Purpose of the paper 1.1 To approve RSSB Company Objectives for 2014/15 that will be used to drive improvement activities, delivery priorities and assessment of company and individual executive bonuses. 2. Background 2.1 In prior years RSSB has used a task based approach at department level to set Company Objectives, generating over 100 individual objectives. Whilst this has the advantage of providing a comprehensive set of activities it does less to encourage an improvement culture based on outcomes and an integrated approach to delivering support to the industry and members. 2.2 Against the background of a newly approved strategic business plan, a new chief executive and the start of CP5 outlining new targets it is appropriate to re-focus Company Objectives onto outcome based objectives. 3. Proposal 3.1 The Company Objectives are shown in table 1, alongside the KPI and/or milestone against which they will be assessed. The objectives have been set recognising: the shall and may functions of RSSB outlined in the strategic business plan the priorities set by the new chief executive: o People - maintaining and improving technical excellence o Customer – increasing responsiveness and communication o Being an effective and efficient organisation Feedback from members, especially the need for increased understanding of RSSB and its products and services. 3.2 The objectives are broad in nature to reflect the outcome focused approach and to support an integrated approach. The broad objectives are used to identify specific improvement priorities and a series of projects. The priorities are listed in Table 2. Alongside these the day to day activities (from risk modelling to CIRAS) and specific high priority programmes (e.g. ERTMS, driver training development) continue. A separate paper to the Remuneration Committee proposes that the Company Objectives will be used to assess 60% of individual bonuses (previously 100%) with 40% based on personal objectives aligned to these and personal development. 4.
