Policy 5310: Significant Revisions Approved During Summer 2014 This document summarizes the significant revisions made to WVBOE Policy 5310 (Performance Evaluation of School Personnel) during the spring and summer of 2014. These revisions were approved by the West Virginia State Board of Education on July 9, 2014. Section 9-Educator Evaluation Section 9.1 B (1-2) Pages 6-7 of Policy Revisions Made: • • School-wide growth for educators in Pre-K-3 settings shall match the growth score of the students at the 4th grade recipient school whom they have served. School-wide growth for Career and Technical Education settings shall be based on the state summative assessment results of the students they serve. Section 9.1 C (1-3) Page 7 of Policy Revisions Made: • • For 2014 – 2015 school year, all teachers will complete two (2) student learning goals in order to fulfill the requirements of the Student Growth component (15%) of the evaluation. o The West Virginia Department of Education alternatively will analyze the student growth determined by the statewide summative assessment results as a component of evaluating educators who teach in tested grades and subjects (for which two consecutive years of summative assessment data is available). The alternative evaluation resulting from this operation will be for illustrative purposes only. Beginning in the 2015-2016 school year, for educators who teach in tested grades and subjects (for which two consecutive years of summative assessment data is available), student growth shall be determined by the statewide summative assessment results as measured between two points in time. For all other educators, progress toward meeting the two (2) student learning goals shall be measured using formal and/or teacher-created assessments. Section 9.4 Page 7 of Policy Revisions Made: • • For 2014-2015 school year – All teachers develop two (2) student learning goals For 2015-2016 school year, and every year thereafter: o Teachers of non-tested grades and subjects, school leaders and counselors develop two (2) goals and submit them electronically to their evaluator for review. o Teachers of tested grades and subjects are not required to develop or submit goals. These teachers still have the option to develop and submit goals if the teacher chooses to do so. Section 9.5 Page 8 of Policy Revisions Made: • Beginning with the 2014-2015 school year, all educators will complete the Roster Verification process each school year. Completed roster verifications will be approved by a school-level administrator. Section 9.6 Revisions Made: • Teacher of Record definitions added to policy Page 8 of Policy Policy 5310: Significant Revisions Approved During Summer 2014 Section 10-Plans to Support Continuous Improvement Section 10.1-A and B Pages 8-9 of Policy Revisions Made: • An educator can only be placed on a Focused Support Plan or Corrective Action Plan after a minimum of one observation is completed. Section 11-Evaluation Process for School Leaders Section 11.4 Page 10 of Policy Revisions Made: • The third goal for School Leaders, allowed for in previous years, has been removed from policy. Section 13-Evaluation Process for Teachers Section 13.1 Page 11 of Policy Revisions Made: • All teachers shall participate in an annual summative evaluation conference 1) on or before the teacher’s final day in the classroom for the school year, OR 2) on or before June 15 of the school year (whichever occurs first). The evaluation is recorded in the online evaluation system. Section 13.4 C Page 12 of Policy Revisions Made: • Teachers in the Advanced Progression may request an observation(s) be conducted by the evaluator. Section 15-Evaluation Process for Counselors Section 15.1 Page 14 of Policy Revisions Made: • All counselors shall participate in an annual evaluation conference on or before June 15 that is recorded in the online evaluation system. Section 15.6 Page 14 of Policy Revisions Made: • Observations may be requested by the school counselor or the evaluator at any time for activities of non-confidential nature.
