• Department of Military must coordinate COOP with all agencies

• Allows but does not require agency use or acceptance of electronic
signatures
• OCIO must establish standards
• Aligns Washington law with federal ESIGN law

• Community & Technical Colleges RCW
Streamlining (HB 1961 Passed)
• The 1991 legislation that transferred post-secondary vocational
education from K-12 to the two-year college system left it up to the
State Board to determine what tuition and waiver policies should
apply to the technical colleges.
• Over the next twenty years, the technical colleges slowly adopted
the same tuition schedules and waivers as the community colleges.
This bill integrates the technical colleges into existing tuition and
waiver statutes.

Streamlining (HB 1961 Passed)
• Added technical college to some statutes (student loans, tuition
waivers, building fees, S&A fees, tuition, excess enrollment…)
• Added community colleges required to comply with Sec 504 (ADA),
Title VI (civil rights) and Title IX (sexual equality).
• Removes old programs (Displaced Homemakers), expired capital
project RCWs.

VPA - Changes

payment advance
• Colleges are required to notify SBCTC if they
elect not to draw Vendor Payment Advance.

Debt Service in Fund 147
• DO NOT pay debt service (principal and interest)
out of Fund 147.
• Fund 147 allocation requires authorization from
SBCTC to establish appropriation index
• Fund 147 requires re-establishment of allocation
• Use Fund 149, 148, 145 or proprietary fund, as
appropriate.

website with a link on SAO website
