WEST VIRGINIA COUNCIL OF SCHOOL NURSES Cedar Lakes November 10, 2004 MINUTES Attendees: Deborah Kaplan, RESA I; Teresa Ryan, RESA II; Nancy Doss, RESA III; Rhonda Tabit, RESA IV; Alisa Shepler, RESA V; Barbara Hart, RESA IV; Susan Pinto, RESA VII; Mary Jane Rinard, RESA VIII; Rebecca King, WVDE; and Teresa Bayer, President-elect WVASN. 1. Meeting was called to order by Teresa Ryan, Chair at 10:15 a.m. 2. Rebecca King, WVDE, gave the following updates: A. A copy of a letter from Dr. Jack McClanahan, Assistant Superintendent of Schools, dated 8/18/04 was distributed concerning child restraint systems on school buses. These requirements for restraints only apply to Head Start students who fall under federal regulations. B. Weekly updates to Local Health Departments on illnesses in the schools – need to check with the regional public health department if this is a requirement for your county. C. Insulin delegation – Ann Sammons and Janis McGinnis attended the WV Board for RN’s meeting. A copy of the opinion has not yet been received from the Board but their decision was that RN’s cannot delegate any aspect of insulin administration. WVDE will make sure school nurses receive a copy of that decision once it is available in writing. Rebecca also reported that administration of glucagon cannot be delegated to bus drivers. Training in administration of glucagon should not be included in first aid courses nurses provide to bus drivers. D. The Diabetic Order Set Committee met last month. The committee designed a proposed form. E. The School Nurse Certification committee met last month. A proposal was completed by the committee for changes in the current school nurse certification. The proposal will be presented to the WVDE Certification department and schools of nursing for consideration. F. Rebecca will work on plan for coordinating all community health resources. This is part of the plan for CDC requirements/funding. G. A request from Sandra Haller of Barbour County was discussed regarding administration of Imitrex IM in the school setting. The Council decided that administration of Imitrex IM was not appropriate in the school setting. Other forms of the drug are available (oral or nasal spray). The procedure would not qualify as an emergency drug and requires assessment and careful monitoring after administration. H. The Council’s opinion that administrating IV clotting factor for hemophiliacs should not be done in the school setting was reopened for discussion. I. Rebecca asked Council to respond to the Lewis County nurses on the decision by the WV Board of RN’s regarding Insulin delegation. Rhonda Tabit will prepare a response. J. Peggy Adams of the Bureau of Public Health is sending a CD-ROM to all school nurses with information on resources for diabetes. 3. Council distributed the information sheets they prepared to each other for review before the next meeting. Susan Pinto will e-mail her sheet to everyone. 4. The Needs Survey will be reviewed at the next meeting for possible revisions. 5. Mary Jane Rinard made a motion to accept the minutes of the last Council meeting. Barbara Hart seconded. Motion carried. 6. The next meeting is scheduled for January 13 and January 14, 2005 at Bridgeport, WV. The January 13 meeting will begin at 4:00 p.m. and January 14 will start at 8:00 a.m. 7.
