The SFPA Mission

The Sea Fisheries Protection Authority is committed to the effective and fair regulation of the sea fishing and seafood sectors that fall within our mandate. This means all fishing vessels operating within Irelands 200 mile limit, Irish fishing vessels wherever they operate, and all seafood produced in Ireland wherever it is marketed.

Health Certification

 Consignments of fish/fishery products and molluscan shellfish exported to third countries are accompanied by a Health Certificate.

 These Health certificate are issued to industry by the SFPA who are the Competent Authority under

Irish and European legislation, in respect of fishery products manufactured, processed or packaged in Ireland.

Russia

A Memorandum of Understanding (MOU) between the Sea-

Fisheries Protection Authority (SFPA) and the Federal Service for Veterinary and Phytosanitary Surveillance of the Russian

Federation (Rosselkhoznadzor) was signed on the 14th of

January 2009.

At the time, this document was the basis on which fish and fishery products were exported from Ireland to the Russian

Federation. In accordance with this MOU a list of establishments permitted to export to the Russian Federation is periodically submitted to Russia by the SFPA.

Health Certification Procedures

The application documentation is reviewed

The product will be physically inspected

Quality checks can be carried out on the product

Labelling Checks can be carried out on the product

In certain cases a sample may be submitted for lab analysis

Russian and CU Legislation

Information has been circulated to all exporters on the approved list of exporters to Russia.

This information includes guidance documents on the legislative requirements for Russia and the Customs

Union.

Copies of all relevant Russian and Customs Union legislation have also been circulated electronically to the relevant exporters.

Key recommendations with regard to current/future fish trade with Russia

All exporters should be aware of the legislative requirements for exports to Russia and the

Customs Union.

Particularly it would be important to implement and maintain a relevant sampling plan.

All establishments would be encouraged to maintain an SOP for exports to Russia /

Customs Union.
