Financial Exigenc Proposal - Vice President Haragan requested that the ad hoc Financial Exig ncy Committ e give additional consideration to the financial exigency plan approve by the Sen te September 24. I anticipate another version of this policy will be c nsidered at 1the Senate meeting in December. II. Calendars - The 987 summer and 1987-88 academic year calendars are attached. III. Report on Octob r 10-11 meeting of the Council of Faculty Governance Organizations A. General Info ation - Twe ty-six Texas institutions were represented at this meeting. As might be expected, m rale was not high and a variety of factors seemed to be instrumental in increasing ension between faculty and administrators at several institutions. Faculty Salary w S a focus o discussion. Salary increases were schedaled for Lamar, Pan American, nd Texas A M Universities. Other institutional representatives stated that salary in reases were a possibility. It was emphasized that there was no legislative activi y that prey nted salary increases. Legal action fo breaking of contracts because of the rollback on merit pay increases was being c nsidered at some institutions. It was recognized that this was a difficult legal issue that would take a long time to be resolved if taken to the courts. B. Testing and emediation Programs in Texas - Joan Matthews, Program Director, Coordinating Board, r ported on th work of the committee on testing which was appointed by Coordina ing Board Ch irman Larry Temple. This committee i recommendin that beginning in the fall of 1989, or as soon thereafter as feasibl , all freshm n entering a public college or university in Texas be tested in reading, riting, and mathematic skills at levels required to ,erform effectively in colleg These tes s would be uniform across the state and ')e used for diagnosis and wou not be use for admission. The committee es mated it wo id cost $500,000 to develop the basic skills test over the FY 88-89 bie nium and $6 illion in the following biennium to implament the tests. C. Report by No an Hackerm on the recommendations of the tasks for2e of the Select Committee of H gher Educati n concerned with organized research. Dr. Hackerman discribed the followi g three prog ams that the task force will recommend: 1. Texas Enhanc ent Progra - A program that would distribute resear2h funds on a formula basis to all four-yea post secondary institutions is being re2ommended to replace current or anized resea ch programs. Faculty members at each institution would compete for fun S. 2. Texas Advanc d Research P rogram - Ten percent of the external funds the state received for research and other co tracts would be used for science, enginearing, and science policy grants that would b alloted through a statewide, competitiva system that uses peer review. 3.
