SUMMARY OF THE BOARD OF TRUSTEES MEETING
September 22, 2011
Actions taken:
1. Approved a resolution expressing its deep appreciation and gratitude to General
Counsel Sonali B. Wilson for her dedication and service for eleven years of
service as Secretary to the Board of Trustees and extending best wishes in the
fulfillment of her extensive legal duties and responsibilities in the Office of
General Counsel.
2. Reported and entered into the record the adoption of the First Amendment to the
Series 2011 Resolution by the Executive Committee on behalf of the Board of
Trustees on August 23, 2011, authorizing the issuance of Taxable General
Receipts Bonds to finance the costs of public improvements relative to the North
Campus Neighborhood Project.
3. Awarded tenure at the rank of Professor to Dr. Meredith Bond in the Department
of Biological, Geological and Environmental Sciences, effective the first day of
full-time employment at Cleveland State University as Dean of the College of
Sciences and Health Professions.

Awarded Emeritus/Emerita status as appropriate to the following nine retired
faculty members: Gordon J. Beggs, Elizabeth J. Cagan, Dena S. Davis, Jayne
Fuglister, Norman Krumholz, Toshinori Munakata, Kenneth Nevadomi, Brian M.
Scott, and Lloyd B. Snyder.
5. Awarded Associate of the University status to Mildred Barnard, Michaeline
Carrig, William Ertell, Wanda Glenn, Debra Hubbard, Richard Koloda, Frank
Moran and Bernadette Salada; and Librarian Emeritus status to Lesley Jorbin.
6. Approved a total University Budget for FY 2012 in the amount of $266,141,520,
comprised of an Operating Budget of $220,716,662, General Fee Budget of
$21,769,540, and an Auxiliary Enterprises Budget of $23,655,318.
7. Approved an amendment to the Campus Dining Management Services Agreement
enabling the Management Company (Chartwells Division of Compass Group
USA) to assume direct responsibility for deposit of cash and credit card from
retail sales with stated requirements related to the accounting for such deposits.
8. Ratified the action of the Board of Trustees Executive Committee, approving the
sublease with Total Pack Management for space within 2800 Euclid Avenue that
had been utilized by CSU for the commercial kitchen until the new Student
Center and food preparation facilities were built.
9. Authorized the continuation of the Managed PC Lifecycle Program, enabling the
University to procure pc equipment in standard configurations up to $1.5 million
for each of the next three years, and while standardizing with one vendor, is under
no contractual obligation to buy exclusively from Hewlett Packard Company.
10. Accepted, with thanks, the cash gifts and pledge payments totaling $3,844,189
received by the Cleveland State University Foundation during the period April 1
to June 30, 2011, and directed the President to use the gifts subject to their terms
and conditions.
11. Accepted, with thanks, the Sponsored Programs funds totaling $2,772,707
received by Cleveland State University during the period April 1 to June 30,
2011, and directed the President to use the Sponsored Programs funds subject to
their terms and conditions.
12. Approved the sublease of 30,000 square feet in the Middough Building, located at
1901 East 13th Street, from the University to The Cleveland Play House to house
their offices and related theatre support operations, and authorized the University
Administration to execute the sublease.
13. Approved a lease of 2,000 square feet of space in the Cleveland Medical Mart and
Convention Center Complex from Cleveland MMCC LLC for the first three years
at no cost to promote and support the University’s marketing and educational
objectives relative to the health sciences and medical programs.
14. Approved the movement of $4 million from PNC Capital in the University’s core
fixed income portfolio and investing $2 million in the Loomis Sayles Bond (an
opportunistic fixed income fund) and $2 million in the Templeton Global Total
Return Bond Fund (a global fixed income fund) as recommended by the Financial
Affairs Investment Subcommittee in accordance with the amended Investment
Policy, permitting a portion of the fixed income portfolio to be allocated to noncore fixed income management in the current lower interest rate environment.
15. Passed the Board Resolution directing the Administration to execute and
implement the successor collective bargaining agreement between Cleveland
State University and the American Association of University Professors – CSU
Chapter, covering the three-year period from August 16, 2011 through August 15,
2014.
16. Passed the Board Resolution directing the Administration to execute and
implement the successor collective bargaining agreement between Cleveland
State University and the Communication Workers of America, Local 4309,
covering the three-year period from November 1, 2011 through October 31, 2014.
17. Passed the Board Resolution directing the Administration to execute and
implement the successor collective bargaining agreement between Cleveland
State University and the Service Employees International Union, District 1199,
covering the three-year period from October 1, 2011 through September 30, 2014.
18. Approved wage increases and health insurance program changes for eligible law,
non-bargaining full-time faculty, administrative faculty, non-bargaining unit
professional staff and non-bargaining unit classified staff that are comparable to
the economic packages provided to bargaining unit faculty and staff.
