PURPOSE
This procedure sets out the Health surveillance program at Monash University in accordance
with the requirements of the Occupational Health and Safety Act (2004) and associated
regulations and with Standards AS/NZS 4801:2001 Occupational Health & Safety
Management Systems – specifications with guidance for use and OHSAS18001:2007
Occupational Health & Safety Management Systems – requirements.
The Health surveillance program:
• Contributes to the detection of hazards and assessment of risk;
• Prevents and detects at an early stage any adverse health effects on staff/students;
• Assists in the evaluation of risk control measures.

SCOPE
The Health surveillance processes outlined in this document are provided on the Australian
campuses of Monash University.

DEFINITIONS

this procedure are as follows.
4.1
HEALTH SURVEILLANCE
Health surveillance is the systematic monitoring of ‘at risk’ staff for any adverse
effects of work on their health as it relates to their duties. It is delivered through
medical assessment and biological monitoring (e.g. audiometric testing and
spirometry (lung function testing)).
5.
SPECIFIC RESPONSIBILITIES
A comprehensive list of OHS responsibilities is provided in the document OHS Roles,
Committees and Responsibilities Procedure. A summary of the specific responsibilities
relevant to Health surveillance is provided below.
5.1
OCCUPATIONAL HEALTH TEAM, OH&S
The responsibilities of the Occupational Health team, OH&S include:
•
Coordinating the university’s Health surveillance program;
•
Maintaining records of assessment according to the OHS Records
Management procedure; and
•
Applying corrective actions and controls to address and to prevent
recurrences of adverse monitoring results.
5.2
STAFF & STUDENTS
It is the responsibility of staff and students to follow the direction of the university in
relation to Health surveillance requirements and participate in the OHS risk
management process including reporting of hazards that they identify in their
workplace.

HEADS OF ACADEMIC/ADMINISTRATIVE UNITS
It is the responsibility of the head of academic/administrative unit to ensure that
procedures are in place in their area to identify staff or students who require Health
surveillance.
5.4
SUPERVISORS
It is the responsibility of supervisors to ensure staff or students who require Health
surveillance are identified and provided with access to Health surveillance processes.
6.
HEALTH SURVEILLANCE PROCESS
A risk assessment must be undertaken to determine if Health surveillance is required for any
given hazard. Health surveillance must not be used as an alternative to the implementation
of control measures.
When Health surveillance is required, the area must contact their Radiation Safety Officer,
Biosafety Officer, OHS Consultant/Advisor and the OHS Health Team, to make the
appropriate arrangements. Typical Hazards that may require Health Surveillance include:
• Ionising Radiation;
• Biologicals;
• Noise; and
• Hazardous substances (especially carcinogens).
Note on Laser Safety
Medical eye examinations are not a requirement of AS/NZS IEC 60825.1 2011 Safety of
laser products - Equipment classification, requirements and do not form part of the formal
Health surveillance program.
However individual academic/administrative units are recommended to arrange eye testing
for their staff and students in the following circumstances:
• Following any apparent or suspected laser exposure in excess of the relevant
maximum permissible exposure (MPE) – (AS/NZS IEC 60825.1 2011)
• Following serious injury to or illness of the eye.
