INCOME MAINTENANCE CASEWORKER III
Adult Medicaid Unit
The primary purpose of this position is to determine Medicaid eligibility by initial intake of applications of Long
Term Care and reviewing of ongoing cases. The process requires gathering and verifying required information,
interviewing prospective public assistance applicants, providing program information, and determining eligibility
based on Federal and State guidelines. This position requires worker to know basic laws, policies, procedures
and regulations and to apply them accurately.
This position is responsible for the management of the following programs:
 Medical Assistance and Cost of Care for Long Term Care cases for Disabled and Aged
(MA/LTC)
 Domiciliary Special Assistance to Disabled under 65 and aged 65 years and over (SAD &
SAA, SA In-Home)
 Medicaid for Aged, Blind, and Disabled (MAABD)
 Medicare Qualified Beneficiaries (MQB, MQB-Q, MQB-B, MQB-E)
 Medical Assistance for Community Alternative Program (CAP)
 Carolina ACCESS Managed Care Program
 Family Planning Waiver – Limited benefits for males 19-60 years of age and females 1955 years old (MAF-D)
This position is responsible for initial determination, processing and recertification of Adult Long Term Care
program at least 50% of the time. Long Term Care and Special Assistance programs are designed to provide
medical and financial assistance to clients who are unable to pay for cost of care in nursing homes and
domiciliary settings and who are not able to be cared for in a private living arrangement. Special Assistance
(SA) In-Home services provides a choice to those facing care in an adult care home by providing sufficient
income, adequate housing, necessary health and social services and case management to enable some individuals
to remain safely at home rather than being placed in an adult care home. In addition to Long Term Care,
MAABD programs provide medical assistance for clients in Private Living Arrangement who are disabled or
over 65 years of age. MQB programs provide limited medical assistance to clients who have Medicare. CAP
programs provide medical assistance to qualified persons who seek in-home service in lieu of being placed in a
nursing facility.
RECRUITMENT STANDARDS:
Knowledge’s, Skills, and Abilities -Thorough knowledge of income maintenance program assigned.
Considerable knowledge of all agency and community programs and services which could affect the
client/applicant. General knowledge of all income maintenance programs. Good mathematical reasoning and
computational skills. Ability to read, analyze, and interpret a variety of regulations, policies and procedure of
varying complexity. Ability to work independently and prioritize work. Ability to instruct arid evaluate the
work of lower level employees. Ability to train employees in new and existing rules, regulations, policies and
procedures. Ability to understand the needs and problems of clients/applicants. Ability to perform caseworker
function under and within structured time frames.
Minimum Training and Experience Requirements
Two years of experience as an Income Maintenance Caseworker; or an equivalent combination of training and
experience.
