Goal: Grant County Schools will decrease the number of drop-outs and increase the 4-year cohort graduation rate.

communities to take action by working in coalitions, creating partnerships, hosting community

Alliance of WV and the WV Center for Civic Life provide resources and training to organize
community dialogues and follow-up action .

proposal) The Local School Dropout Prevention and Recovery Innovation Zone has been
allocated $2.2 million by the State Legislature as funds available for this competitive h1fant.

Section 2 - Priorities:
During the 2013 legislative session, Governor Tomblin sponsored several key education reform initiatives
through Senate Bill 359 and charged the WV Board of Education with supporting the successful
implementation. These areas have been identified for priority points in the grant review process.

Applications for Drop-out Prevention grants that choose to focus on a priority area must show clear a
correlation between the priority area and the outcome of drop-out prevention. All applications that target a
priority area must identify it below:

The term "community school" means a public elementary or secondary school that participates in a
community-based effort to coordinate and integrate educational, developmental, family, health, and
other comprehensive services through community-based organizations and public /private
partnerships. Community Schools provide access to such services for students, families, and the
community, such as access during the school year (including before and after-school), as well as during
the summer. Some may include: Early childhood education Programs under the Head Start Act,
including Early Head Start programs and child care; Remedial education activities and enrichment
activities, including expanded learning time; Summer enrichment and learning experiences; Dental
health care; Mental health counseling services (expanded-school mental health services). Complete

Comprehensive Literacy Development (creating a school-wide elementary focus on literacy
and numeracy)

Redesign of Instructional Time (Intended to provide principals and teachers with flexibility
from the constraints of certain statutes, policies and rules in order to serve as testing grounds for
innovative reform strategies that enhance student success and increase accountability)

for systemic planning around the effective use of technology and digital learning to achieve the
goal of "career and college readiness" for all students.

Section 3-ABSTRACT:
Provide a one page only project summary that briefly describes the project's vision, goals, activities, and key
features for student success that will be addressed. Please limit the length of the abstract to the text box found

One of Grant County Schools' core beliefs is, "Collaboration. reflection, and change are critical in an
effort to continually improve." To successfully educate the whole student, our schools, families, and
communities must share a vision for continuous school improvement. A collaborative effort focused on the
success of each individual student can make a significant impact, specifically on students deemed '"at-risk''.
The District's mission, "'Moving Forward Together" requires effective collaboration and teaming to increase
the graduation rate through increasing student connectivity to school.
The overall goal of Project C. O.N.N.E. C. T is to prevent ALL students from dropping out of school. This
requires District employees, families, and community business partners to work together and focus on:
increasing student connectivity to school; increasing student attendance; and improving overall student health
and wellness.
This project will focus on seven components related to student connection: Close monitoring and
oversight of at-risk students: Opportunities through clubs and organizations; Nutrition and student wellness;
Necessary measures to improve attendance: Ensure preparedness.for postsecondary success; Career
relevance and entrepreneurship; and, Team.focus on reducing drop-outs.
Effective support of at-risk students requires early identification, continuous support, and appropriate
intervention. Initial identification of these students will come primarily through the Early Warning System
(EWS). Staff will regularly review student information and track changes from each of the indicators within
the EWS. Students will also be monitored, supported, and provided appropriate intervention based on
individual need through the use of Student Assistance Teams (SAT). An added support for at-risk students
will be pairing them with a mentor to provide additional support.
Connecting all students to school will occur through the use of an advisory period and Career
Development opportunities. The schools will research, develop, and implement a plan for student-centered
clubs and organizations to become the core component of advisory period. District staff will collaborate with
local entrepreneurs to review and revise the Career Development Plan to ensure postsecondary relevance.
The District will also work closely with the South Branch Career and Technical Center to explore the addition
of postsecondary training programs.
A significant part of the project will directly focus on student physical and mental health. The district
currently provides free breakfast to all students and plans to utilize Innovation Zone Grant funds to provide
free lunch to all students. Students with afterschool commitments will be provided a free snack to increase
afterschool participation and connectivity. The leadership team will collaborate with local organizations to
research, develop, and implement a plan for a ''weekend backpack" program to provide identified students
with food for the weekend to ensure they receive appropriate nutritional intake while away from school. The
District will increase psychological services and add mental health services through a continued partnership
with E.A. Hawse Hea1th Center.
For these efforts to be impactful, students must consistently attend school. The Director of Student
Services will oversee efforts, both countywide and school-based, to increase awareness in addressing
attendance concerns with school staff, students, parents, and local care providers. Necessary revisions to
school attendance incentive plans will be made using student input and multiple data sources. The schools
will make efforts to ensure prompt and consistent communication with parents and students as issues that
place students at-risk are identified.
The collaborative efforts noted above are specifically aimed at supporting and connecting the whole
student, which in turn will decrease the number of drop-outs now and in the future. The overall desired
outcome of this project is for the District to have healthy students, who attend school faithfully, and graduate
prepared for postsecondary success.

1. What is the purpose and expected outcome of this project?
The primary goal of Project C.O.N.N.E.C.T. is to decrease the number of drop-outs and increase the 4-year
cohort graduation rate by preventing student drop-out. This requires District employees, families, and
community business partners to work together and focus on: increasing student connectivity to school;
increasing student attendance; and, improving overall student health and wellness. The expected outcome is
a decreased number of drop-outs and an increased graduation rate.
2.
Explain how the school or consortium's current data influenced the need for the project
described in question one?
Grant County Schools specifically identified the objectives in this plan based on recent data. District data
indicates:
• The District experienced a decrease in attendance rate, from 98% in 2013 to 94% in 2014;
• Attendance data also indicates 38% of students missing 10 or more during 2013-2014;
• Title I data indicates 53.3% of students in the District are considered ·•needy'';
• The median household income in Grant County is $40,250, which is below the state and national
average;
• Since instituting free breakfast for all students, countywide breakfast participation has increased from
37% (SY12) to 67% (SY14):
• Four-year graduation cohort data (SY13) indicates 85.7% of students in Grant County are graduating
with their class.
The above data strongly suggests:
• Almost half of the District's students are absent 10 or more days of school;
• More than half of the District's students come from low-SES homes;
• The majority of non-low-SES homes are lower middle class;
• Provision of free breakfast to all students has significantly impacted student breakfast participation
rates;
• Approximately one out of ten students do not graduate with their class.
The District reviewed data from Fayette County Schools (FCS). They began providing free lunch to all
students in SY14. Fayette County Schools' data below compares SY13 to SY14:
• FCS lunch participation increased significantly from approximately 62% to 72%;
• FCS graduation rate of low-SES students increased from 76% to 79%;
• FCS attendance data indicates a 96% attendance rate in SYl3 and SY14. Although the attendance
rate was unchanged, this data is significant as 76% (42 out of 55) of WV Districts experienced lower
attendance rates from SY 13 to SY 14.
The above data influenced the development of this project considerably. Current District data demonstrates
the need for this project based on trends in community demographics, student dispositions, and graduation
rate. Additionally, the data from Fayette County Schools illustrates the potential positive impact of the
nutritional component of this project.

How is the school or consortium's project connected to best practice and current research in
reference to raisin2 student achievement and/or dropout prevention?
The WV State Superintendent's Entry and Vision Plan correlates directly to the primary goal of this project:
to ensure all students graduate from high school prepared for postsecondary success. Current research
provided guidance for the development of Project C .0 .N .N .E.C. T. This research strongly suggests effective
implementation of the objectives outlined in this plan may increase graduation rates.

Graduation Rate~-. Issues in Science & Technology, 29(2), 55.
Messacar & Oreopoulous (2013) state, "'The act of dropping out must be understood not as a single event but
an outcome that begins with school disengagement, often long before the drop-out finally decides to stop
coming to class." Proactive measures such as prompt and consistent use of the Early Warning System can be
extremely beneficial in preventing drop-out. This is because the sooner students are identified, the quicker
an intervention plan can be developed and implemented.
Herling, D., & Dillont, T. (2012) Graduation Counts. Montana Business Quarterly, 50(3), 12.
This report focusses on some of the determining factors related to student drop-out. The cited factors
include the following: ongoing patterns of absenteeism; lack of connection to school; and, lack of
engagement in school. Furthermore, the article identifies actions schools can take to help students stay in
school. Surveyed drop-outs indicated they would have been more likely to stay in school if they had close,
positive relationships with adults. Research also suggests students need to understand the connection
between school and postsecondary work. This article indicates our schools must do more to improve
attendance by connecting students to school and taking steps to ensure their education is relevant to their
post-graduation plans. This project will focus on eliminating risk factors through mentoring, partnering with
local entrepreneurs, and updating the Career Development plan.

lf funded, Project C.0.N.N.E.C.T. will highlight methods that other West Virginia schools can use to
decrease the number of drop-outs by focusing team efforts on connecting and nurturing the whole student.
Receipt of these grant funds enable the District to positively impact student lives and the project may serve
as a resource to schools throughout the state.

It is important to explain how you will measure the success of your project and how you plan to continue

The innovation project will be evaluated using quantitative and qualitative data sources which will be

Sustaining this innovation project requires the District to secure additional funding. Preliminary planning
conversations have been initiated within the District regarding an election request for an excess levy. If
funded, this project will serve as a vital element in this request. The passing of an excess levy would allow
the District to sustain this project and sii!Ilificantly increase services and supports for a11 students.

IMPORT ANT NOTES:
*To determine staff support, the innovation application and plan must be submitted to all employees
affected by the design of the plan for a secret ballot vote at special meetings ca11ed to determine the level of
commitment.

The meeting is called with two weeks prior special notice, and the vote is conducted and certified to the
principal, superintendent, and county board president by a panel.
The panel must provide an absentee ballot to each employee eligible to vote who cannot attend the
meeting.
The panel consists of the elected officers of the faculty senate of the school or schools; one
representative of the service personnel of the school; and three parent members appointed by the
Local School Improvement Council (LSIC).
At least 80 percent of the employees who are eligible to vote must approve the school's Innovation Zone
plan.
Any regular employee at a school applying for or designated as an Innovation Zone whose job duties
may be affected by implementation of the Innovation Zone plan or proposed plan may request a transfer
to another school in the school district. The county board shall make every reasonable effort to
accommodate the transfer.
**Please make sure your application is submitted to your local board in time to receive their signature and
supports/concern before the application due date.
Completed grant application must be RECEIVED via email by 4:00 p.m. on December 1, 2014.
