Discussion/Decision Items Review of 2011-12 Senate Retreat - Items under discussion: Classified orientation and mentoring (Meeting & Greeting new Classified Welcome wagon, intro to paperwork, campus tour) Leadership program, growing our own leaders Senate budget issues Need clarification on College Foundation Payroll deduction to support Senate Would like line item budget to support Senate operations to support activities and Conferences Communication on administrative processes Need handbook for administrative assistants (Committee comprised of members across the board.) College web site – Directory list developed for classified Improve distribution of keys 8. Senate President thanked Dr. Barberena for the microwave 9. Discussion with District Chancellor Dr. Kinnamon & Chabot College President Celia Barberena Chabot College President, Dr. Barberena, spoke first. She Liked idea of orientation welcoming group for Classified. She noted 100 of years of combined Classified experience that can be passed on to new employees. As we are not hiring new staff it’s a good time to plan for what is needed as far as training and identifying new ways to do things. The President’s Office is willing to support this effort with supplies and duplication/printing. Dr. Barberena will talk to the administrative staff about allowing classified do this planning and training activity during the work week. Classified should identify ways/times to get this work done. She will put this issue in the agenda at the next manager’s meeting. As far as leadership, she is supportive of in home advancement. She noted that Nancy Soto and Danielle Preciado advanced from within. She pointed out that managers have no job security as they work on contract. Classified are protected by the union. Managers have different working conditions. Chancellor Dr. Joel Kinnamon was impressed by the initiative of applying for the three CARE grants. He is pleased to see Linda & Lydia pulled in for computer training. He expressed support of the idea of Classified orientation. In reference to the desired line item budget to support Classified Senate operations. District is looking at new revenue streams to provide resources for auxiliary services. Currently, Las Positas College auxiliary services are funded though outside funding streams. The Chancellor suggested speaking with Erna De Nu at the District Foundation about payroll deductions to support classified senate activities. She can work with classified and the business office to transfer funds. She can make sure the funds are taken care of as far as payroll deduction. Celia Barberena reported that she had spoken to Rita Brown about this issue. Rita suggested it would be possible to look into payroll deductions they could go in to a co-curricular account that goes through ASCC. ASCC has a process ready to handle scholarships. Rita was hesitant to say that this could be done to handle payroll deductions. Co-curricular accounts are protected and have never been swept into the general fund. In our history this has never been a concern. Gregory Correa stated that he finds it distasteful how the termination of the Chabot foundation was done. Heidi Finberg, former Chabot College Foundation Coordinator, was successful and very well liked. Yvonne Wu Craig asked for clarification on Foundation Governing Board. The senate would like to offer being a member on the Foundation Board. Dr. Joel Kinnamon responded to this issue stating that Legal Council indicated there were legal issues with the set up of both college foundations. Legal Council provided steps that districts should take. Contract issues fast tracked the decision. The Board was put in a position of liability. The decision to terminate the foundation was not the district or Chabot’s but necessitated by law. Trustees are looking at other options for how foundations are set up in other districts. Work is being done to look at different types of models. Dr. Kinnamon agreed that It is important that both colleges have local foundation representation. Yvonne Wu Craig asked for information regarding the phases District is implementing to handle the college budget deficit. Dr. Joel Kinnamon stated that this is an internal process – You don’t know who’s going to leave one position to go to another making the outcome unpredictable. In-house hiring gives people opportunity to move to different types of jobs and experiences. The positions advertised in-house are prioritized. Dr. Celia Barberena added that any job that can’t be filled in-house will be handled as it is identified in the Classified Prioritization process. For instance the Security officer 1.6 position is going out to post as there were no in-house qualified applicants. All open positions are in process, filled or have identified as not needed. She said that we’re shrinking organizationally but we are looking at these areas to prioritize openings. Yvonne Wu Craig offered the Senate help in sending out notice on the status of open positions. Dr. Joel Kinnamon spoke about the budget deficit. The district is looking at where we are as an institution. There is a 3.5 million dollar gap. They will figuratively drive stake in ground and take an assessment. The question is, are we still able to serve students with this gap? The district is doing the same thing the State legislature does, we are fighting time for the economy to turn around. Joel Kinnamon recognized that we are more stressed now and morale is low district wide. People are exhausted as they are doing more than what they are required to do. He expressed confidence that they are going to close the 3.5 million dollar gap. There was 1.5 million saved by leasing buildings, the solar installations will help and working with bargaining units to close that gap can be done. There will be more attrition (People leaving) to close that gap. Mid-year cuts are already factored in with the 3.5 million gap. In a year may have restoration funding depending on the folks in the electorate. He is optimistic in moving forward. The District Budget study group factored 5% reserve in the budget with closing 3.5 million gap. | Gregory Correa felt that the District is self serving, top heavy and top pay. Cuts seem to always be on Classified. Dr. Joel Kinnamon responded saying that often times the perception of reality, history of previous bad times, get rolled into current bad times. Classified have been hit at Chabot and District office. District did reduce 7 or 9 manager positions. He will provide list. We have added positions in Human Resources but it is the same head count as years ago. What the State of California has chosen to fund is a problem for the district. There are a lot of different views and frustrations with the reduced budget. He acknowledged that he needs to be here on campus more often. He stated that being on campus get is a positive experience. Yvonne Wu Craig suggested that more district employees should spend time on campus so staff can trouble shoot problems as they come up. Dr. Celia Barberena noted that compared to other districts we are doing well. We only had 9 laid off as opposed to 20 at other colleges. Due to budget cuts we lost 56 Part-Time faculty positions over the past two years by reducing class sections. Yvonne offered the help of Senate to use as communication tools, for input, support. 10.
