Training Policy

PURPOSE
The purpose of this Physical Plant Operating Policy and Procedure (PP/OP) is to establish the
official policy of the department for conducting employee training.
REVIEW
This PP/OP will be reviewed in March of each even numbered year (ENY) by the associate
managing director for physical plant with recommendations forwarded to the managing director
for physical plant.
POLICY/PROCEDURE
1.
General Policy
The Physical Plant provides quality training to all of its employees to the fullest extent
possible consistent with resources.
2.
Procedure
a.
The training program consists of three (3) elements:
(1)
Apprenticeship Training:
This three-year program is designed to satisfy the department’s need for qualified
journeymen in various skilled trades. Standards have been developed for 17
separate trades and approved jointly by the United States Department of Labor,
Office of Apprenticeship Training (OAT) and Texas Tech University Physical
Plant. (See ATTACHMENT A "Standards of Apprenticeship Training.") These
standards serve as a guideline for employer and employee, and describe the
requirements and operation of the program. The Apprentice Committee will
review each participant’s records at intervals while he/she is actively working the
program and at completion to ensure all requirements have been met and formally
accept the program as complete. Individuals will receive a certificate of
completion.

Upgrade Training:
(a)
Individuals Courses: Training is available for those employees who have
no formal training program(s) available to them. Through counseling, a
course outline is prepared to fit the individual's needs. Note: Funds are not
always readily available for this program.
(b)
Seminars: Many specialized technical, computer, and management training
needs are met through the University College department and commercial
sources.
(c)
Supervisor Training: This program is an in-house program that consists of
25 self-study core subjects, applicable math skills, and three elective
subjects. In addition, participants must attend a STOP for Supervisor’s
safety course. The supervisory program is made available to any employee
on a voluntary basis but is mandatory for all shop foremen and leaders
since it is designed to increase leadership and management skills. Average
program length is approximately 30 months and the employee receives a
certificate of completion at the end of the program.
(d)
The University’s Office of Quality Service and Professional Development
offer a wide variety of training courses in management, state-mandated
training, SERVICEplus, and other personal-interest courses online through
their website.
(e)
Computer Training: The Planning and Training office conducts periodic
training classes for all levels of Outlook, Word, Excel, and PowerPoint.
(f)
Mandatory Training: The following classes are required for all new
employees:
Within first 30 days of employment New Employee orientation
 Serviceplus training
 Benefits orientation
Within first six months of employment STOP safety training
All new supervisors, managers, etc. are required to attend the Universitysponsored management training classes as soon as possible following
initial hire or promotion.

All supervisors will be required to attend a minimum 1-hour training
session on Substance Abuse Awareness as mandated in TTU OP 70.35 as
soon as possible following initial hire or promotion. This training will be
required on an annual basis.
(3)
In-House Technical Training:
This program known as the Personnel Qualification Standards (PQS) is designed
specifically to serve the training needs of the two central heating and cooling
plants, museum, and Fiber and Biopolymer Research Institute. The program
addresses basic to advanced theory and the operation of specific plant systems
(boilers, turbines, chillers, water treatment, etc.). The program consists of five
performance levels: Utility Operator I (UO I), UO II, UO III, UO IV, and Lead
Utility Operator.
