ADDENDUM 1 TO ITB 15-14 – Fresh Bulk Produce
This addendum is issued as a part of the aforementioned ITB. The changes incorporated herein are an
amendment to and supersede those conditions shown in the original solicitation. The Proposer shall
acknowledge receipt of this addendum by signing this form and returning with their submittal. Failure to do so
may subject Proposer to disqualification.
Q1. There are Net45 payment terms. Is this at all negotiable? In our case we work with farmers who give our
organization anywhere from Net10 up to Net30 terms to pay them.
A1. While the net 45 days is driven by Florida Statute (and not able to be changed), the District does
offer an E-payables program for vendors. E-payables is a program where the District pays vendor
invoices via the vendor’s credit card (merchant account). In other words, if the vendor accepts credit
cards for payments, the School District can pay quicker. The payment timeframe with E-Payables is 10
days or less.
Q2. Just wanted to confirm that this Invitation to Bid is a one year term. Also, the estimated quantities are
based on that one year term.
A2. The quantities listed in the bid are only an estimate. The actual usage may increase or decrease
from the estimate listed within the bid.
Q3. Item #27 it states that deliveries are to be made to one location (the Treasure Coast Food Bank). This is
very important due to our business model. We make multiple stops to farms around the state to acquire
products. As we have done with Palm Beach County, our business model works for dropping these Florida
products off in a centralized location. This appears to be the case in Item #27 but I wanted to confirm.
A3. All items will be delivered to one central location (Treasure Coast Food Bank).
Q4. What is the process to bid on items not listed within the bid (Attachment H)?
A4. Attachment H includes a section (item 9) to write in items that were not specifically requested.
Vendors are encourage to submit as many items as they choose (not limited to 4), using pounds as the
unit of measure.
Q5. Will there be a way to add vendors to the bid?

A5. The only time the District will add vendors to the approved list is each year at renewal. The current
bid will remain in place for one year. Any vendors wishing to provide products at any point within the
next year needs to submit on the current bid.
Q6. Where is the bid posted?
A6. The bid is located on our website (http://www.stlucie.k12.fl.us/departments/purchasing/currentsolicitations.aspx), Demandstar.com and our bulletin board within the District Purchasing Department
office.
Q7. How does the pricing on Attachment A work? What about fluctuations in pricing?
A7. ITB 15-14 is to pre-qualify vendors to provide bulk fresh produce to St Lucie District Schools for a
one year period (with three one year renewals). The pricing included within Attachment H is for the
first year of the contract. The pricing listed will be the maximum amount the vendor is allowed to
charge the District for their products. Vendors may reduce their price (from what was submitted on
Attachment H), but will not be permitted to increase prices. This does not apply to contract renewals.
Q8. What Attachments are required with the submittal?
A8. Vendors should return the following documents with their bid:
 Drug Free Workplace Certification (Attachment B)
 Jessica Lunsford Act Compliance (Attachment C)
 Insurance Requirements and Hold Harmless (Attachment D) – insurance certificates are
not required at time of bid submittal, but will be required prior to PO’s issued.

 Certification Regarding Debarment (Attachment J)
 Buy American Certification (Attachment L)
Q9. On refrigerated trucks, is there a time where the trucks would not be required?
A9. Yes, if produce is harvested within (under) 6-8 hours and delivered directly to central location.

Q11. What if the quantities listed are too large for a vendor?
A11. All vendors are encouraged to submit a response. In order to maintain adequate supply, the
District anticipates purchasing from multiple vendors throughout the year. One vendor is not required
to supply the entire estimated quantity,
