Master's Degree or higher with Florida certification in Administration and Supervision, Educational Leadership or School Principal. 2. Minimum of five (5) years successful experience in school leadership. 3. Demonstrated ability to provide leadership in implementing instructional programs and school improvement initiatives. 4. Evidence of excellent communication skills. 5. Evidence of skill in critical thinking, problem solving and analysis of data. 6. Ability to perform the functions of the position. DUTIES AND RESPONSIBILITIES: 1. Direct the Title I, Title III, and Migrant programs; and oversee all Accountability Department activities. 2. Compile and maintain written records and reports on results of Title I, Title III, and Migrant and disseminates this information as appropriate to the school district, lay groups, the State DOE, and U.S. Office of Education. 4. Study legislation, projects, and programs for the possibilities and opportunities that may be offered for educational grants, entitlements, and allocations offered relevant to the needs of the district. Remain up-todate on changing laws and requirements. 5. Collaborate with the Chief Financial Officer and Assistant Superintendent of Curriculum and Instructional Programs in planning the utilization of funds available to schools. 6. Assure compliance with Federal Legislation related to Title I, Title III, and Migrant. 7 Supervise and evaluate department personnel. 8. Assure compliance with Florida Statues, State Board of Education Rules and Regulations, and the policies of the St. Lucie County School Board related to the instructional programs. 9. Work with the Assistant Superintendents in obtaining information regarding the effectiveness of program implementation. 10. Conduct data analysis, review and develop strategies to support continuous improvement. 11. Provide positive support to the Superintendent, Deputy Superintendent, principals and schools in ensuring that St. Lucie County Public Schools are premier centers of knowledge. 12. Provide leadership to organize schools into a coordinated and supportive system focused on students and the work provided them. 13. Provide leadership in maintaining a coordinated and mutually supportive system of school: a. Coordinate district level planning with schools. b. Coordinate and monitor programs, operations, activities and staffing of schools. c. Assist principals in ensuring that schools meet district and school improvement plan goals and objectives and that school goals are aligned with those of the district. d. Recommend improvements to principals regarding program operation, discipline, staffing patterns, budget matters and facility maintenance. e. Provide the management communication link essential to the decision-making process between schools and district personnel. f. Conduct articulation sessions among K-12 principals to provide for a seamless curriculum for students as they transition from elementary to middle to high school. Page Two Executive Director of School Improvement g. Identify and synthesize information on school needs and act as liaison with administrators of service functions to resolve concerns. 14. Assist principals in ensuring that students are successful: a. Assist principals in developing and implementing challenging and engaging work for every student (core business of schools). b. Provide leadership to schools in the planning and implementation of school improvement initiatives through the use of data analysis and the development of strategies to enhance progress toward school and system based objectives. c. Assist the Deputy Superintendent and other district leaders in carrying out an approved plan of curriculum development. d. Conduct frequent on-site visits to schools and make recommendations to the principals regarding improvements or needs. 15. Provide leadership in establishing and maintaining positive relationships with parents, community members, civic organizations, and other stakeholders: a. Serve as a line officer to the Superintendent and represent the district at community and school functions. b. Work with civic and government organizations to establish, maintain, and enhance good relationships and promote activities of these organizations that complement the goals and objectives of the school system. c. Assist principals in developing school-community relations and marketing schools. d. Assess community opinion and attitudes and apprise Superintendent of changes that may impact schools and/or the district. e. Serve as communication link with parents, citizens, and others needing assistance with school issues/concerns. 16. Mentor and coach existing and aspiring administrators and other school-based employees: a. Develop and implement group coaching and mentoring sessions for principals and assistant principals. b. Assist principals in identifying personnel with leadership potential and work with principals to mentor those individuals. 17. Assist the Deputy Superintendent with tasks related to the staffing and operations of schools: a. Develop policy recommendations related to school programs and operation. b. Advise Deputy Superintendent and Superintendent regarding selection and placement of principals and assistant principals. c. Assist with establishing annual enrollment capacities of schools. d. Assist with strategic and systemic planning. 18. Provide professional development on the grading rule. 19. Assist Assessment Department staff in the creation/development of data reports to outline areas of need. 20. Host grade level/subject area data chats with identified schools, following each district monitoring assessment. 21. Present all updates/information regarding State assessments. 22.
