Background
One of the key elements of the Health and Wellbeing Professions Committee
(HWPROC) strategy is to seek consistent company standards which will
better inform the industry’s decision making and protocols for managing
health and wellbeing in the workplace. This work has been identified as a
key task on the Railway Health and Wellbeing Roadmap.
It is recognised within the rail industry that managing health and wellbeing
issues amongst its workforce can make a significant contribution to business
performance. We seek to improve health and wellbeing management within
rail companies. At present there is inconsistency across companies for the
recognition and management of health standards. This variety of sources
can lead to gaps or inconsistencies. Consistent company standards can
better inform the industry’s decision making and provide protocols for
managing health and wellbeing in the workplace.

Aims and objectives
Aim
To scope and provide a baseline of existing standards, highlighting areas of inconsistency, gaps in knowledge
and/ or areas of disagreement.
Objectives
The review of standards would consider current approaches to managing the issue of ‘fitness to work’,
including looking at existing management of, and protocols in place to deal with fitness to work issues.
Alongside these, further consideration would need to be given to the impact of work on health and the
return to work and rehabilitation practices within industry. Once completed this review of existing company
standards for managing health and wellbeing would provide input for company standards development to
improve rail industry health and wellbeing strategy.

gain buy in from stakeholders

Establish a clear baseline of existing standards in order to understand and learn from existing best
practice.

Identify similarities, gaps and inconsistencies with key priorities for progress

Deliverables
•
An overview of the impact of work on health, in particular identifying any health and/or wellbeing
hazards or risks which are particular to the rail industry and are therefore considered within rail health
standards
•
An overview of the ‘fit to work’ protocols currently being used, identifying where appropriate missing or
inadequate protocols
•
Understanding of the rehabilitation practices and protocols within industry (both for return-to-work and
managing long-term conditions)
•
Recommendations seeking to address any existing weaknesses within the standards, following examples
of best practice (can be drawn from comparable industries e.g. construction)
•
The project deliverable will take the form of a report providing an overview of existing standards within
rail, highlighting existing gaps in standards and potential recommendations to inform best practice
voluntary standards for rail.

Overview of IOM Project
IOM will undertake a three stage process:
• A survey of current occupational health providers and, as appropriate,
of wider industry
• Appraisal of identified standards against current best practice
• Identification of gaps and development of recommendations
