1 Introduction

1.1 This document defines the working arrangements for the Driver Advisory System

Programme Control Board (DAS PCB) in accordance with SIC Protocol. This remit is issued by the V/TC&C SIC for the DAS PCB.

2 Purpose / Scope of the Subgroup

2.1 The purpose of the DAS PCB is to promote the development and deployment of DAS systems to meet the needs of the rail industry in support of the industry technical strategy.

The board is also tasked with contributing to the industry objectives for the management of capacity and carbon, algorithm optimisation and impact on schedules that sit within access agreements through the undertaking of an optimisation operational trial to manage conflict at airport junction exploiting the on board DAS units fitted to First Great Western (FGW) trains as a near term primary goal

2.2 The technical scope of the subgroup is focused in the following key areas a) The development of connected DAS systems to build on the deployments of standalone DAS that has been implemented by a number of passenger and freight train operating companies in the past two years. b)

To promote the undertaking of joint industry operational trial on the network to demonstrate the principles and operation of improved conflict management by the use of DAS and other predictive techniques such as mathematical algorithms to manage train path conflicts at key locations .

To support and monitor the integration of connected DAS with Traffic Management to optimise the effectiveness of Traffic Management in regulating the operational railway. e)

To support the development of principles and process, including algorithms,and system architecture to improve capacity management by the use of DAS at key locations.

To oversee the next phase of development (phase 2) of the COMPASS National programme for the generation of the tactical picture of a trains location, speed and direction of travel as a joint venture on behalf of the UK rail industry.

DAS PCB (Subgroup) f) To support the realisation of the longer term strategy to progress from connected

DAS, Traffic Management and the roll out of the ERTMS system across the UK rail network with the aim of achieving Automatic Train Operation (ATO) at the earliest opportunity.

2.3 This aligns with the scope of V/TC&C SIC as set out in SIC Protocol,to ‘provide the focus for train control and communication issues’.

2.4 This subgroup will draw on membership from across the rail industry initially from the Train

Operating Companies, Network Rail and RSSB including the Enabling Innovation Team.

The activities will focus on the current deployment of DAS systems as exampled by First

Group and more recently undertaken by South West Trains. The subgroup will ensure alignment with the work to define DAS standards already being undertaken by Network Rail on behalf of Traffic Management and in the longer tern act as the governance body for the integration of connected DAS with Traffic Management as it is rolled out across the network from 2015.

2.5 The sub group will report to the V/TC&C SIC. The chairman has been appointed by

Network Rail to ensure direct linkage to the Network Operating Strategy being delivered in control period 5 (CP5).

3 Objectives of the Subgroup

3.1

Work plan

3.1.1 The DAS PCB will monitor the progress of the development of the selected technology demonstrators and operational trials programmes to ensure consistency of implementation to common standards that can be applied to any part of the network where there is a business benefit and complying with the themes and strategic drivers of the Rail

Technology Strategy for carbon, capacity, customer, cost together with reliability, journey time and safety.

3.1.2 A summary work plan for the proposed FGW Conflict Management Operational trials at

Airport Junction is included in Appendix B of this remit.

3.1.3 Should the progress of the development of the selected technology demonstrators and operational trials programmes not satisfy these objectives. The DAS the Board will seek to bring together like-minded individuals with a common purpose of delivering the objectives stated in this remit.

3.2

Conditions under which the subgroup will cease activity

3.2.1 The DAS PCB will cease activity:

Under instruction from the V/TC&C SIC.

Upon withdrawal of industry support in kind.

Upon completion of the gr oup’s purpose, objectives and/or work plan.

3.2.2 Any proposal to disband requires the endorsement of V/TC&C SIC.

4 Membership of SIC / Subgroup

4.2 RSSB will provide administrative support which is in addition to formal membership.

4.3 Additional guests will be invited to specific meetings where an agenda item to be discussed would benefit from their domain knowledge. All invitations will be agreed with the chair prior to their issue ideally one month before the date of the meeting.

5 Disclosure of Interests

5.1 If a member, or a person for whom that member works, has a direct or indirect personal interest in a matter to be discussed by the committee, as distinct from a common interest of the industry category as a whole, the member shall declare that interest to the chair of the committee of which they are a member at the earliest opportunity: a) b)

On the first occasion at which the matter is discussed, or

If a member is not aware of an interest at that time, at the next committee meeting after which they become aware of that interest, regardless of whether the matter is being discussed at that meeting.

5.2 Once disclosed, an interest need not be disclosed again.

5.3 When a member declares an interest, the other members shall decide whether that member may continue to participate in discussions on the matter concerned or whether that member shall be excluded from the meeting while the matter is discussed.

6 Specialist Skills and Knowledge

6.1 Members will need to hold key decision making positions within the respective organisations and include experts from both engineering, operations and programme development with experience of the introduction of new technologies to the rail sector.

7 Delegation of Authority

7.1

Decision Making

7.1.1 Decisions shall be based on consensus. If consensus cannot be achieved the matter shall be escalated to V/TC&C SIC.

7.2

Reporting / Recommendations

7.2.1 The DAS PCB will report to the V/TC&C SIC as a minimum twice a year and if required by exception.

7.2.2 The DAS PCB report to V/TC&C SIC shall also include information on and status of the work plan and projects that sit under its control.

8 SIC Funding and Budget Management

8.1 Representation by the industry stakeholders on the DAS PCB shall be in kind.

8.2 Funding for specific packages of research and development will be made available from

RSSB subject to agreement from V/TC&C SIC and authorisation by RSSB.

8.3 RSSB will provide financial support for any non-research and development activities in line with the SIC agreement signed by RSSB and the V/TC&C SIC chair.

9 Process to elect and appoint new members / chairpersons

9.1 The DAS PCB shall follow the election process for new members or a new chair as set out in the SIC Protocol.

9.2 The DAS PCB will elect the chair from the membership of the group. The position of chair will be continuous, until the DAS PCB members agree by consensus to elect another chair, or when the existing chair resigns.

9.3 The retention of the position for the chair will be reviewed every three years.

10 Organisation / Operation of Meetings

10.1

Meeting Quorum

10.1.1 A meeting will be quorate with Chairman or nominated representative, Secretary, 1 x

Infrastructure Manager, 1 x TOC and 1 x RSSB or their nominated representatives.

10.1.2 If the meeting is not quorate absent members will have two weeks after the distribution of the draft minutes to make an objection to any decision taken in the meeting. If no objections are made the decision will stand.

10.2

Operation of Meetings

10.2.1 RSSB will facilitate the meeting in consultation with the chair of the meeting.

10.2.2 The meeting will operate to a pre-agreed agenda.

10.2.3 The DAS PCB will meet every two months, with exception where necessary to review progress and evaluate opportunities to further exploit DAS technologies.

10.2.4 If there are insufficient agenda items to be discussed at any single meeting the chair will, with consultation, cancel the meeting with a minimum of five working days’ notice.

11 Administration

11.1

Minutes

11.1.1 Draft minutes will be reviewed by the RSSB Technical Expert, and then by the chair before distribution to the group.

11.1.2 The draft minutes will be distributed to the group via the RSSB Extranet.

11.1.3 The draft minutes of each meeting will be approved at the following meeting.

11.1.4 The final approved minutes of each meeting will be distributed to the group via the RSSB

Extranet.

11.1.5 As part of the review of the draft minutes the DAS PCB members will confirm whether the approved minutes can be released into the public domain with or without modification.

11.2

Meeting Documentation

11.2.1 The DAS PCB meeting documentation will be provided to the group no later than one week prior to the meeting, exceptions to this must be approved by the chair.

11.2.2 The meeting documentation will be distributed to the group via the RSSB Extranet.

11.3

Remit Review

11.3.1 This remit shall be reviewed annually.

11.3.2 Any amendments to the remit shall be endorsed by the V/TC&C SIC prior to issue.
