COMPETITIVE FUNDING OPPORTUNITY
Aerospace Special Projects - Aerospace Training
Please carefully read and respond to ALL minimum criteria. Failure to respond to ALL
criteria will result in an automatic disqualification of your proposal.
Purpose
The State Board for Community and Technical Colleges (SBCTC) is committed to helping industry thrive
and expand in Washington State and to continue the development of a skilled workforce. The allocated
resources will support the continued alignment of training programs with current industry practice and
employee recruitment needs. This will be accomplished, in part, by ensuring that students have access
to training, simulations, and equipment that mirror the current work environment.
Aerospace Special Projects are intended to support the extraordinary costs associated with the startup
or improvement of high demand programs. Funds may be used for system resources, curriculum
development and delivery, facility preparation, equipment, and/or the implementation of industrydefined skill standards credentials or certifications. Eligible programs include professional-technical
programs aerospace related. Programs should seek to demonstrate industry relationship, efficient
training delivery methods, system need, including but not limited to, online courses and shared
curriculum.
The SBCTC has identified approximately $1,500,000 to be used by colleges (including Centers of
Excellence) for Aerospace Special Projects for FY16
Aerospace training programs ($1,500,000)
This document contains information, criteria, and application materials for the Aerospace Training
funds. Applications from a Center of Excellence (COE) should be in a separate OGMS package, but
submitted through their host college. While Centers of Excellence are able to submit applications
separately the review panel will be cautious about awarding multiple projects funding to one college
entity.
Funds will only be allocated to colleges who submit applications/budgets in OGMS.
Any necessary equipment purchases exceeding $5,000 must receive approval prior to purchase. This
approval may be facilitated during the application review process. Note: any post-approval
modifications to equipment lists during the fiscal year must be submitted via email for approval.
When developing proposals colleges should give strong consideration to the intent of the funding, and
the total amount of available resource to best demonstrate the practicality of the proposal.

Project Overview
A competitive process will be used to distribute:
Aerospace Training- $1,500,000
A community or technical college or Center of Excellence (COE) may apply for funding. We will allow
applications to be submitted from both the COE and the hosting college.
If applying as part of a consortium the application must indicate which college will be operating as the
lead institution. Consortium applications need to clearly demonstrate how the activities of the individual
members or pooling of resources support a common goal.
It is anticipated that the notification of the award will take place on or prior to July 1, 2015.
Colleges receiving funds must provide biannual progress reports to the SBCTC providing program
description (new or expanded capacity), demonstration of the intended capacity, program progress, and
the number of students served, through June 30, 2016. Submit to Katherine Mahoney, Program
Administrator at kmahoney@sbctc.edu.
The review panel reserves the right to scale proposals as needed. Funding is subject to the extent of
available resources.
FY16 funds must be expended by June 30, 2016.
Proposals meeting minimum criteria will be rank ordered and funded to the extent of available
resources.
A technical assistance conference call will be held after the release of the grant. Conference call
information can be found in the announcement notice sent to the system.
APPLICATION PROCESS & DEADLINE
Proposals must be submitted through the Online Grant Management System (OGMS) at
http://apps.sbctc.edu/onlinegrants) to the State Board for Community and Technical Colleges (SBCTC)
no later than Thursday, May 7, 2015.
Applications will not be accepted after Thursday, May 7, 2015.

SELECTION PROCESS
1. Proposals will be assessed against the criteria published in Attachment 1. Colleges must satisfy all
criteria under “meets criteria” on the assessment form to be considered for funding.
2. Proposals must be completed and submitted electronically in the Online Grant Management System
(OGMS).
3. Colleges and Centers of Excellence whose proposal meets minimum criteria may be contacted by
the selection committee for a question and answer session after the first review process. This
opportunity is for the committee to seek clarification of proposal content that may indicate the
proposal does not meet minimum criteria or may assist in placement of the proposal in the
prioritized list of projects.
4. Applicants will be notified of their status through OGMS. At that time, applicants will be provided
specific feedback and information pertaining to committee questions and concerns prior to any
conversation that will seek to clarify and acquire further information about the proposal prior to
final deliberation.
5. SBCTC staff is available to assist colleges with technical assistance prior to the submission deadline.

2. Statement of Need
Description of how the project will contribute to the intended purpose of Aerospace Training
and/or how the proposed project meets industry needs and specifications. Include information
such as system benefit, described length of training, intended capacity, number of anticipated
completers (by June, 2016), and whether the program is new and/or expands capacity of
existing program. Please also include consideration of the following;

Use of state, regional, and local labor market data to demonstrate program demand.

Strength of education-industry partnerships in program planning, design, and improvement.

Demonstration of matching resources from industry or other partners.

Use of industry-defined skill standards for program planning, design, and improvement.

Demonstrated commitment of a college to implement and sustain the program.

3. Budget & Budget Narrative
The budget form must be completed in OGMS.
If applying as a consortium the OGMS budget must be the budget total for the entire project.
This must be supported with an attachment that breaks out the budget by college.
If applicable, please complete the equipment list (includes all capital outlays and inventoried
goods) and upload to your application. The spreadsheet can be downloaded from the “Grant
Info” section in OGMS. The completed document must be uploaded/attached to your funding
application in OGMS. Be sure to include all equipment costs in the budget you complete in
OGMS.
Please note that all funds for FY16 must be spent by June 30, 2016. As these are state funds, it
is not possible to carry over unspent funds from FY16 into FY17.
4. Endorsement of Program
Endorsement of the intended program shall be identified in OGMS by uploading an attachment
from any one of following: aerospace industry partner, or local Workforce Development Council.
ELIGIBLE APPLICANTS
Proposals will be accepted from Washington State community and technical colleges, including Centers
of Excellence, for projects of benefit to the system and programs that have existing program approval or
an endorsed Notice of Intent (NOI). Contact Deb Knackstedt, Program Manager if you have any

Guidelines.
REPORTING
A mid-year evaluation of the project is due to the SBCTC by January 15, 2016. The SBCTC will provide a
template that identifies the minimum items to be addressed in the evaluation.
A final evaluation of the project is due to the SBCTC by July 15, 2017. The SBCTC will provide a template
that identifies the minimum items to be addressed in the evaluation.
Content will include the following (form will be provided):





Provide a narrative description of project activities conducted during the reporting period. You
may include attachments such as meeting minutes, project activity participants, or equipment
inventories.
Describe the project’s greatest successes during the reporting period.
Describe the project’s greatest challenges during the reporting period and any strategies/plans
to mitigate those challenges.
Describe any activities that provided a cost savings or involved the leveraging of resources to
support trainees.
Describe the participants served during the reporting period. Include participant outcomes.
Report FTES generated and the total number of participants served.
