rate activities, and then see what objectives were specified. There was a total of 43 priority activities shaded and prioritized for the year 200405. Arnold instructed those present to pick their top 10 priority activities for 200405, and to give them points in priority order from their top priority (10 points) to their lowest (1 point). There was discussion about whether to rate activities that were already occurring, or to just rate new ones, and what to do about closely related activities. It was decided that everyone should decide individually which items to rate, and to combine items only if there was agreement on them. The rest of the meeting was spent rating the items, and gathering the ratings of each attendee.
