Policies and Procedures Manual – Fran has gone through the manual and removed the
procedures that pertain to juvenile facilities and taken out all references to juvenile
facilities. After the first of the year, a corrected manual will be mailed out. Row and
Judy will be working on changes to the GED procedure and will get it back to central
office when completed. The Vision and Mission statement will be rewritten at the March
principal’s meeting.
The employee handbook has been updated also and it will be sent out after the
holidays.
If you need TABE materials or books please email a list to Rhonda, we will do one order
and then mail you what you need.
CEA Audits – There are four schools to be audited in 2013. They are Northern
Regional, Mt. Olive, Pruntytown, and Huttonsville. These will be done in May, if there is
a time that is good for you and you want to schedule your audit notify Fran.
ABE audits will be done at Mt. Olive, Pruntytown and Huttonsville. Check with your
RESA ABE contact to see when you are being scheduled.
GED updates – We are no longer going to computer based totally. If you want to do the
computer based and become a test site notify Fran. The orders have gone out for
materials, if you have not received your materials check with your examiner. The
purchase orders were approved but the materials have to be ordered online and be
exactly what was put on the purchase order. Make sure the old tests are sent back
securely and that 2 people do the inventory of the old and new tests. There are 2 other
companies who are coming out with high school equivalency tests. Both are based on
the common core standards. Mike Shaffer is going in February for training being
offered to ABE teachers in using core standards and the new GED. He will then be a
trainer and will train others.
Fran is doing a presentation to the State Board in January concerning the policies and
State Code that will need to be updated due to the GED changes. Will no long be
called GED, but high school equivalency. The certificates say GED completion will now
read High School Equivalency Diploma.
Budgets/finances – A report will be sent to each facility and will show your budget
balance. Be sure to check these balances carefully as we are about ½ through the
budget cycle.
Collection accounts – At the CTE conference we learned that these accounts should not
be carrying a large balance, it should not be a money making venture and should be
used to replace consumables. The balance on these accounts should be between
$2,000 and $3,000. If they are over these amounts, the money needs to be spent. Also
we should be paying sales taxed on the goods. We will be sending out some guidance
on this and a spread sheet to keep accurate records. Be sure you are calculating the
amount of goods only and not on labor. We will need to start paying the necessary
taxes for the first quarter at the end of March.
Purchase orders – If you are unsure of the status of a purchase order, let Jacob know.
Send a list of outstanding purchase orders or service agreements so we can check on
the status and if there are any problems that need to be resolved.
Fran, Kari and Jacob are working on a grant for Second Chance money for
implementing a re-entry model. It is a 2 year grant and will fund salaries, travel, etc. for
4 transition specialists. These will be at Huttonsville, Lakin, Southern Regional and
North Central Regional Jail.
Dealing with inclement weather is in the new handbook (on page 10 of old handbook)
Principal will make the call on whether to have school or not. Please go over this with
your teachers so they will know when to turn in sick leave, etc. Employees in facilities
are bound by the handbook and are subject to school holidays. When the Governor
gives State workers a day off, it does not pertain to the facilities.
We will be placing an order for 99 Days workbooks, please let us know how many you
may need.

The next principals meeting will be held in Charleston at John XXIII. This will be on
February 29-March 1. The overnight rooms will be at the Hampton Inn.
