3-118. Suspension of Favorable Personnel Action (SFPA)
A Suspension of Favorable Personnel Action (SFPA) Flag is to prevent or preclude the execution of favorable actions to
any Soldier who may be in an unfavorable status or, movement of a Soldier when it is in the best interest of the Army or
the Soldier to remain in their current unit and/or location until cleared of ongoing actions.
To Initiate a SFPA Flag via PAR
APPLICABILITY: OFF, WO, ENL
Who Can modify: HR Professional
Navigation: HR Professional Homepage> HR Personnel Action Request

Click the Category field dropdown menu, and select MISC
Click PAR Type and select Restrictions
Select Create New PAR
Click in the description field, and enter a description
Click the category look up tool
Select SFPA Reason
Click the code look up tool; select appropriate content item
Click the report type look up tool
Select appropriate content item

INITIATING SFPA CODE 'H' (Punishment Phase - Adverse Action)
*NOTE: Don't forget to properly close the original SFPA action related to the new Punishment Phase action.
*Category (Reason): Reason 'H' - Punishment Phase
*Code (Report Type): Report 'A' - Initial Flag
Enter Date Report SFPA of Punishment Phase based on legal documents (UCMJ, Court, etc...)
Leave Date Removed SFPA field blank until ready to close the Flag on completion of punishment phase
*NOTE: Business logic in TAPDB-G identifies a record with an end-date as it should be closed and this
becomes a data-collision issue for GoArmyEd with an "open" Flag with an end date reported.
Also submit ASCO transaction to add code 'P1'
CLOSING SFPA CODE 'H' (Final Report - Unfavorable)
*Category (Reason): Reason 'H' - Punishment Phase (no change)
*Code (Report Type): Report 'D' - Final Report Unfavorable (punishment is completed)
Date Report SFPA of Punishment Phase (no change)
Enter Date Removed SFPA based on legal documents (UCMJ, Court, etc...)
ASCO 'P1' remains on the Soldier's Record.
CLOSING SFPA CODE 'H' (Final Report - Favorable)
*Category (Reason): Reason 'H' - Punishment Phase (no change)
*Code (Report Type): Report 'D' - Final Report Favorable (charges are dropped)
Date Report SFPA of Punishment Phase (no change)
Enter Date Removed SFPA based on legal documents (UCMJ, Court, etc...)
Remove ASCO 'P1' from the Soldier's record.
*NOTES: SFPA Reason 'H' cannot be a Final Report - Other (Report Type 'E').
If SFPA transaction was submitted in error, then close with Report Type 'Z' and remove ASCO 'P1'.
Assignment Consideration Code MUST be removed when a FLAG is removed.

Workaround: The P1 ASCO did not automatically populate when the APFT restriction was added. System allowed
two restrictions on the same Soldier for the same reason and you cannot see the current restrictions when processing;
you must query Soldier
The Record Correction PAR to update the ASCO is complicated, use row update in personnel restrictions to add the
ASCO is much easier.

prior to departure effective date.
Step 2 - Close
Navigation: HCM> Workforce Administration > Labor Administration > Personnel Restrictions
Search by EMPL ID or Name *PRO TIP: Search by Last and Middle Name to narrow search quickly. Copy/Paste
EMPL ID from the Assignments Page is even quicker.
Restrictions Tab (End Date) Use day prior to Departure Date to avoid data conflict.
