Purpose. To establish procedures for administration and governance of the Cyber Operations (SCY) major. 2. Discussion: a. The goal of the SCY major is to produce graduates who are well educated in the technical and non-technical aspects of cyber operations, including both cyber security (defense) and cyber warfare (offense). The major requires students to take courses (including a capstone course) taught by members of the Center for Cyber Security Studies (CCSS) and several academic departments across all academic divisions. b. The SCY major is administered by a standing committee, the Cyber Operations (SCY) Committee, consisting of seven faculty members - one each from the Computer Science Department, the Mathematics Department, the Electrical & Computer Engineering Department, the Weapons & Systems Engineering Department, the Political Science Department, the Leadership, Ethics and Law Department, and the Director of the CCSS who also serves as its chair. Two additional members (bringing the total membership to nine), chosen from the members of the CCSS Advisory Board, serve as ex-officio members of the SCY Committee and provide an essential connection between the SCY curriculum and the Advisory Board input and feedback. The SCY Senior Academic Adviser is a faculty member from the CCSS. c. The SCY major is a Division II STEM major, and reports to the Academic Dean and Provost through the Division Director, Division of Mathematics and Science. d. Proposals for curricular changes are submitted by the SCY Committee Chair via the Division II Curriculum Committee. Involvement of other departments or divisions (as appropriate) will follow typical curricular review protocol. ACDEANINST 1531.81 e. The Department Chairs of the departments with representation on the SCY Committee will nominate SCY committee members from their departments for approval by the Academic Dean and Provost via their division directors. f. SCY Committee members normally serve four year terms and may be reappointed to subsequent terms. 3. Action a. SCY Committee Chair (1) Will establish times and locations of committee meetings and determine the rules and procedures to be used during meetings. (2) Will inform the Chairs of the departments with committee representation to request replacements when vacancies on the committee occur. (3) Will perform other such tasks as are necessary to ensure the smooth functioning of the SCY program, including general oversight of SCY course content, SCY curriculum management and assessment, and scheduling of SCY courses. (4) Will coordinate with Department Chairs on the assignment of faculty to teach SCY courses. b. SCY Senior Academic Adviser will assign academic advisers to SCY majors. SCY academic advisers may be from any department with SCY Committee representation, including the cess. c. Department Chairs of the departments with SCY Committee representation (1) Will submit nominations for membership on the SCY Committee to the Academic Dean and Provost via their division directors. (2) Will coordinate with the SCY Committee Chair regarding the offering of SCY courses each semester and the assignment of instructors necessary to teach courses in the SCY major. ~s 2
