AA/EOE Page 1 of 2 Revised 11-13-12 ACCOUNTING TECHNICIAN II Administrative Unit Primary Purpose of Position The primary purpose of the Administrative Unit is to provide management and support to the agency’s two locations in Ahoskie and Winton. Administration serves as the liaison between units within the department and with other agencies, county administration, organizations, and businesses in the community. This unit is responsible for the daily operations and functions of the Department of Social Services to ensure that services are rendered as mandated by Federal, State, County laws, regulations, and policies to clients and staff. The agency operates from two locations; Ahoskie and Winton. This is independent and/or supervisory accounting technician work including the maintenance of accounts receivable records including the preparation of daily reports on collections, posting of figures to general ledger and the taking of trial balances and preparation of billing statements. The primary purpose of this position is to assist the Director and Administrative Officer in budgetary and fiscal operations. The person in this position must be knowledgeable of Social Services programs, Local, Federal, State government and County funding streams. This position is responsible for billing in Community Alternative Program (CAP/DA), Medicaid At Risk and Special Assistance case management services via North Carolina Medicaid Web claims program to Electronic Data System (EDS) website and recouping revenues from Division of Medical Assistance (DMA). This position is also responsible for tracking and billing for Medicaid transportation expenses as well as other DSS accounting duties. Regular work hours are Monday through Friday from 8:30am to 5:00pm. Additional work hours beyond the 37.5 hour work week may be required infrequently to include participation in community, professional, information meetings and training sessions; and providing mandatory shelter duty. The preferred candidate will have a working knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions, working knowledge of established governmental and departmental bookkeeping practices and procedures, thorough knowledge of proper office procedures, protocol and office management techniques, effective oral and written communication skills and be able to analyze and interpret policy and procedural guidelines and to resolve problems and questions. RECRUITMENT STANDARDS Knowledge, Skills, and Abilities General knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions. General knowledge of established governmental and departmental budgeting and bookkeeping practices and procedures. General knowledge of office methods and procedures. Ability to plan, organize, and review the work of subordinate clerical personnel Ability to maintain effective working relationships with the public and other government employees. Ability to present information clearly and concisely in oral and written form. Ability to interpret and apply laws, regulations, and policies to the maintenance of financial records. Minimum Education and Experience Graduation from a high school including or supplemented by basic courses in bookkeeping or Accounting and three years’ experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Completion of a one or two year business course in an accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting may be substituted for two and three years of the required experience respectively.)
