TY5 SUMMARY OF PROPOSED MANAGEMENT ACTIONS
Management actions can be taken by the Air Force to reduce the potential for consequences to
environmental resources. As presented in Table TY5.0-1, these actions are applied to specific topics
for consideration to avoid, where possible, impacts to resources. Such avoidance is not absolute;
rather it is balanced with operational considerations. Management actions are designed to enhance
environmental quality while not significantly reducing the effectiveness of the Initial F-22
Operational Wing beddown. Certain management actions, such as regional transportation or
education facility planning and development, are outside the authority of the Air Force to
implement.
Table TY5.0-1. Proposed Management Actions at Tyndall AFB
Project Element
Topic for Consideration
Management Actions
Aircraft Drawdown /
Beddown
Increase or change to
hazardous materials and waste,
including application /
removal of low-observable
coatings
Use existing HAZMART procedures for handling
hazardous materials. Update the base Hazardous Waste
Management Plan (HAZMAT) to reflect changes in
waste control procedures to minimize potential risks
generated by operational F-22 maintenance activities.
AICUZ Update
After the F-22 Wing is operational, a detailed data
collection would be conducted in order to determine the
need to update land use recommendations.
Interaction with local
municipal and private airports
and aircraft
Continue close coordination of Tyndall AFB air traffic
with the FAA to prevent conflicts with other air traffic.
Employ existing arrival and departure routes that have
proven effective for air traffic control and de-confliction.
Adhere to FAA rules for avoiding airports.
BASH potential
Review and update base BASH program for operational
F-22 activities.
Overflight effects on wildlife
Comply with existing airspace restrictions over wildlife
refuges and sensitive habitats.
Aircraft noise in surrounding
communities
Existing Noise Abatement Program would continue,
including a range of flight restrictions in Tyndall AFB
airspace.
Temporary effects of
construction noise on off-base
communities
Implement construction in phased manner to reduce
total noise generation. Perform construction during
normal work days/working hours.
Temporary generation of dust
and particulate matter
Employ standard best management practices (e.g.,
watering of graded areas, covering soil stockpiles,
contour grading).
Increase in soil erosion and
sediment transport into bodies
of water
Employ standard best management practices (e.g.,
erosion control and sediment retention measures).
Modification of buildings
Design construction and renovation to be visually
consistent with existing facilities.
Effects of construction on
archaeological resources
Treat unsurveyed areas affected by construction in
compliance with Section 106 of the NHPA.
