Janet Guillickson
Gave an overview of the SCCs and the surrounding community. Focus on the completion, focus
on student learning. The central focus of what we do is graduate students.

$65 reimbursement for college in the high school.
Smarter Balance assessment is up and running. What about running start students who go back
to high school, do they take SB? This is being worked out so more to come.

Collaboration between basic education and professional tech programs.
He is looking for student services input and collaboration at the SBCTC. Please contact him with
ideas and feedback regarding I-BEST.
President Academy:
Strategic visioning committee looked at diversity and equity issues in the WACTC. They learned
that the student diversity gap is increasing more and faster than employee gap over the past
five years. They will be hosting the May president academy to discuss the findings. Fall topic
will be on sexual assault and prevention.
Budget update:
Session ended Sunday with no budget. They are now in special 30-day session to work on the
budget.
1. We need maintenance level funding.
2. Enrollment targets need to remain the same.
3. Support the tuition freeze as long as the backfill with state funds and as long as the
increase funds for state need grants.
4. Expansion of the MESA program as it is tied directly to STEM.
5. Advocating for state corrections education.
6. Advocating for fully funded salary increases
Allocation and Accountability Task Force
Problems identified that need to be fixed:

The current system does not put enough money into performance.

There is too much of a difference in funding per FTE across the system with no clear
reason for the differences.
There is no recognition of different costs for the different programs/mission areas.
District enrollment targets are not adjusted in a meaningful way – some districts are
chronically over-enrolled, some under.
There is not enough focus on setting enrollment targets using agreed to variables
that result in a more equitable distribution of funding across the state.
Set Gross Funding Levels.
Five percent ($31.4M) of the budget allocated for SAI. Allocation will be based on
the recent full academic year.
MOA is minimum operating allocation.
If you are under your enrollment target then you will lose FTE that will be placed in a
pool of enrollments for district share.
Determine weighted enrollment share.
Compile District Allocation
International students matter if they are in or out of the allocation formula. Colleges will get to
move most of their international enrollments to contract. Can use up to 2% to make
enrollment target, but not more.
Enrollment counting: WACTC convened a work group. The list of representatives can be found
on the WSSSC website.
WACTC recently voted to approve the math strategic plan.
FITW grants: request will be going out to all requesting interest in participating. The concept
paper is on the website.
The WSSSC members of the Evidence based practices work group are Bill Belden, David Larsen,
and Matt Riggs.
Best practice Exchange will be October 27, 2015. The theme has not be identified yet.
Two legislative interns from Pierce and Highline colleges. The program was a success.
Diversity grant to College Spark. We are still deciding whether to move forward with the grant.
More information to come.
Motion: Bob Morbacher moved that the WSSSC move forward with a state contract with
Campus Clarity contingent on accessibility standards that will be divided equally among
participating colleges. Jack Huls seconded.
Motion passed.

Training: There will be materials on the ctcLink training website. There are different levels of
training. There is a video describing the Student Center.

Common Policy development – BAC is working on these. There is a list of recommendations
that will be approved at the next BAC meeting.
Competency Based Degree pilots – The main issue at the moment is accreditation. Pilots
cannot be advertised until accreditation has been received.

ctcLink Update
 Payroll Process Testing. One outstanding error to fix and configuration issues. Hope to
be done by early next week.
 Chart of Accounts. Issue will be resolved for FirstLink to work effectively. Final
adjustments will be made prior to Wave 1 implementation.
 CHEMLIs being completed. Many stages of testing prior to UAT process at the college
level.
 Training Schedule. More focus on online training. Still in development. Training
schedule is being developed.
 Wave 1 Date. Will be determined soon for end of August, after quarter ends. Each
additional wave may be 9 or 12 month increments, still be determined.
 How confident is the August 24th date? It will happen.

Mobility. Contract approved. Programming is taking place. Goal to have it up and
ready by June 1st. Have a mobile support person on staff.
Critical path items - payroll and student financials. Daily check in actions.
Discussed the importance of commissions being involved early when a problem is
identified to ensure expertise is captured prior to a solution being implemented.
HEUG - Higher Education User Group for PeopleSoft conference is being held in Seattle
in 2016. Great training opportunity. Many resources for colleges as they transition and
post-transition.
Reduce the overall number of systems interacting with PS. IT impacts could be
significant after Go Live.
External review was contracted in relation to Moran report. Report confirms we are on
the right track to compete FirstLink in August. Suggestions were made for operational
changes. Audit was contracted to assess how to move forward, not to review all work
that has been done. Plan calls for project work to be completed by early July to allow
time for training prior to Go Live.
SBCTC meeting - board member has been assigned as liaison to project. ctcLink will be a
standing agenda item at each meeting.
Training. Recruiting for a full time training manager. Engage multimodal training by
engaging SBCTC staff resources and college teams. Training elements will be open to all
waves of implementation in phases, as appropriate to the work needing to be done.
Information Security Council Discussion
 IT Commission is supportive of creating a council focused on information security. A
proposal is being developed.
Campus Clarity Purchase
 Mike Scroggins will review contract proposal from Campus Clarity and purchase options
as HR and WSSSC discuss options.

There are some real concerns regarding insurance for athletes. The concern is that the rates
are based on a camp model versus individual incidence.
Looking for a formalized plan regarding health and welfare.
Make sure there is a concussion management plan on your campus. Should be working with
AD and commissioners.
There is an inequity between WA and OR schools’ ability to give scholarships and tuition
waivers for their athletes.
More questions and concerns regarding transgender students. A draft policy is with AAG.
There are several policy moving forward regarding the decorum of the athletes.

1. The summer conference is August 13-14 at Semiahmoo Resort. Theme is around Systemic
Barriers to Access and featuring Lee Mun Wah as keynote.
2. The fall conference is November 13 at Skamania Lodge in the Columbia Gorge. The theme is
Solutions and Best Practices on Access.
3. The Association Scholarships for staff or students wanting to pursue a career in Community
Colleges - deadline extended to April 30.
4. The Award for Excellence in Leadership - nominations taken for outstanding leaders include
$1000 to be used for professional development at your college.

There will be some follow up with Mark Jenkins about the accessibility taskforce. Currently, the

ARC discussed a number of Student Services issues including the Competency Based Degree pilot,
ctcLink implementation, Title IV complaint process, and the Data Governance Committee.
The issue of how to provide students with transcripts from the legacy system remains an important
concern for ARC. ARC was briefed on the latest proposal from Mike Scroggins at the State Board. The
Registrars believe strongly that legacy transcripts should be housed at individual colleges and not at the
State Board. It is important for Mike Scroggins to hear these concerns directly from ARC at their fall
meeting. ARC has concerns with the proposed format for post-ctcLink transcripts, and the group
believes that a student’s Social Security Number, Date of Birth, and college-level GPA should be included
in the official transcript. ARC is drafting a memo to express their concerns over ctcLink transcripts. Scott
Copeland briefed ARC on the Instructional Commission workgroup charged with assessing policies on
Prior Learning Assessment. Recommendations are due by end of December. Scott suggested that ARC
should have at least one representative on the workgroup: ARC will forward possible names to WSSSC
via Dave Paul.

There is a request to increase the DSS allocation from the state. The DSSC taskforce submitted
report in December with recommendations to the legislature. WSSSC had has some serious
conversation around this issue and making some leeway.

They will be drafting a letter to the WACTC to help them with more technical support. They are
in need of a person for each office. The letter needs to be sent first to WSSSC before going to
WACTC.
